Subject: Commission Reappointments
Cottage Grove City Code allows individuals to serve on various commissions for three consecutive two -year
terms and the Planning Commission for two consecutive three -year terms. An initial term of more than 12 months
counts as one term. Term limits do not apply to the Advisory Committee on Historic Preservation. The City Code
also states:
"The council may, by special application, appoint a commissioner for one term in excess of the limit provided in
this subsection where it is determined that such would serve the best interests of the city."
As adopted by Council policy in 2011:
• Generally, Commissioners shall be reappointed to the Commission that they serve on if they are not term
limited, have served in accordance with attendance requirements and express a desire to continue
serving.
The following commissioners have expressed interest in serving another term.
1. Two -year terms: March 1, 2013 through February 28, 2015:
a. Francisco Gonzalez, Richard Johnson, Christie Thompson and Suzanne Koerner to the Human
Services /Human Rights Commission
b. None to the Parks, Recreation & Natural Resources Commission
c. Lori Hedican to the Public Safety, Health & Welfare Commission
d. Thaddeus Owen, Karla Bigham and Rita Isker to the Environmental Commission
e. Michael Edman to the Public Works Commission
f. Jan Japs to the Advisory Committee on Historic Preservation
2. Three -year term: March 1, 2013 through February 29, 2016:
a. Ken Brittain and Chris Reese to the Planning Commission
Francisco Gonzalez has served three consecutive terms. The Council liaison to the Human Rights /Human
Services Commission is recommending that he be extended one term beyond the limit, as provided for in the City
Code. No other Commissioner who has served the maximum number of terms is eligible for another term. This is
because they have already served one extra term, as allowed by City Code, or the EDA Enabling Resolution does
not allow extra terms.
The following commissioners will not be serving another term. These seats shall be considered vacant and staff
has begun the recruitment process to fill those openings.
a. Paul Poncin, William Schumal, Douglas Butler and Rod Hill to the Parks, Recreation & Natural
Resources Commission
b. Brian Hagen and Jim Neuenfeldt to the Public Safety, Health & Welfare Commission
c. Jeff Rolling and Gary Kjellberg to the Public Works Commission
d. Neal Heurung to the Planning Commission
e. Emily Rixen to the Environmental Commission
f. Glen Brown and Frances Ratzlaff from the Advisory Committee on Historic Preservation
g. Tony Jurgens from the Economic Development Authority
