HomeMy WebLinkAbout2013-06-19 MINUTES COTTAGE GROVE CITY COUNCIL City of Cottage Grove, Minnesota Regular Meeting June 19, 2013 OPEN FORUM Mayor Myron Bailey opened Open Forum at 7:15 p.m. and stated that during Open Forum a person may address the City Council on a subject not a part of the regular meeting agenda, but must limit their remarks to three (3) minutes per person. The purpose of Open Forum is to give the public an opportunity to present information or to request action by the City Council. It may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open Forum will adjourn to the regular meeting promptly at 7:30 p.m. Present: Mayor Myron Bailey, Council Member Derrick Lehrke, Council Member Jen Peterson, and Council Member Dave Thiede. Absent: Council Member Justin Olsen. Also present were: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk; Robin Roland, Finance Director; Sarah Sonsalla, City Attorney-Kennedy & Graven; Jennifer Levitt, City Engineer; Craig Woolery, Public Safety Director; and Les Burshten, Public Works Director. Mayor Bailey opened Open Forum at 7:15 p.m., and asked if anyone in the audience wished to address the City Council on any topic not on the agenda. Sandra Timp, 9638 Harkness Avenue South, Cottage Grove, stated she received a door hanger regarding City Code Title 4-25B requiring all trash containers to be stored out of public view. She wanted to go on record stating that she did not want her compliance with this to be confused with agreement. This is the first time that she received this notice and when she did receive it, she did look at her neighbors because she wanted to make sure that she was not the only one to receive the door hanger and she found that she wasn’t. She wanted to know what triggered this seemingly sudden interest in enforcement. Mayor Bailey stated that he believes that our Code Enforcement Officer is going through different areas of the community and is putting up door hangers to notify the residents of the ordinance. City Administrator Schroeder stated that the City goes through different neighborhoods in different years and it is intended to be a reminder because the ordinance has been in effect for a number of years. It is just a reminder of the ordinance. The ordinance states that the trash containers need to be placed in a location that is hidden from public view, such as behind a garage, fence, etc. We understand that there are a lot of people in your same position that have been operating in a certain fashion unaware of what the ordinance says. Cottage Grove City Council 2 June 19, 2013 Regular Meeting CALL TO ORDER – Regular Meeting The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on June 19, 2013 at the Cottage Grove City Hall, 12800 Ravine Parkway. Mayor Bailey called the meeting to order at 7:30 p.m. PLEDGE OF ALLEGIANCE The audience, staff and the Mayor and Council Members pledged allegiance to the flag of the United States of America. PRESENTATIONS A. Communications Update Sharon Madsen, Communications Coordinator, provided an update for the City Council on her goal, which is a team effort working together through various media relations, publications-newsletter/annual reports, website, information on road construction, Social Medias (face book, tweeting, etc.), Throwback Thursday, South Washington County Telecommunications Commission, positive messaging efforts, story ideas, video/photographs, and awards we have won so far this year. Communications Coordinator Madsen noted that she will place the City Council goals on the City’s website. 3. APPROVAL OF MINUTES A. B.AUTHORIZE THE ISSUANCE OF A SINGLE-OCCASION GAMBLING PERMIT TO THE COTTAGE GROVE LIONS CLUB FOR A RAFFLE TO BE HELD AT AMERICAN MOTORSPORTS BAR AND GRILL ON AUGUST 20, 2013. C.ADOPT RESOLUTION NO. 2013-070, A RESOLUTION AWARDING THE COTTAGE GROVE MIDDLE SCHOOL STORM WATER IMPROVEMENTS PROJECT TO RUMPCA EXCAVATING, INC., IN THE AMOUNT OF $99,536.31. D.APPROVE CHANGE ORDER NO. 1 FOR THE HIGHLANDS PARK SPLASH PAD PROJECT INCREASING THE ORIGINAL CONTRACT AMOUNT FROM $465,881.00 TO THE REVISED CONTRACT AMOUNT OF $472,511.20. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS – None. 10. COUNCIL COMMENTS AND REQUESTS Council Member Peterson asked for a status report on the payment of utility bills on line. Finance Director Roland responded that paying online with a credit card is underway and should start within the next month. An article will be placed in an upcoming newsletter, on our website, and through other forms of communication. Council Member Peterson stated that the next Red Rock Corridor Commission meeting is Thursday, June 27, 2013; the Movie in the Park is Friday, June 21, 2013; and the next Fare for All is July 18, 2013. Mayor Bailey announced that $150,000 was raised at the Relay for Life; the Strawberry Festival was a success, and he thanked the Committee and Staff for a great job. Council Member Thiede reiterated that the Strawberry Fest was great event and they had 77 local businesses attend the Business Expo. They are looking for comments/ feedback for the Committee. Mayor Bailey stated that the Strawberry Fest is an all volunteer committee and they are always looking for more volunteers to help organize any of the numerous events. Mayor Bailey stated that the Fourth of July Fireworks Display is sponsored by the City of Cottage Grove and the Cottage Grove Lions Club and will be held at Kingston Park. 11. PAY BILLS MOTION BY COUNCIL MEMBER THIEDE, SECONDED BY COUNCIL MEMBER PETERSON, TO APPROVE PAYMENT OF CHECK NUMBERS 181736 THROUGH 181922 TOTALING $695,412.98 AND EFT PAYMENT OF $131,923.52.
