A meeting of the Environmental Commission was held at Cottage Grove City Hall, 7516 — 80th
Street South, Cottage Grove, Minnesota, on November 14, 2012, in the Council Chambers.

Thaddeus Owen, Emily Rixen
Members Absent: David Olson, Rosemary Palmer
Others Present: Jennifer Levitt, City Engineer
Justin Olsen, City Councilmember
Call to Order
Chair Owen opened the meeting at 7:00 p.m.
Approval of Agenda
Gibson made a motion to approve the agenda. Rixen seconded. Motion passed unanimously
(6 -to -0 vote).

New and Unfinished Business
5.1 Recycling in Parks Program
Zac Dockter, Parks and Recreation Director, provided a memo on the Recycling in Parks Pro-
gram for 2012 in community parks. Lynch commented on the placement and visibility of the
recycling bins in the parks. Owen asked if in the future the net weight of recyclables in each
park would be specified so you could see specifically how recyclables compare to the overall
volume.

The Environmental Commission received the information and had no comments.
6.2 East Metro Water Resource Education Program (EMWREP) Fall 2012
The Environmental Commission received the EMWREP Fall 2012 Education Update.

Reports
City Council Update
Olsen provided an update on the Werner Electric wind turbine project and the 80th Street box
culvert project that was done in conjunction with the South Washington Watershed District. He
reported that the Ameresco and TenKsolar contract was approved by the City Council. He re-
ported on the Strawberry Fest partnership and ISD 833 partnership schools competing against
one another.

Environmental Commission Comments and Requests
There was a question regarding urban farming and raising chickens on residential properties. It
was requested that an early workshop regarding the Strawberry Fest be held at the January
meeting to get the details finalized. It was also asked the Jennifer McLoughlin be present at
the January meeting to discuss recycling in schools. The Commission would like more infor-
mation on the City's electronic clean up day. There was also a request for a medication collec-
tion program in Cottage Grove. Levitt stated that she would ask that the Public Safety
Commission discuss this topic.

Bigham made a motion to adjourn. Isker seconded. The motion passed unanimously, and the
meeting adjourned at 7:28 p.m.
