Locally, there are two memorial services held. ➢ Washington County Sheriff's Office Law Enforcement Memorial Day Date: May 15, 2013 12 noon Location: Washington County Historic Court House, Stillwater, MN ➢ Minnesota Law Enforcement Memorial Services Date: May 14-15, 2013 Location: Peace Officers' Memorial at the State Capitol STAFF RECOMMENDATION Pass a resolution to proclaim Tuesday, May 15 as Police Officers' Memorial Day and the week of May 12 — May 18, 2013 as National Police Week. SUPPORTING DOCUMENTS ❑ RESOLUTION: ❑ PROCLAMATION ADMINISTRATORS COMMENTS �l �t Date *�***�*�*�****��:�**************�***��**�******** COUNCIL ACTION TAKEN: ❑ APPROVED ❑ DENIED ❑ OTHER RESOLUTION NO. 2013-[Resolution Number] PROCLAIMING NATIONAL POLICE WEEK MAY 12 THROUGH 18, 2013 AND PEACE OFFICERS' MEMORIAL DAY MAY 15, 2013 WHEREAS, there are over approximately 900,000 law enforcement officers serving in communities across the United States, including the dedicated members of the Cottage Grove Police Department, and WHEREAS, some 60,000 assaults against law enforcement officers are reported each year, resulting in approximately 16,000 injuries, and WHEREAS, since the first recorded death in 1791, nearly 19,000 (aw enforcement officers in the United States have made the ultimate sacrifice and been I<illed in the line of duty, and WHEREAS, the names of these dedicated public servants are engraved on the walls of the National Law Enforcement Officers Memorial in Washington, D.C, and WHEREAS, this year, 1 Minnesota fallen officer's name will be added to the National Law Enforcement Officers Memorial from 2012 as well as 1 already this year. In addition to the national number of 120 officers who died in 2012, and WHEREAS, the service and sacrifice of all officers I<illed in the line of duty will be honored during National Police Law Enforcement Officers Memorial Fund 25 Annual Candlelight Vigil, in Washington D.C., on the evening of Sunday, May 12, 2013, and WHEREAS, May 15 is designated as Peace Officers' Memorial Day, in honor of all fallen and their families, and WHEREAS, the first recognition of Police Week and Peace Officers Memorial Day was signed by President John F. Kennedy in 1961. It was resolved in Congress that May 15 be designated Police Officers Memorial Day and the weel< in which falls designated as Police Weel<. The purpose of Peace Officers Memorial Day is to honor the police officer at all levels of government who have been killed or disabled in the line of duty. Staff from Cottage Grove's Police Department will attend the Peace Officers Memorial service held at the Minnesota Peace Officer's Memorial in St. Paul, MN on Wednesday, May 15 2012. NOW, THEREFORE, I, Myron Bailey, Mayor of the City of Cottage Grove, do hereby proclaim the week of May 12-18, 2013, as National Police Weel<, and Wednesday, May 15, 2013, as Peace Officers' Memorial Day in the City of Cottage Grove, and urge Cottage Grove residents and civic organizations to salute our dedicated law enforcement officers in our community and in communities across the nation. Stransky, City Clerk PROCLAMATION TUESDAY, MAY 15 2013 AS PEACE OFFICERS MEMORIAL DAY AND THE WEEK OF MAY I 2 - I H 20 I 3 AS NATIONAL POLICE WEEK Whereas, the Congress and President of the United States have designated May I 5 as Peace Officers' Memorial Day, and the weel< in which May 15 falls as National Police weelc; and Whereas, the members of the law enforcement agency of the City of Cottage Grove play an essential role in safeguarding the rights and freedoms of the City of Cottage Grove; and Whereas, it is important that all citizens Icnow and understand the duties, responsibilities, hazards, and sacrifices of their law enforcement agency and that members of our law enforcement agency recognize their duty to serve the people by safeguarding life and property, by protecting them against violence and disorder, and by protecting the innocent against deception and the wealc against oppression; and Whereas, the men and women of the (aw enforcement agency of the City of Cottage Grove unceasingly provide a vital public service. NOW, Therefore Be It Resolved that the Mayor and City Council of Cottage Grove, call upon all citizens of Cottage Grove and upon all patriotic, civic and educational organizations to observe the weelc of May I 2— I 8, 2013 as Police Weelc with appropriate ceremonies and observances in which all of our people may join in commemorating law enforcement officers, past and present, who by their faithful and loyal devotion to their responsibilities, have rendered a dedicated service to their communities and in so doing, have established for themselves an enviable and enduring reputation for preserving the rights and security of all citizens. FURTHER, Let It Be Resolved that the Mayor and City Council, do hereby proclaim Tuesday, May 15, 2013 as "PEACE OFFICERS' MEMORIAL DAY" in honor of those law enforcement officers who, through their courageous deeds, have made the ultimate sacrifice in service to their community or have become disabled in the performance of duty, and let us recognize and pay respect to the survivors of our fallen heroes.
