CITY OF COTTAGE GROVE
MINNESOTA
To: Honorable Mayor and City Council
From: Joe Fischbach, Human Resources Coordinator.
Date: November 2, 2012
Subject: Appointment of Rick Redenius to the position of Deputy Director of Public
Safety /Fire Chief
BACKGROUND
In September of 2012 the City initiated an extensive recruitment process for a new Deputy
Director of Public Safety /Fire Chief. The original pool of applicants was narrowed down to five.
Those five applicants were interviewed by committees of a Public Safety, Health and Welfare
Commission member, staff members and members of the Fire Department. After the
interviews, the applicant pool was narrowed to one. It was the consensus of the panel
members that only one candidate should be moved on in the process. That candidate is Rick
Redenius. Rick went through a management assessment with Martin- McAllister Consulting
Psychologists. Dr. Norma DiLorenzo from Martin- McAllister is recommending Rick for hire as
Deputy Director of Public Safety /Fire Chief. On October 23 Rick was interviewed by the City
Council. After the interview, Council directed staff to put together a Council item to consider
approving Rick as Deputy Director of Public Safety /Fire Chief.
DISCUSSION
The following wage and benefits package is being recommended for approval by City Council:
Salary: Placement at step III -B ($84,480) of the Non - represented Pay Plan. Upon successful
completion of probation (one year) he would go to step III -C. This is consistent with past
practice and is recommended to stay the same.
Benefits: The same benefits that are afforded to all other employees within the Non -
represented Pay Plan. Rick would be credited with 7 years of service for purposes of Annual
Leave accrual. Rick would be required to enroll in the PERA Police and Fire fund and would no
longer be part of the Fire Relief Association.
Effective Date: November 26, 2012.
RECOMMENDATION
Approve the appointment of Rick Redenius as Deputy Director of Public Safety /Fire Chief,
effective November 26, 2012. Additionally, approve the wage and benefits package as
described in this memorandum.
