Open F'orum � None VI, Presentations A. ice Arena Update Hirman presented the activities occurring at the Cottage Grove lce Arena during 2012. The goal of fihe !ce Arena is ta provide a clean and safe arena for fhe hackey and figure skaters of our community and surrounding communities. Listed are some of the comple#ed projects for �092. • The Cotta.ge Grove [ce Arena is home fia the Park boys and girls and East Ridge boy`s hockey teams and hasted 30 high school hockey games with an attendance o# appraximately 10,000 people. . • The lce Arena register�d 60� skaters far lessons. + Hosted the Chamber Business Showcase • Jase Co1e Circus ($9000 in revenue) and 500 visitors • The lce Aren� emp[oys 3 full-time �nd 38 parE-time staff • The Ice Arena operates a private concessian sfand (profit of $3fl,857.p0}. • Vending machines (profit of $23,970}: • The Ice Arena host�d 7 large hockey tournaments {profit of $25,000). This shaw� is offered for the skate school participants and �ives skaters an opporfunify ta shawcase their skills learned during lessans to family, friends and the community. • The pro-shop vending machine stocks product for skating needs: tape, pucks, etc. (protit $�700). • The Ice Arena offers adver�ising for local businesses (profit $11,500). The advertising program also a(lows the hockey assac�ation the opportunity fo sell adverfising to g�nerate maney for their fieams. ' • Dry Flaar events held at the Ice Arena included 2 Cham�er Businass Expo's with an attendance ofi 700. Pancin asked if the arena sold 530Q hours of ice time in 2012 what was fihe most amount of ice time that cauld be sold. Hirman respanded he felt staff utilizes as many ofi the hours possible. Hirman added the Ice Arena is selling close to 100°l0 of the prime hours available. Kath asked if fiher� is any big expenditure the Ice Arena is planning for in 2013. Hirman responded the lce Arena is pr�paring to replace fhe hafi water system. Kath asked Hirman to explain the passible partnership with the school district to provide lighting at the Arena. Hirman axplained the lighting in the parking lots is poar. The City and Park High School have met with Viking El�ctric and Park Grov� Electric to find a solution everyone agrees an. We are moving forward with a LED package.that wil! be insfa[led in #he parking !ot in mid March. � !:�: '.'-��1'i7 Clasford introduced fihe Bik� Park task force to fhe Commission which included: Mike Sehnegelberger - Resident and Ditt Boss for Carver L.ake and Woadbury Trever CrawFard � Professiona( Engineer Tara Steele - Advocafe for Wbmen and Cycling Chris Braaten - Resident and Avid Cyclist Reid Smidt � President af MN Off-road Cycfist Glasford presented � video ta #he Commission. The video d�monstrated a 40 acre bike park in Boulder Colorado and focused on the fact that bi{c� parks are built far all leve( of cyclist and are typically constructed to b(end in wifih fihe surrounding areas.� Crawfard presented a visual of the proposed Cottage Grave Bike Park. � Crawford explained th� Cottage Grove Bike Park would b� a much smaller versian of the Boulder Bike Park but would include many of the same features. Crawfiord added the Wesfi Draw location fea#ures a 20' el�vation drop and is very desirable for bikers. This location has ideal parking, easy access, and the least amounfi of impact on #he surraunding neighborhood. Stee[e pres�nted a video that she composed that outlined haw Bike Parks build communifiies. This video out[ined the volunte�rism, stewardship, respect and pride tha# are involved 'm creating a bike park. Smidt explained MORC (Minnesota Ofif Road Cyclist) is a local nanprofit #hat is focused on safe guarding off rdad bicycling in MN #hrough th� promotion of responsible riding, es�ablishment and maintenanc� of MN firails and preservation af MN nafiural resources. This organization is 100% vol�nteer. M�RC is a chapter of the MN mountain bike organizatian and has 800 members, Currentiy there ar� 85 miles of trails in the mefro area. MORC's board of direction is excited to move forwarcl with the concept nf a Bike Park in Cottage Grove. MORC is facusing on putting mountain �iking and off road cycling within communities. Smidf stated MORC can provide foals, labor, training, City of Cottage Grove Parks and Recreation Commission 2 � P a g e safety and resources for writing grants and s��king funding. Smidt agreed Hamlet Park would