Consider authorizing the purchase of one MPH digital display speed trailer from MPH
Industries in the amount of $19,576.00.
STAFF RECOMMENDATION
Authorize the purchase. At a future date the Crime Board intends to donate $6,000.00 to the
City toward the cost of the trailer.

Unbudgeted Purchase Request- MPH Speed Trailer
Introduction
The Cottage Grove Crime Prevention Board has for the past year been fundraising towards the
purchase of a digital display speed trailer and to date has raised approximately $6000.00. It
has been determined that the police departments staffing shortages for the past 9 months
have in turn put less mileage on our patrol fleet than is typically done.
The police department is requesting Council authorization to purchase a speed trailer for
$19,576.29 from MPH Industries and accept a$6000.00 donation towards the trailer from the
Cottage Grove Crime Board.
Discussion
Traffic and pedestrian safety is and continues to be an important concern of residents and this
department. Typically driving related complaints for excessive speed top our list of complaints
from residents. Staffing resources typically allow for limited patrolling and enforcement around
the city. The use of a speed trailer with a digital display board could be placed in high priority
enforcement areas to educate drivers to slow down. Todays speed trailers have digital display
boards that can display specific message to alert drivers. They have traffic analysis computers
on board that will summarize traffic and speed patterns to provide accurate data to officers and
residents as to what extent the traffic concerns may be.
A couple of years back the department used a damaged squad car with a portable mounted
display for speed only, no messaging. It was an effective tool at the time but the damaged car
was used for spare parts and could no longer be driven.
In accordance with the purchasing policy, two bids were obtained for an MPH speed trailer.

A speed trailer with a digital display board would have multiple uses, such as detours, city
events and of course education and enforcement. This expenditure as you will see in Captain
Rinzel's memo is budget neutral for 2013.
Recommendation
Should the council concur with the expenditure, purchase one MPH digital display speed trailer
from MPH industries for the amount of $19,576.00. At a future date accept the Crime Boards
donation of $6000.00 to the city towards the cost of the speed trailer.

SPEED TRAILER ACQUISITION
I have received your request to search funding possibilities for the purchase of a mobile
speed trailer used for traffic monitoring. The Cottage Grove Crime Board has been
fundraising in an attempt to purchase the trailer for our agency. At a City Council
meeting, Council Member Olsen requested that our department attempt to find funding
within our current budget to make this purchase in collaboration with the Crime Board.
I have identified a funding source within the 2013 Public Safety Budget. Due to
resignations and extended employee leaves (military and state office), there has been
limited mileage placed on one of the squad cars originally designated to be changed
over in 2013. The department's budget includes the purchase of five (5) squads in the
Capital Outlay account (4530). The department no longer has the need to purchase all
five. In that account there is $ 40,000 designated for each squad purchase. I am
requesting that we only purchase four (4) squad cars and use the remaining amount for
the purchase of a fifth squad to offset the purchase of a speed trailer.
The president of the Crime Board, Jim Neuenfeldt, has researched and worked with us
in identifying the most suited trailer for our needs. In the summer of 2012, MPH
Industries demonstrated the trailer we had specified through our research. The cost of
this speed trailer is $19,576.29 (including tax). This purchase would be made through
MPH Industries out of Owensboro, KY as they were the lowest of three competitive bids
received (see the attached bids). Minus the Crime Board donation of $6,000, the
remaining amount of $13,576.29 would be funded from our capital outlay account that
had funds allocated for the fifth squad. This would still leave the capital outlay account
4530 with $ 26,423.71 unused.
Should we chose to use these capital outlay funds for the trailer purchase, I am
requesting we hold one of our lower mileage squad cars for a tier two use. Tier two
squads are used for Reserve Officers and events where a tier one squad car is in for
repair. The only cost associated with this would the addition of one squad camera
system to be added to one of our four new squad builds. This would increase our patrol
fleet by one car with little budget impact. This squad will be added to a tier one use
when we add one additional officer to our patrol strength. The current cost of a camera
system from our vendor L3 is $6000.00. This purchase could also be funded from the
original savings from not purchasing a fifth squad.
