RE: Current Winter Parking Ordinance
Our current Winter Parking Ordinance helps Public Works provide a safe and efficient snow
removal operation. It also allows us flexibility in our start times during snow events. Typical
snow removal operations start between 2:OOam and 6:OOam which allows the clearing of
mains, arterials and priority school walking routes promptly and efficiently prior to the
beginning of rush hour.
Benefits of the current ordinance include:
1. Allows priority collectors to be opened prior to rush hour traffic
2. Safer and more efficient for snow plow operators to maneuver streets without the
hindrance of parked cars that leads to leaving wind rows in the street causing a hazard
to the traveling public and also a potential danger to the operator and potential costly
damage to our equipment
3. Allows streets to be cleared for pedestrian traffic, including school routes, due to lack of
sidewalks on a majority of our streets. Currently, elementary students walk up to one
mile, middle school students up to 1.5 miles and high school students up to two miles.
4. Not having to return to re -plow areas due to parked vehicles is more efficient and cost
effective which, in turn, gives better customer service
5. The October 1st through April 30 time frame also allows for efficient street sweeping
operations which is critical for keeping the storm water system open prior to winter and
the commencement of snow removal operation. It also allows Public Safety time to
educate the general public with a friendly warning regarding winter parking
6. The Department of Public Safety endorses this current Winter Parking Ordinance.