be a greaf locatian and added fhere is strong member support �n the Cottage Crove �rea. Nelson stated after watching #he video he is curious about the liabiiity the City would assume. Glasford stated that nof a(1 of the features presented in the video will b� canstructed at the Cotfiag� Grove [ocatian and the bike park will mainly be constructed out of dir#. Smidt added that MORK has insurance and Dockter is researching fhe liabili#ies. Dockter stat�d the Cify manager of Cottage Grove has contacted the City manager of Boulder Colorado and discovered fihe bike park in Boulder is under recreatianal immunity. They reporfi there have been some injuries but nathing ssrious. Dackter added the City is paying clos� attention to this matter and is researching its liability. Glas�ord added bike parks are not any riskier fih�n a skafie park. Portcirt sfiafied aur weather is not the same as Colorado. How do we educate the community to r�spect the bike park after it rains or snows? Gl�sford responded there have not been any major issues at the Eagan focation and the bike park is construated wifih dirt so it would be repairable if damage occurred. Schnagelberger added the Belmont Park has wonderFul signage that educates the riders. Schnegefberger us�d the comparisan of not f�eing able to kee� all ice skaters off outdaar hockey rinks when it is warm bu� mos# people respect the rules. Kath asked if the design of the Bike Park allows €or expansion, Schmitt answered there is roam to expand. However, he believes the pfan should be done iri one phase and th� Park d�sign is all encompassing and shouldn'f need any expansions. Kafih asked if there is room for emergency persanal to get to the bike park. Schmitt respanded th� land is smooth and #h�y wnu�d have access from the road on �he east side of the parEc. Kath requested Cottage Grove Publ�c Safetyreview the plans. �Cath asked if there were easement issues wifih the pawer pole. Dockter st�ted Xcel has given approvaL Nelson asked if the neigh�arhood has been notified, Dockt�r explained this meeting is an informa( meeting presenting the information to the Parks Commission. ln March the Commission will give final approval for the Bike Park. Nexfi, it wi(I be �r�senfed to Council. At that time the neighborhaod would be notified and given an oppor�unity to ask questions at an op�n forum meeting. Kath stated he is very excited about the Bike Park. Burbank �sked how they would handle erosion controf. Crawford stated they wauld follow any MN erosion control recommendatians ouff�ned for a project liKe this. The designers would use vegefation buffers and silt f�ncing as wel[ as weekly maintenance,. Smidfi sfiafied a!I trail systems have a we�kfy traif schedule and dirt crew that will. identify areas #hat n��d att�ntion any issues are taken care of, Alsa, the members ufilize Facebook, emails and to contact the MORK board wh�n issu�s arise. The members want the traifs in good shape .and to be sa�e when they use them. Giasfar� added ane of the purposes of the Bi{ce Park is fo get the entire community together and add samething �new and diverse to aur cammunity. Poncin proposed an amendment to notify City Council this project will be coming fio the Council Meeting fi4r fheir revi�w and request for possible funding. The proposal passes. - VII. Act�on Items A. 2093114 Work Plan Review D�ckter stated in February of 2012 the Commission placed on file the work plan addressed on the mema. Dockter add�d this report provides the opportunity for discussion or recommendations for amending the work plan. lf there are na recommendatians the plan will remain as is. Dockter added it is good fio nate that st�ff continues to work forward on all the items listed. Nelson asked wha# the status of the oi� paol building is. DocEcfier responded the master plan is stilf in pragress, The councii has a list of proj�cts they would like to complete witi� the limited funding they have. This item is still on this list. Hopeful)y over fihe next quarfier we will have a clearer vision. Righfi now plans have been mad� to move CGAA out of the old City of Cottage Grove Parks and Recreatlon Commission 3 � P a g e poof site and into the CG Motors building the City owns. As far as where the actual funding is going to com� from the Councif is still making decisions on that, Nelson asked if any of the additianal splash pad projects have been put an