COUNCIL ACTION REQUEST
Pass a motion to accept an incentive award of a Kustom Signal ProLaser III, a value of
$2,500, from the Office of Traffic Safety, Department of Public Safety to the city for
participating in the October Mobilization Campaign to be used by the patrol division of the
police department.

For more than ten years now Cottage Grove Police Officers have participated in a statewide
traffic safety initiative. This was originally referred to as the Safe and Sober program. This
program has continued to evolve over the years and is now referred to as the "Towards Zero
Deaths" (TZD) program. Although some of details of the program have changed, the goal of
making our roads safer has remained.
The la w e nforce ment po rtion of this program st aggre ssive enforcement of seatbelt,
speed and DUI laws - . These driving behaviors - are responsible fora vast majority of the
fatalities we see on our roads.
This enforcement is primarily done through grant monies provided (by the State) to groups of
Agencies working together to promote traffic enforcement. Cottage Grove has been a strong
member of the Washington County group.
In addition to providing money to allow Officers to work these traffic enforcement details on
overtime, the grant also provides incentive awards to individual agencies for their participation.
Agencies are awarded incentives for each enforcement wave that they participate in. In the
past, we have saved up these "small incentives" to receive items like preliminary breath test
units (PBT's) for our squads. This usually takes us about two years to receive one of these.
Throughout the year, the State also awards large incentive awards. Ten to twelve of these
awards are given out per year Statewide. The agencies are randomly chosen from those who
have consistently met all reporting requirements in a timely manner. At the conclusion of the
October seatbelt enforcement wave, Cottage Grove was chosen to receive one of these
awards.
Our police department has received a Kustom Signal Prolaser III laser unit. This speed
detection device is valued at over $2,500.00. It will immediately be placed into use and will
replace a unit that has been in service for approximately fifteen years.
With the addition of this unit, it will enhance the abilities of our Officers to continue to
aggressively and proactively enforce our traffic laws.
This Towards Zero Death initiative that we participate in has proven to be worth the effort. In
2002, 657 people were killed on Minnesota roadways. This traffic safety program has placed a
major role in the reduction of those numbers of people killed. In 2012, the preliminary report
shows the number of people killed on the same roads at 378. That is a 43% reduction. That
equates to thousands of lives being saved.
At this time I am respectively requesting that we accept the large incentive award through the
State of Minnesota via The Office of Traffic Safety. Once accepted, this unit will be
immediately placed into service.
