Background
The City Council is asked to consider authorizing the submission of a grant application
to the Minnesota Department of Transportation (Mn/DOT) for the 2013 Transportation
Economic Development (TED) Program in order to solicit $7 million in funding for the
Trunk Highway 61/CSAH 19 Interchange Improvement Project.
Discussion
This request is similar to a grant application submitted in 2010. The City is seeking to
once again take the lead in project development for improvements to the bridge and
related access ramps located at Highway 61 and County Road 19. The total cost for this
phase of the improvement project is $13.5 million. The $6.5 million difference between
the $13.5 million project cost and the $7 million grant request would be borne by the
City of Cottage Grove and Washington County.
The grant application looks at traffic forecasts, accident data, and economic growth
benefits.
Recommendation
Authorize the submission of a grant application to Mn/DOT for the 2013 Transportation
Economic Development (TED) Program to solicit $7 million in funding for the Trunk

RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA DEPARTMENT OF
TRANSPORTATION FOR A 2013 TRANSPORTATION ECONOMIC DEVELOPMENT (TED)
GRANT FOR THE TH 61/CSAH 19 INTERCHANGE IMPROVEMENT PROJECT
WHEREAS, funding is available for transportation infrastructure improvements from the
Minnesota Department of Transportation (Mn/DOT) through the 2013 Transportation Economic
Development (TED) Grant Program; and
WHEREAS, the City of Cottage Grove has taken the lead to complete the TH 61/CSAH
19 Interchange Improvement Project that would improve the bridge and related access ramps;
and
WHEREAS, the total cost of this phase of this improvement project is $13.5 million; and
WHEREAS, the City of Cottage Grove is soliciting $7 million in funding from the 2013
TED Grant Program; and
WHEREAS, the successful award of Mn/DOT TED Grant monies would ensure com-
pletion of the project in a timely and efficient manner; and
WHEREAS, the $6.5 million difference between the $13.5 million project cost and the
$7 million grant request would be borne by the City of Cottage Grove and Washington County;
and
WHEREAS, the completion of the project would preserve and create jobs and promote
economic recovery and development that would provide long-term economic benefits, locally,
regionally, and nationally.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove,
County of Washington, State of Minnesota, authorizes the application to the Minnesota
Department of Transportation for 2013 Transportation Economic Development Grant in the
amount $7 million for the TH 61/County Road 19 Interchange Improvement Project.

The proposed interchange improvement is located on T.H. 61, a major transportation route to southern
Minnesota and western Wisconsin, at CSAH 19 in Cottage Grove. The project consists of replacing the
existing bridge with a new wider bridge with an angle allignment that is more conducive to future roadway
connections. In addition, CSAH 19 will be widened to accommodate the proposed bridge design, along with
frontage road connections. The goal is to provide for safe and efficient traffic movements at the intersection
that serves 3M Cottage Grove, the Cottage Grove Business Park, existing commercial and a future
commercial, retail, and mixed housing development located at the northwest quadrant of the intersection.
This improvement will also better serve the proposed Red Rock commuter rail station. The interchange
project is the first phase of a multi-phase project. The total cost of all three phases is $35 million. This grant
proposal is only for Phase 1 as shown in the diagram in Appendix B. Airphotos of the current interchange
configuration can be found in Appendix J.
The City of Cottage Grove and Washington County partnered in 2008 to complete the Southwest Cottage Grove
Transportation Study in which design alternatives for the interchange and surrounding road networks were
developed, taking into account proposed land use changes in the surrounding area. A model of the existing
transportation network was completed and it was determined that this area of Cottage Grove lacks an
arterial roadway to serve future development and that a new east-west arterial is warranted,and that the
interchange is in need of replacement. The Project Management Team for the study consisted of City of
Cottage Grove, Washington County, Grey Cloud Island Township, Saint Paul Park, MnDOT and 3M Cottage
Grove. An additional traffic Study was completed in 2012 and is attached as exhibit XXXX.
The proposed interchange improvement is consistent with local, county, and state transportation plans and
policies. The proposed Phase 1 improvements will provide the transportation system needed to support
economic vitality and quality of life in one of the fastest growing suburbs in the Twin Cities Region. The
improvement project cost estimate is $13.5 million, and the solicitation amount is $7 million.
TRANSPORTATION SYSTEM COMPONENT:
The overall safetv of the motorist will be improved with the proposed proiect, as an existinq two lane bridae with

