Discussion Fee changes include: • minor adjustments to charges for copies • clarification of fees for illegal signage, street renaming and Tall Weeds • adjustments to area charges based the Construction Index (a 2.6% increase) • a fee for Concept Plan review • Facility usage deposit and cleaning fees to be covered in the City's new Facility Usage Policy • Minor building permit changes • Animal control fee changes • Increases in Ambulance rates (as discussed in the 2013 Budget) • Park and Recreation and Golf Course fees The increases are detailed in Attachment A. All city fees including the proposed increases are listed in the City Fee Table with proposed changes. Action Requested: Staff recommends that Council adopt the resolution and ordinance increasing the proposed fee increases for 2013 effective January 1, 2013. RESOLUTION NO. 12 -xxx RESOLUTION AUTHORIZING PUBLICATION OF ORDINANCE ESTABLISHING FEES BY TITLE AND SUMMARY WHEREAS, the City of Cottage Grove has adopted Ordinance No. xxx establishing fees for the City, WHEREAS, Minnesota Statutes, Section 412.191, Subdivision 4 allows publication of the title and summary in the case of lengthy ordinance, WHEREAS, the following summary would clearly inform the public of the intent of the ordinance. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, that the City Clerk shall cause the following summary of Ordinance No. xxx to be published in the official newspaper in lieu of the entire ordinance: Public Notice The City Council of the City of Cottage Grove has adopted Ordinance No. xxx, amending the fees for Land Use /Development, Building /construction Permits, Mechanical /Plumbing Permits, Utilities, Public Safety, and Administrative Offense Penalties. The City Council of the City of Cottage Grove, Washington County, Minnesota, hereby ordains: BE IT RESOLVED, by the City Council of the City of Cottage Grove, County of Washington, State of Minnesota, shall establish the fees in Attachment "A" effective January 1, 2013. BE IT FURTHER RESOLVED, this ordinance will not be codified in the City Code but will be maintained in the office of the City Clerk. EFFECTIVE DATE: This ordinance shall be in full force and effect on January 1, 2012 after its passage and publication according to law. Passed this 19 day of December 2012.
