Woolery � July 11, 2013 SUPPORT OF THE YOUTH SERVICE BUREAU In 1976 the South Community Counseling Services was created in Cottage Grove to assist Iaw enforcement in looking for ways to hold youth accountable. About the same time in Stillwater the Youth Service Bureau was formed to serve the same purpose. In 1996 the two entities merged forming the Youth Service Bureau. Cottage Grove area youth and families have greatly benefited from the efforts of the Youth Service Bureau (YSB) as a primary diversion for first time juvenile offenders. The list of benefits to our community is long, but to name a few: - Timelv intervention — Juvenile offenders are held accountable for their actions much faster than in the court system. - Effectiveness — The majority of juvenile offenders are less likely to re-offend. - Efficient — Using the YSB as a primary diversion saves tax dollars of having to have officers being paid overtime to attend court proceedings. The City of Cottage Grove supports the YSB through contracted and in kind services. In 2013 the police department contracted primary diversion services for a flat fee of $7000.00 and the city providing $3000.00 worth of in kind services such as snow removal, mowing etc. in 2012 Cottage Grove youth referred by law enforcement represented just under 30% of all of YSB's referrals throughout Washington County. The dollar amount has remained unchanged since 2007 when the funding source was moved from the city's gambling fund to the police budget. In 2014 the police budget will reflect a budget request for a cost of living adjustment of $500.00 annually. The Department of Public Safety works closely with the YSB in dealing with our greatest investment, the youth of this city. Thank you. CAW/cce