limited sight lines and high speed traffic is eliminated. The new bridge will provide for safer and protected traffic
movements at the interchange. This will improve efficiencies at the interchange and allow a safer environment
for pedestrians, automobiles, and large semi-trailers.
The current interchange does not provide for safe pedestrian travel. The proposed project would provide
pedestrian trails to connect from residential areas to industrial facilities, commercial and retail areas. This will
enable individuals the opportunity to commute to work and provide recreational opportunities such as the
Minnesota Department of Natural Resources, Scientific and Natural Area and Washington County's Cottage
Grove Regional Park. This interchange is also on the designated Mississippi River Trail route as well as USBR
45; the pedestrian improvements will provide for a safer and more enjoyable experience as people seek to utilize
the route through Cottage Grove.
The interchange enhancement will promote positive emergency response opportunities. This is especially critical
in being able to respond to large scale industrial incidents that could occur at the 3M facility. This complex
contains large quantities of plastics, chemicals and is also home to an industrial waste burning incinerator. The
emergency response support can be seen in the support letter from Wakota Community Awareness &
Emergency Response (CAER), which is an innovator in cooperative preparedness dedicated to disaster
mobilization in southern Washington and northern Dakota counties.
During the selection of the future road alignment crossing 3M property, the main objective was to meet the
Department of Homeland Security guidelines for the necessary buffer to protect the facility. If this project were to
move forward, an important element to Homeland Security would be accomplished - moving the general public
away from a high profile target. This will provide for enhancements related to securing the facility. The
interchange improvements associated with the central portion of the T.H.61 and CSAH 19 interchange include
replacement of the bridge over T.H.61 and reconstruction of the interchange access/exit ramps. Due to the
desire for Innovation Road to have direct access to the interchange ramp terminal intersection, it was determined
that an access loop ramp in the southwest quadrant provided a solution. In an effort to minimize impacts on
property owned by 3M and to accommodate the loop ramp design, the overpass bridge was designed with a
slight skew over T.H.61. This will also provide more options for maintaining traffic access during construction.
ECONOMIC DEVELOPMENT COMPONENT:
The project will directly serve 3M Cottage Grove Center, the Cottage Grove Business Park, and the adjacent
planned major growth areas consisting of commercial, mixed use, parks, and residential housing.
3M Cottage Grove currently has over 980 employees and several thousand annual contractors that access their
plant 24 hours a day, seven days a week. This high volume of car and truck traffic will greatly benefit from the
interchange improvements in regards to travel efficiency and safety.
In the City's 2006 East Ravine Master Plan, the area known as "Cottage View", located at the intersection of East
Point Douglas Road and Hwy 61, has the development potential for retail stores, restaurants, and services
closely related to trade area household growth (see Appendix G). This area will directly benefit from the
interchange improvement and will be a catalyst for project development. Categories of the services the area will
provide include: convenience goods, food service, convenience/gas, shopping goods, building materials and
garden supplies, auto parts, and medical. Each of these categories will bring with it multiple jobs. A detail of this
site is attached as Appendix G. The first phase of the commercial growth has occurred in this area with a
188,000 square foot wallmart store that will be under construction in 2013.

13. PROJECT COST INFORMATION
NOTES
➢ A icey objective of the 2013 Transportation Economic Development Program is to deliver
critical transportation infrastructure that suppor Minnesota jobs and economic
development by leveraging additional public and private resources from those who also
derive a direct benefit from the improvement. To promote participation of public and
private partners, the TED award does not exceed 70% of total transpoi�tation construction
costs (these costs items are identified on the table on the following page), and may be less
based on MnDOT's cost pai�ticipation policy or other MnDOT and DEED program
restrictions.
➢ Project evaluators will consider the level of alternative local and private sector
contributions and commitments to project financing. Project sponsors should indicate in
the following table "Total Project Costs" including both "transpoi-tation infrastructure
related costs" and "other development costs". This information, along with the
information provided in the "Financial Plan Criteria" on page 11, will provide useful
infoi�rnation for project evaluators on the share of local and private effort committed to
the project, and the appropriate funding source for various project elements.
➢ Project applicants may propose projects already included in the 2012-2015 STIP.
However, applicants must include an explanation of why the project is included in the
STIP and yet is not fully funded. (This issue is addressed in "Section IV: Project
Readiness Criteria")
➢ No MnDOT District safety set-aside, pavement set-aside, or bridge and road construction
set-aside may be used to finance any construction costs of a proposed project. Only
uncommitted set-asides or municipal agreement set-asides can be used to contribute to
the project. It is impoi�tant to understand, however, that MnDOT recognizes all MnDOT
funds (MnDOT-provided TED funds plus any other MnDOT or district funds) when
reviewing projects for cost participation policy compliance. Applicants are urged to
consult with MnDOT District Offices prior to submitting project applications.

