Re: Stantec and S.E.H.— 2013 Rate Schedule
Background
The City currently has municipal engineering contracts with Stantec (formerly Bonestroo) and
Short Elliott Hendrickson (S.E.H.), Inc. The professional services agreement contains the
billing rate schedule in Appendix E, which is appended annually.
The firms are proposing a zero percent increase for engineering services for 2013. The firms
acknowledge the challenging economic times and financial constraints that cities are facing.
This is the fifth year in a row with no increase in rates.
Discussion
The performance of both firms during 2012 has been found to be acceptable and they are
performing very well for the City of Cottage Grove.
Recommendation
Staff recommends approval of the Stantec and S.E.H. 2013 Rate Schedule for municipal
services.

Stantec is committed to keeping our costs low. We understand the financial constraints that municipalities
are facing in the current economy. It has been five years since we adjusted our rate structure to you. To
best serve you, Stantec is committed to employing good people while keeping our technical capabilities
innovative and effective. With the tough restraints placed on municipal governments, we are once again
proposing no increase in our hourly rate table for 2013.
We highly value our relationship with you. We will continue to focus our efforts on providing the City of
Cottage Grove with high qualify service while being sensitive to budgets.

Dear Ms. Levitt:
As we move forward into 2013, Short Elliott Hendrickson Inc. (SEH would like to express it's
appreciation for the continued opportunity to provide you our professional services. We look forward to
continuing our relationship with you as we "partner" with the City of Cottage Grove to help the
community achieve its vision for the future.
SEH has again decided to maintain our current hourly billing rates for the City of Cottage Grove so there
will be no increase for 2013. This is the fifth straight year we have held these rates to a zero percent
increase. We understand the economic challenges of the past few years continues for your community
and holding our rates is just one way for SEH to "partner" with the City through the current economy.
SEH believes these are unusual times. We also believe these are times when it is even more important
we not lose sight of overall value, support, and service, while focusing on the short term price tag. We
believe we bring significant "value" to your team and continually strive to apply "value added" assistance
that does not always show up in the price tag. A good example is our Financial Assistance Team (FAT)
which can help provide access to funding programs available to our clients.
As we continue to look to the future, there are certain truths that do not change; for example, the adage
you get what you 'pay for rings true, even in economic downturns. We are advising our clients to be
mindful of the value they receive from their professional consultants — value that may extend beyond a
billing cycle, even after the dust of a construction project settles.
Thank you for the opportunity to continue to continue serving the City of Cottage Grove. We believe that
we will "set the value bar" for service you receive as we complete the Ravine Parkway project with you,
and proj ects thereafter. We look forward to working with you again in 2013.
