Accept and Place on File the Following Minutes: i. Planning Commission Meeting Minutes from September 24, 2012. B. Consider approving the second amendment to the development agreement with Stonehenge Development LLC. Staff Recommendation: Approve the amendment. C. Consider appointing Rick Redenius to the position of Deputy Director of Public Safety/Fire Chief. Staff Recommendation: Approve the appointment. D. Consider amending Resolution No. 2012-074, which vacates and discontinues a portion of Ideal Avenue between 60 Street South and 63 Street, to include a modified legal description of the vacated and discontinued right-of-way. Staff Recommendation: Adopt the resolution amending Resolution No. 2012-074. NOVEMBER 7, 2012 AGENDA Cottage Grove City Council E. Consider authorizing staff to send the response letter to Washington County regarding the County's draft 2013 — 2017 CIP. Staff Recommendation: Authorize staff to send the letter. F. Consider scheduling a special meeting of the Cottage Grove City Council for Wednesday, November 14, 2012 at 5:30 p.m. to canvass results of the City General Election and the City Referendum Questions. Staff Recommendation: Schedule the special meeting. *G. Consider authorizing issuance of a temporary on-sale intoxicating liquor license to St. Paul Park Heritage Days Festival, Inc. for December 15, 2012 at the National Guard Armory in conjunction with a fundraising event for the Heritage Days Festival Royalty Program. Staff Recommendation: Authorize issuance of the temporary liquor license. During the required background investigation, no facts were found that would constitute a basis for denial of the application. 5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES A. Consider authorizing a letter of intent with AP Development Corporation and tenKsolar, Inc. for the development of a solar electric project on buildings within the City of Cottage Grove.
