As part of the plat review, park concept designs have also been submitted and staff is seeking Commission comment and recommendations. Discussion Within this area of development are two separate developers; Newland Communities and DR Horton. Although separate, you'll notice that the two neighborhoods are ultimately connected by interior roads and an open space /trailway corridor (owned by South Washington County Watershed District). Attached with this report you'll find the following documents for discussion: 1. Upper East Ravine Parks and Trails Master Plan 2. Newland Communities Plat Review 3. DR Horton Plat Review Newland Communities The Newland Communities plat review includes the proposal of a neighborhood park. The park depicted in the concept design currently measures 1.74 acres in size but is adjacent to the South Washington County Watershed District property which will ultimately connect the park to many acres of open space and a paved trailway system. The City's park dedication requirements call for $3,200 per unit or 10% of buildable land. The City's Planning Department has identified the buildable land to be 35.30 acres in this submittal, thus the park land requirement would be 3.53 acres. After deducting 0.47 acres of required land for buffering, Newland Communities land dedication is considered 1.27 acres or 36% of the requirement. The remaining 64% balance will be received as cash into the City's Park Trust Fund for development of this park and perhaps other future park development (should there be a remaining balance). The cash received would be 64% x $3,200 /unit x 92 units = $188,416. It's assumed the developer would grade and build the proposed park. The park would include a playground, picnic shelter, multi -use play field, basketball /pickleball court, landscaping and trail connections. The estimated expenditures to the Park Trust Fund would be as follows: Item Budget Site Grading /Soil $0 Playground (w /concrete curb) $50,000 Picnic Shelter (w /2 picnic tables) $26,0 Basl<et /Pickleball Courts $10,000 Basketball Standard $3,000 Site Furnishings (2 bench, 2 waste) $5,000 Trail Connections $5,000 Landscaping $8,000 Irrigation $4,000 Turf Maintenance $4,000 Interpetive Sign $1,000 Entrance Rock Sign $3,500 Ballfield Fencing $3,500 Contingency $5,000 TOTAL $128,000 DR Horton The DR Horton plat review is a couple weeks behind in schedule from Newland Communities. However, staff is still looking for Commission feedback in regards to the submitted park concept. The interior designs of the park have not been finalized but the theme of the park is expected to be "natural play" utilizing natural landscapes and earthy materials as play features. As staff works with DR Horton to revise those concepts, they will be presented to the Commission for review. Park dedication and fee requirements have not yet been determined. Based on the concept design, there will likely be a combination of land and cash dedication similar to that of Newland Communities. Also similar to the Newland Communities park design, it's noteworthy that this park benefits from being adjacent to the South Washington County Watershed District property which provides a trailway system and many acres of open space to serve as a backdrop for the park. Recommendation Recommend approval of the Upper East Ravine Neighborhood Park designs for the Newlands Community and DR Horton plats.
