Regular Meeting
September 19, 2012
OPEN FORUM
Mayor Myron Bailey opened Open Forum at 7:15 p.m. and stated that during Open Forum a
person may address the City Council on subjects not a part of the regular meeting agenda, but
must limit their remarks to three (3) minutes per person. The purpose of Open Forum is to
provide the public an opportunity to provide information or to request action by the City Council. It
may not be used to make personal attacks, to air personality grievances, to make political
endorsements, or for political campaign purposes. Open Forum will adjourn to the regular
meeting promptly at 7:30 p.m. to the regular meeting.
The following were present: Mayor Myron Bailey, Council Member Derrick Lehrke, Council
Member Justin Olsen, Council Member Jen Peterson, and Council Member Dave Thiede.
The following were absent: None.
Also present were: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk; Danette
Parr, Economic Development Director; Corrine Heine, City Attorney- Kennedy & Graven; Craig
Woolery, Public Safety Director; and Les Burshten, Public Works Director.
Mayor Bailey opened Open Forum at 7:15 p.m., and asked if anyone in the audience wished to
address the City Council on any topic not on the agenda.
There being none, Mayor Bailey closed Open Forum to the Regular Meeting.
CALL TO ORDER — Regular Meeting
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular
meeting on September 19, 2012 at the Cottage Grove City Hall, 7516 80 Street South. Mayor
Bailey called the meeting to order at 7:30 p.m.
PLEDGE OF ALLEGIANCE
The audience, staff and the Mayor and Council Members pledged allegiance to the flag of the
United States of America.
ROLL CALL
The following were present: Mayor Myron Bailey, Council Member Derrick Lehrke, Council

2. PRESENTATIONS
A. Strawberry Fest Ambassadors
Miss Cottage Grove Brittney Olsen and her princesses introduced themselves and
presented to the Mayor and City Council Members with awards they received from
seven (7) parades that they participated in and asked if the City could be put them
on display in the new Public Safety /City Hall facility.

5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES
A. Receive Response on Chickens and Ducks in Urban Residential Neighborhoods
City Administrator Schroeder stated that under the City's existing ordinance
regulations, farm animals (fowl including chickens, ducks, turkeys and geese) are
allowed in all districts but the property must be a minimum of five (5) acres in size
and the number of animals is based on the Minnesota Pollution Control Agency's
recommended animal units per acre. There are also minimum setbacks between
the residence and the structure housing the farm animals. Mr. Schroeder stated
that a survey was conducted and of the 19 communities surveyed, 10 do not allow
farm animals in urban districts. Staff believes that our ordinance is aligned with the
ordinances of our peer communities and do not recommend an amendment at this
time.
The City Council concurred with Council Member Olsen's suggestion to have the
Planning Commission review this matter and submit their recommendation to the
City Council at an upcoming meeting.

9. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS —
None.
10. COUNCIL COMMENTS AND REQUESTS
Council Member Olsen reminded the public that the Park Senior High School
homecoming football game is September 28 and there would be a parade prior to the
game; a benefit would be held for Samantha Crabtree; the Cottage Grove Fire
Department held an open house and about 45 people attended.
There was discussion on the stop light sequence that has changed, as well as the
flashing yellow and barrels that were installed at the Hardwood and 80 Street
intersection.
Council Member Peterson announced when the next Fair for All would be held and
issued an open invitation for the Human Services /Human Rights Commission event on
"Facing Race" to be held on October 9, 2012 at the Cottage Grove Middle School.
Council Member Thiede encouraged everyone to vote, to educate yourself on who the
candidates are on the ballot noting that City candidates are non - partisan, that on October
1 the South Washington Cable Telecommunication Commission would be sponsoring a
Candidates Forum, and that on October 2 the League of Women Voters would be hosting
another Candidates Forum.
Mayor Bailey announced that the City of Cottage Grove would have two (2) referendum
questions on the November ballot noting that one question is to expand Hamlet Park and
create a youth center at the municipal pool, and the second question is for an aquatics
facility.
Mayor Bailey stated that an open house would be held on October 20 for the new Public
Safety /City Hall facility and a ribbon cutting ceremony would be held on September 29 for
the opening of the Ravine Parkway Bridge.
Mayor Bailey stated that the City voted at the last meeting for the new Wal -Mart Store
and as a result, the City would be holding an event at the Cottage View Drive In on
Saturday, September 27. The gate will be open at 6:00 p.m. and is free of charge. The
event includes the showing of the movie, Grease.
