Preparing for the Worst: SWAT Team Training
What would happen if someone bxought
a gun to a public meeting? The
Washington County SWAT team xan a
training exexcise on pxecisely that
scenario on Decembex 19th at BEC
(Business Enterprise Centex located in the
foxmex Cottage Gxove City Hall�.
The fake gunman took hostages, and
negotiatoxs pxacticed thinking on theix
feet to xecovex them safely with the help
of SWAT team membexs outfitted with
full geaz and unloaded guns.
City Council Membex Dexrick L,ehxke
played one of the hostages, and he
xecounted, "I was impxessed with the
SWAT team's pmfessionalism. They
seemed very pxepaxed, despite the
curveballs thatwere thxown at diem."
SWAT team membex and Cottage Gxove
Police officex and Matt Foucault said,
"We woxk hazd to make the scenario as
xealistic as possible. The SWAT team
does not have any information about the
scenario in advance, so theywill xespond
as they would in a xeal-life situation."
To cxeate an additional training challenge,
a scenario played out whexe a squad cax
transpoxting one of the acting suspects
was ambushed and an officex was
fictitiously shot The suspect fled to a
house in Afton, with the police in puxsuit.
This training scenazio is all too xealistic,
with sevexal communities in gxeatex MN
having experienced hostile public
meetings. And accoxding to Michelle
Fxascone, Woodbuxy Police Of&cex and
SWAT Team Negotiatox, "I�s impoxtant
to see how the team will opexate when
xesouxces aze stretched thin by simultane-
ous incidents and an of&cex down."
In addition to semi-annual full SWAT
training exexcises such as this one, they
have monthly tactical trainings and bi-
monthly negotiatox trainings to keep theix
skills fxesh. Eazliex this yeax the SWAT
team completed an active shootex training
at a school in Foxest Lake.
Officex Fxascone explained, "The training
is rigoxous, so i�s moxe effective and
efficient fox one SWAT team to covex the
whole county. We'xe xeady to xespond at
a momen�s notice."

2013 Property Tax Levy &
Budget Zero Increase Approved
The City Council adopted the 2013 pxopexty
t� levy and opexating budget on Decembex
5, 2012. The 2013 pxopexty t� levy of $12.2
million xepxesents zexo incxease fxom the
2012 levy. This is the thixd consecutive yeaz
of zexo levy incxeases.
The impact of the zexo levy incxease to an
individual pxopexty will depend on a variety
of factoxs. Howevex, accoxding to
Washington County moxe than two thixds of
the xesidential pxopexties in the City should
see theix t�es decline.
Pxopexty specific notices wexe mailed to all
xesidences in Novembex with comparisons of
pxoposed pxopexty t�es by jurisdiction and
yeax (2012 vs. 2013). The Cit�s t� and bud-
get information meeting was held Decembex
5, 2012 as paxt of the Council Meeting priox
to the adoption of the 2013 final levy and
budget The final 2013 Budget document
will be available on the Cit�s website.
City of Cottage Grove Receives Award
for Excellence in Financial Accounting
Fox the 20th consecutive yeaz the City has
xeceived the Cextificate of Achievement fox
Excellence in Financial Repoxting by the
GovernmentFinance Of&cexs Association of
the United States and Canada (GFOA). This
awazd xepxesents the highest honox in the
azea of govexnmental accounting and
financial xepoxting.
Pavement Improvements Planned
Since 1994, the City has implemented a
pavementmanagementpxogxam to keep
xoads in good shape in the community. This

facilities such as the ice axena, golf couxse,
pool and much moxe. Thexe axe 9 Com-

youth and adult Commissionexs in 2013.
Commissionexs aze dixecdy involved with
the analysis and decision making pxocess
fox the entixe paxks and xecxeation system
in Cottage Gxove. They aze xesponsible
fox xeviewing and discussing pazk
opexations, paxk mastex planning, trail
plans, xecxeation pxogxams, playgxound
designs, land management natuxal
xesouxce management ice axena actrvihes,
and much moxe. Theix xecommendations
go to the City Council xegazding policy,
oxdinance, facility use, pxojects and
expendituxes. Meetings take place 9 times
pex yeax (two months on, one off� on
Monday evenings at 7pm at City Hall, and
xegulax attendance is expected.
