Subject: Part-time Pay Plan
As the City Council is aware, the City employs hundreds of employees that are not part of the
Non-represented Pay Plan or a labor union. These part-time and seasonal employees (which
total about 53 full-time equivalents (FTEs)) work mainly at the Arena, Public Works, River
Oaks and in Recreation.
As part of the 2013 budget process, staff reviewed the wages of the Community Service
Officer position. During that review, it was determined that the wages should be adjusted
upward. Since at least 2009, the starting wage was $11.00 per hour and went to $12.00 per
hour after one year of service. Staff is recommending that the starting wage now be $12.00 per
hour to start and $13.00 per hour after one year of service. The new amounts were factored in
the approved 2013 budget but need formal City Council approval before they can take effect.
Staff is also proposing to increase the top wage for Intern from $13.00 per hour to $14.00 per
hour and increase the top wage for Seasonal/Temporary Position from $12.00 per hour to
$14.00 per hour. It should be noted that there are not many employees at the top of the scale
but this gives staff the flexibility to offer higher wages to candidates with exceptional
credentials or offer higher wages for employees that have been with the City for several years.
Human Resources and the City Administrator sign off on all hourly wage requests so increases
are managed within established budgets.
The wage ranges as presented are comparable to comparison cities, which you will recall are
metro area cities with populations between 20,000 and 60,000.
You may also notice that the entire section related to paid-on-call Firefighter pay is gone. This
is because you adopted a resolution on July 18, 2012 related strictly to their pay and they now
have their own stand-alone pay plan.
Requested Council Action:
1. Approve the resolution as presented.
2. Take no action on the proposed resolution.
3. Approve an amended version of the resolution.

RESOLUTION NO. 13-XXX
RESOLUTION ESTABLISHING WAGES FOR TEMPORARY AND PART-TIME
CITY EMPLOYEES, REPEALING RESOLUTION 09-138
BE IT RESOLVED, the City Council of the City of Cottage Grove, County
of Washington, State of Minnesota, that the following wages for temporary and
part-time City employees be established as follows:
ARTICLE I
Section 1. Temporary, Seasonal and Part-time Waqes
Building Inspector
Community Service Officer (CSO)
Assistant Golf Professional/Cook
Recreation Assistant
Transcriptionist
Intern
Election Judge Position
Seasonal/Temporary Position
Training Wage
$10.00 - $14.00 per hour
$12.00 - $13.00 per hour
$8.00 - $14.50 per hour
$10.00 - $14.00 per hour
$10.00 - $14.00 per hour

Employees will be paid 1.5 times their regular rate of pay for all hours
worked between 12:00 AM and 11:59 PM on the actual holidays as defined
in the City Personnel Policy.
City employees will be paid for all City sponsored special events; special events
outside of the City or not sponsored by the City shall be on a volunteer basis and
therefore not compensated.
ARTICLE II
Section 1. Conditions of Emalovment
All conditions for part-time and temporary personnel, as covered by Article I of
this resolution, shall be those outlined in the City's Personnel Policy, Resolution
12-088, as amended.
ARTICLE III
Section 1. Repealed
Resolution 09-138, adopted on the 2" day of September 2009, is hereby
repealed.
Passed this 6 day of March 2013 and effective the 11 day of March 2013.
