Consider adopting a resolution approving the Exclusion Revocation of PERA enrollment for

$120,901.00 (1 %), on 5/21/12 at $122,110.00 (1 %), on 11/19/12 at $123,331 (1 %) and on
1/1/13 at $125,798.00 (2 %).
Adopt a resolution approving the Exclusion Revocation of PERA enrollment for City

Subject: City Administrator Salary
Background
At the December 5, 2012 Council meeting the City Council met in closed session to discuss
City Administrator Ryan Schroeder's performance. A summary of that performance review will
be presented at the Council meeting. The Mayor is recommending that the Council consider
giving Ryan the same cost -of- living- adjustments (COLA) that the Non - represented employee
group received for 2012 and 2013. The COLAs are 1 % with the pay period including 1/1/12,
1% on 5/21/12, 1 % on 11/19/12 and 2% on 1/1/13. Attached is a salary study conducted by the
League of Minnesota Cities regarding the City Administrator position. It is 2012 data. If you
compare the proposed salary on 11/19/12 to the average 2012 salary of the cities we generally
compare to (Stanton 5 & 6 cities) it comes out to be about 96.51 % of average.
In November of 1997, City Administrator Ryan Schroeder elected to opt out of the Public
Employee Retirement Association (PERA) Pension Plan. He elected to contribute to the ICMA
Retirement Corporation's Money Purchase Plan & Trust or the City Administrator Pension Plan
instead. The City agreed to contribute the same amount as it would for PERA to the ICMA
Pension in lieu of the City's contribution to the PERA pension. In order to establish this plan,
City Council adopted a Trust Adoption Resolution on November 19, 1997. Ryan is now
interested in joining PERA. Since the City currently pays the same amount to his City
Administrator Pension plan, Ryan joining PERA will be cost neutral to the City.

RESOLUTION NO. 12 -xxx
RESOLUTION APPROVING THE EXCLUSION REVOCATION OF PERA
ENROLLMENT FOR CITY ADMINISTRATOR RYAN SCHROEDER;
WHEREAS, in November 1997 City Administrator Ryan Schroeder opted
out of PERA in favor of the ICMA Retirement Corporation's Money Purchase
Plan.
WHEREAS, City Administrator Ryan Schroeder is now desirous of joining
PERA, effective January 14, 2013.
WHEREAS, the City Council must adopt a resolution approving the
exclusion revocation.
NOW THEREFORE BE IT RESOLVED, by the City Council of the City of
Cottage Grove, County of Washington, State of Minnesota, that the above listed
action be approved.
