Subject: PUBLIC SAFETY TRAINING FACILITY STATE BONDING REQUEST
BACKGROUND
The cities of Woodbury and Cottage Grove each provide police, fire and emergency medical
services under a public safety system. Both cities have recognized the increasing challenges
faced when attempting to secure firearm training facilities. In the past year Woodbury and
Cottage Grove Public Safety Departments have collaborated resources in police, fire and ems.
Specifically, sharing EMS staffing and equipment in times of heavy call loads, fire and police
training and response.
A letter was recently sent to State Representative Dan Schoen requesting appropriations of
state bond funding to support the planning and development of a Southeast Metro Public Safety
Training Facility not to exceed 7 million dollars.
DISCUSSION
The request for state funding is with the intent that future public private partnerships be
developed to address a severe shortage in available firearm training facilities in the east metro
area. Not only does every law enforcement agency in northern Dakota county and Washington
county clamor for range time but also every law enforcement student in the east metropolitan
area travels to a single range in Brooklyn Park. The same shortages exist in police and fire
services as multi-function class rooms to be used for room clearing movements and use of force
training and clean burning and smoke training facilities for fire ground training could be used by
cities and educational institutions.
A firearms range/training facility would also have a public use component. The firearms range
would be made available for regular public use, training classes for conceal and carry and MN
DNR firearms safety training for area youth as a few examples.
At the March 23, 2013 Cottage Grove City Council Capital Improvement workshop, the
southeast metro public safety training facility was deemed a desired project. It is currently
scheduled at $2,000,000.00 with a place holder of 2016. Council's direction was to pursue
public and private partnerships and any further actions by the city would be contingent upon
external funding sources.
RECOMMENDATION
Accept the request for state funding to support the design and construction of a public safety
training facility not to exceed $7,000,000.00.
