Re: Municipal Consent for CSAH 22 (70th Street), CSAH 19 (Keats Avenue) and
CSAH 20 (Military Road) Road and Utility Improvements
Background /Discussion
The City of Cottage Grove, South Washington Watershed District (SWWD), and Washington
County have been working for many years to develop and design the improvements at the 70th
Street and Keats Avenue intersection, along with the road realignment of 70th Street east of
Keats Avenue. As part of the road improvements, the SWWD needs to have a 72 -foot overflow
pipe constructed from approximately Joliet Avenue to the east to connect with a natural draw
that leads to the Mississippi River. This pipe is critical to meet the demands of the northern part
of the watershed district, which is outlined and provided for in the City's Stormwater Manage-
ment Plan and AUAR.
The timing of the County's project and the SWWD pipe project perfectly came together for a
cost - effective project to achieve both agencies' objectives. In addition, the project times work
well with the City's need to extend utilities and turn lanes to serve developments occurring to the
north of 70th Street (Newland and DR Horton). Also, the necessary storm pipe from the SWWD
that is required to be added to the City's storm sewer conveyance system to provide for addi-
tional flood protection coincides with the City's 2013 Pavement Management Project.
The project provides for the following:
1. Utility extensions to the new developments (Newland and DR Horton) and to Military
Road to facilitate future development.
2. Turn lanes for the new developments (Newland and DR Horton) north of 70th Street.
3. Roundabout at 70th Street and Keats Avenue with landscaping, decorative lighting,
and irrigation.
4. Trail extension on Keats Avenue from Jorgensen Lane to Indian Boulevard.
5. Road rehabilitation on Keats Avenue from Indian Boulevard to Military Road.
6. Road rehabilitation on 70th Street from Rose of Sharon Church to Keats Avenue.
7. Road realignment of 70th Street from Keats Avenue to Kirkwood Avenue with a bitu-
minous trail.
8. Terminating the Old 70th Street access from the east to Keats Avenue and con-
structing a new public street to connect the new 70th Street alignment and the old
70th Street alignment.
9. Installation of a 72 -inch pipe from Joliet Avenue along the new 70th Street alignment
and then south for 1100 feet.
10. Installation of a storm sewer vault structure at Joliet Avenue for stormwater control.

The approximate construction cost to the City is $1,141,718, plus there is right -of -way acquisi-
tion, design, and construction engineering costs totaling approximately $594,530. The City funds
that will be used to support these project costs are developer fees, water area fund, sanitary
sewer utility, street light utility, and MSA.
Recommendation
It is recommended the Council adopt the attached resolution providing municipal consent for the
CSAH 22 (SAP 082 - 622 -010, 180 - 020 -006), CSAH 20 (SAP 082 - 620 -009, 180 - 020 -006) and
CSAH 19 (082- 619 -023, 180 - 020 -007) Project.

RESOLUTION NO. 2013 -XXX
A RESOLUTION APPROVING A WASHINGTON COUNTY
PROJECT WITHIN MUNICIPAL CORPORATE LIMITS
WHEREAS, a County Recommended Plan, dated February 5, 2013, for State
Aid Project No. 082 - 619 -023, State Aid Project No. 082 - 620 -009, and State Aid Project
No. 082 - 622 -010, showing proposed pavement improvements for County State -Aid
Highway No. 19, County State -Aid Highway No. 20, and County State -Aid Highway No.
22 within the limits of the City of Cottage Grove as a State Aid Project has been
prepared and presented to the City.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage
Grove, County of Washington, State of Minnesota, supports the County continuing with
the development of final plans necessary for the construction of the project.
