Taylor, Jr., Public Works Supervisor From: Mark Olson, Shop Foreman Date: February 1, 2013 Subject: 2013 Equipment/Vehicle Replacement Purchase Within the authorized 2013 Equipment /Vehicle Replacement Schedule is the purchase of an Asphalt Spray Injection Patcher to be used for road and asphalt repair by the Street Maintenance Division. $70,000.00 has been budgeted for this purchase. New and used asphalt patchers were researched during the summer of 2012. The Schwartz Model SP -10 was rented and evaluated for performance and operation during asphalt and pothole repair. The used or rental asphalt patchers available for purchase had many hours of use showing excessive wear and tear and did not meet the needed performance criteria. This winter, Street personnel talked with staff from other cities that have purchased the Schwartz Model SP -10 spray injection patches and felt this model would be a great asset for maintaining asphalt roads and performing pothole repairs. This unit also has its own two - cubic -yard aggregate hopper which eliminates the need for an additional dump truck. The dealer, RCM Equipment, Hastings, Minnesota is nearby to provide service and heated oil storage. Additionally, the Schwartz Model SP -10 spray injection patcher was the lowest priced model on the Minnesota Material Management Division list that met the performance and operation criteria required. Other asphalt patcher brands considered were: 1. LeeBoy RA -2000 Spray Patcher for a total purchase price of $76,200.00 which does not include sales tax 2. DuraPatcher for a total purchase price of $68,225.00, which does not include sales tax 3. Crafco Magnum Spray Injection Patcher for a total purchase price of $61,224.73, which does not include sales tax. The three asphalt patchers noted above all require an additional truck (in addition to the unit that will tow it) for aggregate. In addition, a customized tailgate would be required for operation. The City is eligible to purchase this equipment through the 2013 Minnesota Material Management Division and RCM Equipment Company in Hastings, Minnesota.
