HomeMy WebLinkAbout2012-11-12 PACKET 07.A.City of Cotta Grove Minnesota To: Parks Commission Members From: Mark Schneider CC: Zac Dockter, Molly Pietruszewski Date: November 13, 2012 Subject: Facility Use Fees Introduction /Background: In 2008 the Parks Commission and City Council adopted a five -year park facility rental fee plan to ensure that we have appropriate revenue coming in to fund maintenance and improvement projects. Fees were approved to be increased by 10% every other year. The current fee plan will expire at the end of 2012 and needs to be updated. Staff is recommending a very similar plan to the previous one with a few modifications. One proposed change is to include a minimum of two hours of Parks Department staff in the cost of the facility for large events and tournaments. This ensures that our facilities will be properly maintained during these events including trash removal, stocking /cleaning of bathrooms, and field maintenance. Another proposed change would be to only accept credit cards for facility use payments. Currently, we accept cash, check, or credit cards and we also require a separate check for their damage deposit. With a credit card we can consolidate these steps so the user can make their payment and we can keep that card number on file for their damage deposit. Youth sports tournaments (CGAA /ERAA), which may have fees added on after the event, can still pay the invoice with a check. Attached with this report are the existing and proposed facility use plans as well as rates for comparable communities. Recommendation: Staff recommends that City Council adopt the 2013 Parks and Recreation Facility Use plan. Introduction /Background: The City has been approached multiple times by multiple groups regarding event rentals for the Oakwood Disc Golf Course. Currently we do not have a specific rental policy and we have not been renting the entire facility. Any group that wants to host a tournament at the course can do so with the understanding that the public must still be able to play during the tournament and that they will not receive any services from the City beyond our normal operational procedures. In addition, Recreation staff has fielded requests from local golfers about making improvements to the course, such as new and /or additional tee pads, upgraded targets, and general landscaping. Also, Oakwood is always one of the stops on traveling tours around the metro area hosting disc golf tournaments. Charging these groups a reservation fee could contribute to the amount of work that can be done to keep this facility a popular recreational activity area. Recreation staff conducted a survey of disc golf courses around the metro to discover what they are charging for rentals at their facilities. Survey results and potential Cottage Grove rental policy are attached to facilitate a discussion on the topic. Recommendation: Provide direction on whether or not to adopt a rental policy or continue to provide this service with no additional cost to the tournament host.