• Explain how this project is essential to attracting new businesses or expanding/preserving
jobs of existing businesses.
The proposed project will improve transportation links to many job centers. The proposed commercial area
in the northwest quadrant would provide for 675,000 square feet of retail and service businesses, providing
over 700 future jobs. Please see Appendix G for the proposed site plan of the commerical development.
The next phase in the quadrant would expand to 24 acres of High Density Residential, 27 acres of Medium
Density Residential, and 6 acres of Mixed Use, and would also support the efficient movement of traffic to
nearly 300 acres of future residential development. The proposed land use can be seen in Appendix F.
This project not only provides for efficiencies in transportation locally, but also enhances the export and
import of items related to 3M and other industrial park users whose clientele is both national and global.
These connections are vital to preserve and further the economic development of the area. This project not
only improves transportation to existing businesses and industries, but also provides for new opportunities
with increased mobility to the area.
If this project were funded, the movement of people and freight between regional centers would be provided.
It is critical that strong transportation connections are made between workers with jobs, raw materials with
manufacturers and recreational users with parks and natural areas.
A strong transportation system will start with keeping workers at jobs locally as industry has the necessary
transportation network to import and export materials in an efficient and productive manner. Large
distributors and global leaders like 3M will be served with an improved vital link to the state highway system.
Transportation is a key ingredient to a livable community and vital component of economic development.

The City has a high level of confidence that improvements created by this project to a locally and regionally

timeframe to observing job benefits related to the project will be directly reflective of the state of the
economy.

travelshed.
The 3M Cottage Grove facility is diverse in its business operations from its research and development
facilities to actual product manufacturing and shipping. 3M is a global company which operates in 60
countries, employs 79,000 people globally, has 29 operations in the United States, distributes more then
50,000 products, and has 7,000 researchers world-wide, including 3,700 in the United States. This
interchange improvement will continue to benefit the operations of 3M in many aspects of their business,
specifically in shipping and receiving of materials to the facility. The City and County have worked with 3M
to develop an interchange design and arterial roadway system to enhance their operation and help them to
meet safety objectives for their facility with respect to Homeland Security initatives and requirements.
• What oppoi-tunities will be lost if the proposed project is delayed or rejected?
The opportunity that will be lost, is that over the last few years the City of Cottage Grove has taken the
initative to put together a variety of public and private partners that are willing to work together to bring a
coordinated improvement project. This project specifically brings safety and access improvements to a very
important state transportation interchange that will directly benefit commercial and industrial business in
Cottage Grove and region, and that without the additional influx of the state transportation dollars, the
initiative mav falter.
11. Describe how the project will increase the community's tax base. Provide evidence (letteis from
city/comlty assessor) and amounts and comparison from previous tax year. Tax base increase should be
calculated with projected businesses in place and not with bare lots.

The 2013 Transpoi�tation Economic Development Program is designed to use state resources to
leverage alternative public and private resources from those who also derive a direct benefit from
the transpoi infrastructure improvement. Project selection will favor projects that
demonstrate significant local effort, tluough public or private partnerships. While the TED
grant cannot exceed 70% of eligible transportation construction costs, projects that demonstrate a
higher level of financial commitment fiom public and private partners will receive higher scores
for the financial plan criteria.

A fundamental puipose of the 2013 TED program is to realize resulting economic benefits as
quicicly as possible. Projects that are able to be delivered sooner will be favored over longer
term projects, all else being equal. (No `Bligibility Criteria" is required in this evaluation
category.)

17. Describe the current status of the planned development to be served by the improvement
(i.e. business established, business district planned —AUAR developed, plan is
speculative, etc). Please provide information such as pei�rnits received to date, zoning
commission approval, city council approval, building permits secured, etc.
The City also completed an AUAR for the area previously and there were no environmental issues noted for this
area. So there are no anticipated issues with completing the necessary environmental permits within the
time frame necessary to deliver the project. The city is currently completing the reuired ffive year update to
the AUAR. No changes other than reporting on the development that occurred since the approval.
18. Assess and describe the level of "community support" for the project. Provide a list
(along with local resolutions and letters of support, if possible) from public and private
project partners. Also, please identify any known opposition to the project.
The project is supported by the State of Minnesota, Washington County, City of St. Paul Park, City of Newport, the
Metropolitan Council, and various private partners. A modeling exercise of the existing transportation network was
completed and it was determined that a new east-west arterial roadway is needed in this part of Washington County
to serve future demand. The Project Management Team for the study consisted of representatives from the City of
Cottage Grove, Washington County, Grey Cloud Island Township, Saint Paul Park, Mn/DOT, and 3M. Of this team,
the City has taken the lead to usher the project from planning stages to construction.

Since this improvement is a critical transportation link within Washington County, the City has support for this project
not only from Washington County, but from the following entities and agencies: Congressman John Kline, State
Senator Katie Sieben, State Representatives Dan Schoen and Denny McNamara, MnDOT, 3M, City of St. Paul Park,
City of Newport, South Washington County Schools, Wakota Community Awareness & Emergency Response, and
the Red Rock Corridor Commission. Resolutions and letters of support for the entire TH61/CSAH19 Interchange
Improvement Project can be found in Appendix K.