hald. Dockter commented the Sp[ash Pad in Hamlet Park is still on the sch�dule. Kath asked if the woric plan review numbered by priorify. Dackter stated they are not prioritized. B. Mighlands Park Hockey Rink Reconstruction Dockter stated the 2013 �udgef allaws for the replacement of the HighEands Park hackey rink boards. This projec# allows far staff to consider any modifications, Wifih fhe canstruction of the Sp(ash Pad at Highlands Park ane o� the skating rin{�s was removed. Staff has received many phone caEls wanting this rink back. One of the benefits of the removed rink was the reduced size. The rink was smaller and is a missed feature in the cammunify, The parks sysfiem currenfily has seven outdoor hockey rings at various parks throughout #he community. Staff is propasing reducing the size of the Highlands rink to 75' x 9 50'. StafF believes the reduced size will benefit both recreational and hockey� enthusiasts. Th� majorify of the time on NHI� size hockey rinks yau wifl fmd skaters �iaying on smaller portions or half ice games. Nets are frequently moved inward to improve the playing experience, MN hock�y and USA hockey have been preaching the benefifis af smafl ice play and recommend it for practice and skill development. This additional rink would require no additional maintenance because it would be an extension to the existing ice sheet. Poncin asked if there would be additional [ighting. Dockter sfated there are two lights proposed buf he would check on the lighting before the project begms. Poncin stated that a lot of residents have been using the pond. Kath made a mation fia reduce fihe siz� of the prpposed Highlands Park free rink to 75' x 150' with the amendment that the lighting b� increased. Motion seconded. C. Mississi�pi riuer TraiUUS Bicycle Route Burbank sfated that for several years the City has been working with MNDOT on the establishment of the Mississipp� River trail and bicycie raute, This incfudes a partion of Cotfage Grove fhat encompasses a trail from Lake Itasca to'the Gulf of Mexico. MNDOT would like to have al! the Mississippi River trails included in the Minnesofia Bicycls Route or MBR. MNDOT have asked the Commission to make a recommendation fo the City Council fio adopt a resolution showing support for this projecfi. Poncin ask�d if there would be si�nage provid�d. Burb�nk statet{ fiher� is currently s�gnage and directional arrows along the #rails. MNDOT would be supporting the signage. A recommendation was made to presenf the resolution to Council. Seconded. Motion carries VIII. Presentatian �f Information A. inclusive Playground Concept Dackter stated the Counci( recommended adopting the work plan stafF provided. Dackter added #he first step wou[cf be to form a committee, packter �xplained a press re(�ase was submitted and the feedback has been encouragin�. Pietruszewski is taking the lead on the task fiorce. Burbank sfated the Historical Society wi(! be creating and selling a cookbaak and they are suggesting danafiing any proceeds from #he cookbook to the [ncfusive playground praject. Cify of Cottage Grove Parks and Recreation Commission �( P a g e B.20�3 Boulevard Tree Trimming Dockter updated the Commissit�n fihat staff is currently trimming boulevard frees in the community. Maps ��e updated on the City website. Euery tree in the City is on a a�7 year cycle. This ysar staff is trimmin� Thompson Grove and High[and Hills neighborhoods. Kafih asked ifi staff have reported any cases of emerald ash barer or disease and if so do we remove the tree. Dockfisr stated staff generally does not see disease in fhe winfer. We are continually evafuafing trees and have just finished our 2n session of ash tree removals. This summ�r staff will be injecting tre�s fo manage fhe pest. Dockter stated EAB has a high and fast kill rate and by injecting and removing trees ifi gives fhe Gity a chanc� to manage the (oss. Kafih asked if ther� was a service for residents to pay extra fio ha�e other trees on their lots to be treated. Dockter replied fihere is nof an option for residents at this time. Dockter stated there can be an �rticle submitted educating residents on what fia do if they see fihe borer and where to find more information. Dockt�r added the website has lots a�F helpful informatipn for residents. C. Park �acility Use Report Dockter updated the Commission on #�e number of facilify rentals in Catfiage Grove. IX.
