During the fall of 2012, ABM Equipment, Hapkins, MN, (with the Johnston brand of sweepers), MacQueen Ec�uipment, St, Paul, MN, (with the Elgin brand of sweepers} and Environmental Equipment and Services, Efko, MN, (with`the Tymco brand of sweepers) were invited fio demo their curren# model equipment with Street Department personnel. Additional[y, Street Department personnel visited with Street Maintenance s�aff a# th� Cities of Eagan and Burnsville fa discuss and review their use of both mechanical and regenerative type suveepers used "in their street sweeping operations. Street sweeping requirements have changed over the past few years, Beginning with the 2011-2012 Winter Season, straight salt has been used for ice cot�trol resulting in 75% le�s product to �e swept. With the much reduced sand applicatian to city roadways, a different typ� of sweeper is better suited for our current needs. Mechanical sweepers are used for hea�ry duty sweeping and production. The City currsntly has a mechanical Elgin Brand sweeper, � Reqenerative (vacuum) sweepers are best suited for the less heavy-duty type of sweeping done currently, �ecause of their vacuum feature, the regenerative sweepers do a better job of cleaning the roadways resulting in less residu� going into holding ponds. Because of this feature, the South W�shingtar� County Watershed District is wilfing to participate in cost $haring which is outlined further in this memo. Demos or used-sweepers were nat available that would meet our needs or requirem�nts. After eualuation of several types of street sweepers with Street Department personnel, �greerrtent was reached that the Tymao Model 600 Truck-Mounted RegenerativeAir Sweeper would best m�et our present and future sweeping needs. Alsa proposed is to keep our present Elgin Sweeper to assisfi with the heavy seasonal spring and fall sweeping schedul�s. Elko, MN (1) New Tymco Madel 600 Regenerative Air Sweeper: $ 191,605.Ofl Tax: 12,454.33 Title Fees 95,00 Total: $204,154.33 Discussions have be�r� taking place with the South Washington County Watershed District to participate in a cost sharing of this type of sweeper. Documentation has been submitted to them that would allow up to 35% ($7'i,454.00) participation. See the attached of the 2013 SWWD Caordinated Capifal lmprovem�nt Program Application and Atfiachment A relating to the Benefits/Measurable Results Study on the pasitive b�nefits an water quality with a vacuum sweeper. I am pleased #o reporfi fiha# the South Washington Watershed Distric� will participate in a cost sharing of this sweeper in the amount of $71,454.00 As you and f have discussed and agreed upon, the recommendafiion is to ask Council for approval to purchase one new Tymco MndeE 60Q Regenerative Air Sweeper from Enviranmental Equipment and Service, Inc. for the purchase price of $204,15�.33 which includes sales tax. Including the $71,454.00 received from the S1NWD, the purchase price is reduced to $132,700.33. We will keep our �resen# sweeper for a backup and additional sweeper for spring and fa!! street sweeping, or as ne�ded throughout the year.
