Discussion Report on April 18, 2012 November 21, 2012 ar Douglas Road Street and Utility This feasibility study was accepted i a Public Hearing was called for The East Point Douglas Road Street and Utility Improvement Project (Phase 1) is being considered currently in conjunction with the Wal -Mart development which was approved by the City Council on September 5, 2012. The project is considered physically and financially feasible. The public improvements identified by the feasibility study will benefit properties in the immediate area. Costs for Phase I of the project may be assessed to the properties benefiting from the improvements. The feasibility study estimates the Phase 1 project cost to be $2,974,665.41. A schedule of the affected properties and the proposed assessment amounts is included in the feasibility report, Appendix C (page 35 and 36). Negotiations with property owners and developers have yielded agreements regarding the proposed assessment amounts which would ultimately eliminate the need to complete the full Statute 429 process. However, those agreements are not complete at this time. The VFW and Wal -Mart have verbally committed to signing those agreements, but signatures have not been obtained. If the Wal -Mart development does not ultimately go forward, construction of this project, and any assessments would be postponed.
