SUBJECT: Business Support in Upcoming Road Construction Areas
In anticipation of two upcoming summer road construction projects within commercial areas of Cottage
Grove (70' Rd 19 and East Point Douglas Rd), we wanted to share with the Council how we are
planning to proactively assist these commercial areas in an attempt to limit impacts to businesses.
Background
70 / CSAH 19
70 / CSAH 19 will be reconfigured to allow for an ease of traffic movements in the area. The most
noticeable outcome of the 70 / CSAH 19 project will be that the current separation of 70 street (see
photo below) will be joined together by a roundabout and the redundancy of stop signs at 70 and
Military on CSAH 19 will be eliminated.

While the roadway project will ultimately reinforce that 70 is the primary east-west corridor within this
portion of Cottage Grove, it will also come with challenges during construction. Tree removal is well
underway in the area and the roadway construction is anticipated to last into the fall. The Shoppes at
Almar Village will have an access maintained at all times along CSAH 19, but the access that currently
exists along 70 Street will be closed. Staff has been meeting individually with business owners in the
Shoppes of Almar Village to talk about ways the City and County would like to assist them through the
following strategies:
• Communication
o Washington County will provide up to date project information on the Washington County
Construction page at: www.co.washinqton.mn.us/roadconstruction for construction
updates, photos, maps, and schedules.
o Weekly construction updates will be sent electronically to any subscribers that sign up
for the service. These weekly updates from Washington County will update interested
parties on what occurred on the project during the past week and what is scheduled for
the upcoming week. To sign up for this service, individuals should log onto
www.co.washinqton.mn.us/woodburyprolectupdates and submit their contact
information.
o Email updates — as individual businesses may be impacted by short term and incidental
activity specific to them, the County will contact those individual businesses as needed.
o Cameras — the project will have three webcams allowing people to visually monitor the
project from off-site. The webcams will update their images every 12-14 minutes, 24
hours a day. The webcams can be seen at:

o All Shoppes at Almar Village businesses will be offered maps and other information to
post within their businesses to effectively communicate with their patrons, as well as
information they can disseminate to potential patrons.
o Meetings with business owners/managers:
■ The City is completing individual meetings with all property owners and/or
managers of businesses to answer questions related to marketing and
communication assistance.
■ The County will hold weekly business meetings that will be hosted at Carbone's
Pizzeria. The first business meeting was held on May 28 and the upcoming
meetings will be held on Tuesday, June 4 11 and 25 at 1:30pm and on
Thursday, June 20` at 9:OOam.
• Electronic Advertising — City resources such as Twitter, Facebook, CG Reports and the City
website to educate the public and encourage citizens to especially support these businesses
during road construction work. The County has indicated they would be willing to provide a
link to this information on their website.
• Business Spotlights — 1-1.5 minute advertisements that will be completed for each interested
business. These advertisements will be created with the assistance of SWCTC and aired on
SWCTC, as well as being posted on Facebook, Vimeo, the City's website and other electronic
venues
Hard Hat Specials — Information related to reaching out to construction workers and other
patrons that can be focused on while construction is ongoing.
• Coupon Program — Providing coupons that can facilitate advertising in other venues such as
City Hall, other municipal buildings, as well as at City events (Strawberry Fest, etc).
• Signage
o One — 32 square foot banner sign will be allowed per tenant/building provided they are
secured to the building. The banners will be allowed until a significant portion of the
road construction is complete and while the secondary access remains closed.
Typically these banner signs are only allowed for up to 15 days.
o Washington County has relaxed their sign policy and will be providing signage to assist
in the effort to inform patrons how to access the site.
As a part of our one-on-one meetings with the businesses in Shoppes at Almar Village, we've also
been seeking feedback from business owners/managers on other ways we can be helpful to them
during construction.
East Point Douglas
The East Point Douglas project involves the reconstruction and widening of East Point Douglas Road
from Menards to just past the future entrance to Walmart (see aerial photo line below — the red along
East Point Douglas Rd indicates the active construction area).

Initial grading of the Walmart site and utility work have already begun along the East Point Douglas
roadway. The East Point Douglas roadway extending from the adjacent Point Douglas Townhome
neighborhood Qust northwest of the VFW) to just east of where the former Cottage View Drive-in
entrance once was, will be closed during July and August. This portion of the road project is
anticipated to be completed this fall.
Staff will be reaching out to impacted businesses along the corridor to educate them on the roadway
project and offer opportunities to participate in City programs to hopefully lessen impacts on their
businesses.
Recommendation
No action or recommendation is necessary on the part of the Council. However, staff would appreciate
any additional feedback the Council would like to provide in relation to assisting these businesses that
may be impacted by summer road construction.
