This is awarded to a member of the community for performing life saving acts without the presence of an unusual hazard or risk of injury to the community member. Without hesitation, they went to the aid of a crash victim who was not attempting to get out of the car and remove him and his companion animal moments before the entire car became engulfed in flames. Within moments ofthe crash, the engine compartment of the vehicle became engulfed in flames. Without hesitation, three citizens immediately went to the aid of the driver - who was not attempting to get out of the car. There was a substantial amount of smol<e inside the passenger compartment of the car mal<ing it difficult to see inside however they could see an outline of a person in the driver's seat. After finding the doors locl<ed, the three made a significant effort to break a window in an attempt to reach the driver. They were finally able to remove him and his compan.ion animal moments before the entire car became engulfed in flames. Awards and Commendations Procedure Our department does have an awards and commendations policy. The purpose of the policy is to establish a uniform procedure for officially recognizing, with appropriate awards, exceptional deeds and services performed by citizens and Cottage Grove Department of Public Safety employees to include sworn police officers, firefighters, and non-sworn employees. Currently we have a committee of staff that makes up the "round table". The Round Table Committee is made up of a representative from each patrol crew, investigations, sergeants, command and support staff. The three citizens were recommended to the round table for consideration of a citizen life-saving award. The Awards and Commendation policy states: G. Citizen Life-Saving Award This is awarded to a member of the community for performing life-saving acts without the presence of an unusual hazard or risl< of injury to the community member. 1. Framed certificate presented before City Council On March 5, 2013, the Round Table Committee met and unanimously voted to award the following three individuals with the Citizen Life-Saving Award, • Christopher ponahoe • Matthew Labine • RogerGibney Policy states final recommendations by the committee will be considered by the Director of Public Safety in the final determination of the award to be presented. I do concur with the Round Table Committee Recommendation: Due to all three of the good Samaritans prompt action and humanitarian regard for the disoriented driver in the face of an extremely dangerous situation; they undoubtedly helped save the man's life. Presentation The Cottage Grove Department of Public Safety requests that the City Council and public safety staff recognize the efforts of the three citizens. We will summarize the heroic events of the incident and then present Christopher ponahoe, Matthew Labine and Roger Gibney with the Citizen Life-Saving Award.
