City of �� Cottage Grove � ����� Minnesota �: �� To: Honorable Mayor and City Council City Administrator Ryan Schroeder Public Safety Director Craig Woolery From: Date: Subject: Fire Chief Rick Redenius May 9, 2013 2012 Assistance for Firefighters Grant Award INTRODUCTION In May of 2012 the Cottage Grove City Council authorized the application for grant funds to replace the fire divisions aging self-contained breathing apparatus (SCBA) units. We have received notification that the Cottage Grove Fire Department has been awarded a significant portion of the grant requested from Federal Emergency Management Association (FEMA) for the 2012 Assistance for Firefighters Grant (AFG). DISCUSSION The original grant request completed by the Cottage Grove Fire Department was for $284,000 dollars. The requested amount was to replace all of our aging self-contained breathing apparatus (SCBA) units and associated equipment. The Cottage Grove Fire Department received notification that we have been awarded a partial grant for the replacement cost of our current SCBA's. The award amount we received is $224,930 dollars. The city of Cottage Grove must match that grant with 10%. This means that the City is responsible for 22,493 dollars of the grant award. The fire department is very excited about receiving this award but, it does fall short of our total replacement needs. We will still need to purchase spare SCBA cylinders, face masks for firefighters, and a few pieces of ancillary equipment. SCBA's are primary pieces of personal protective equipment and allow firefighters to enter hazardous environments to perform essential interior operations including offensive fire attack, victim search, rescue and removal, ventilation and overhaul. They are also used at non-fire incidents involving hazardous materials and confined spaces where there is a threat of toxic fumes or an oxygen deficient atmosphere. We also need to have adequate spare cylinders and face masks to complete the tasks needed. The estimated additional costs to complete the changeover with: Extra air bottles & Face pieces $15,000 City grant amount $22,493 $37,493 ACTION REQUESTED Staff requests permission to accept the AFG awarded grant amount of $224,930 dollars. For which the city understands that to complete the changeover and the matching amount required will be approximately $37,493 dollars. FEMA's Grant Programs Rirectorate (GPD), in consultation with the U.S, Fire Administration (USFA), carrfes out the Federal responsibilities of administering your grant. The approved project costs tofai to $224,800.00. The Federal share Is 90 percent or $202,320.00 of the approved amount and your share of the costs Is 10 percent or $22,480.00. As nart of your award package, you will flnd Grant Agreement Articles. Please make sure you read and understand the Articles as they outline the terms and condltions of your grant award. Maintain a copy of fhese documents for your official file. You estabfish acceptance of fhe grant and Grant Agreement Articles when you formatiy receive the award through the A�G oniine system. By accepting the grant, you agree not to deviate from the approved scope of work without prior written approvai from FEMA.
