COUNCIL ACTION REQUEST:
Consider authorizing the issuance of a single- occasion gambling permit to the St. Paul Park -
Newport Lions Club for a raffle at River Oaks Golf Course on February 9, 2013.
STAFF RECOMMENDATION:
Authorize the issuance of a single- occasion gambling permit. During the required investigation,
no facts were found that would constitute a basis for denial of the permit.

Subject: TEMPORARY GAMBLING LICENSE APPLICATION — SINGLE
OCCASION
INTRODUCTION
All charitable organizations which are exempt from the requirements of the Minnesota
Charitable Gambling Control Board and who desire to conduct lawful gambling within the City
of Cottage Grove, must obtain a gambling permit.
The issuance of lawful gambling permits is subject to local approval by the City Council.
BACKGROUND
Pursuant to City Ordinance, Albert David Boche, on behalf of St. Paul Park - Newport Lions
Club, PO Box 262, Newport MN 55055 -0262, 651 - 238 -1363, has submitted an application for
a Temporary Single Occasion gambling permit, for the conduct of a raffle, to be held at the
River Oaks Golf Course, located at 11099 South Highway 61, Cottage Grove, Minnesota
55016, on February 9, 2013 at 9:00 p.m. The Department of Public Safety is required to
conduct a police investigation of the applicants.

The application, as submitted, is complete, in compliance with our ordinance and is exempt
from the licensing requirements of the Minnesota Charitable Gambling Control Board.
We have investigated the applicants and have not found any facts which would constitute a
basis for denial of this application, under the provisions of the City's Gambling Ordinance.
RECOMMENDATION
Recommend that the City Council approve the single occasion Gambling Permit application for
St. Paul Park - Newport Lions Club.
