ADVISORY COMMITTEE ON HISTORIC PRESERVATION City of Cottage Grove, Minnesota MINUTES OF REGULAR MEETING October 9, 2001 Call to Order Pursuant to due call and notice thereof, a meeting of the Advisory Committee on Historic Preservation (ACHP) was held at the Cottage Grove City Hall, 7516 - 80th St. So., on the 9th day of October, 2001. Chairperson Golusky called the meeting to order at 7:05 p.m. Roll Call The following voting members were present: Gary Golusky (chair), Keith Kleinsasser, Glen Brown, and Mickey McBride. The following ex-officio members were also present: Herb Japs (Planning Commission representative) and Robert Vogel (City Historic Preservation Officer). Minutes of August 7, 2001, Meetinq The minutes of the August 7, 2001, regular meeting were approved as mailed. HealYHouse CHPO Vogel reported on the status of rehabilitation work at the Healy House, 10276 Pt. Douglas Rd., and on the nomination of the property to the City Register of Historic Sites & Landmarks. The draft preservation planning report is being distributed for review and comment. He advised the Committee that the ACHP could act on the nomination at its December meeting. 1 Grey Cloud Bridge Historical Studv The Committee discussed the report prepared for the Public Works Department by CHPO VogeL Old Cottage Grove Plan CHPO Vogel stated that the Old Cottage Grove historic district study began on October 1 SL and all work will be completed by July 315L of next year. The initial phase of the project involves data collection and analysis to delineate district boundaries and to determine the relative historic preservation value of individual buildings. The final product will be a preservation planning report supporting the nomination of the Old Cottage Grove neighborhood to the City Register as a Historic District. The project is being financed by a Certified Local Government grant-in-aid from the U.S. Department of the Interior. Development Projects There was discussion of pending development projects that will probably result in the demolition of old buildings (specifically, the former Noltimier and Wright farmhouses) that are not eligible for listing in the City Register. CHPO Vogel reported that in both cases the developers were cooperating with the Historic Preservation Division to record all structures more than 50 years old prior to demolition. No�building or structure that has been determined eligible for the City Register will be destroyed or damaged as a result of the planned development projects. There was also discussion of a proposed new subdivision, currently being considered by the Planning Commission, that may result in residential development next to the Old People's Home Cemetery on 70th Street, which is listed in the City Register. Chairperson Golusky directed staff to advise the Parks, Recreation and Natural Resources Commission that the historic cemetery may have recreational value as a scenic overlook. Committee members also felt that the city should consider using the park dedication trust fund to help finance historic site improvements. Aaricultural Heritage Education The Committee continued the discussion from the last meeting. 2 Disaster Management Plan The Committee reviewed the draft heritage resources disaster management plan "goals & objectives" statement prepared by CHPO Vogel. There was consensus that the document should be circulated for staff review and comment. The Historic Preservation Division will continue working on disaster management planning, focusing on heritage resource information needs identified by the city police, fire, and building inspection departments. Historic Preservation Code The Committee discussed CHPO Vogel's memorandum dated September 25, 2001, on the need to revise and update the city's historic preservation ordinance, which was last amended in 1990. There was consensus that while the code works very well, there needs to be some "fine tuning" with respect to review and compliance matters, the role of staff in implementing the ordinance, and determinations of City Register eligibility. The Committee felt that code review should be made a priority objective for the ACHP in 2002. Marketing Cottage Grove Heritage Resources The Committee brainstormed ways to make Cottage Grove's historic sites may visible and to enhance the public benefits of historic preservation. Among the ideas discussed were: • Develop a new Cottage Grove heritage brochure • Expand the historic preservation pages on the city's website • Distribute classroom resource kits to new social studies teachers hired by Dist. 833 • Install additional historical markers and signs • Develop historical interpretation stations (kiosks, markers) along public trailways • Add the locations of important historic sites to community maps • Place "welcome" type signs at the entrances to historic neighborhoods CHPO Vogel was directed to assemble a new historic preservation brochure, using funds allocated for printing in the 2001 Historic Preservation Division budget. Staff will also upgrade the historic properties photographs on the website. There was consensus that marketing and outreach should be a high priority for the ACHP in 2002. 3 . � Adjournment There being no further business, the meeting was adjourned at 9:05 p.m. Respectfully submitted, Robert C.
