COUNCIL ACTION REQUEST
Consider authorizing issuance of a single-occasion gambling permit to Cottage Grove
Elementary PTO Inc. to conduct a raffle on October 4, 2013 at 7447 65 Street South.

Authorize issuance of the permit. During the required background investigation, no facts were
found that would constitute a basis for denial of the application.

GAMBLING LICENSE APPLICATION - TEMPORARY
INTRODUCTION
All charitable organizations which are exempt from the requirements of the Minnesota
Charitable Gambling Control Board and who desire to conduct lawful gambling within
the City of Cottage Grove, must obtain a gambling permit. The issuance of lawful
gambling permits is subject to local approval by the City Council.
BACKGROUND
Pursuant to City Ordinance, Courtenay Lee Dugas, on behalf of Cottage Grove
Elementary School P.T.O. Inc., located at 7447 65 St. So., Cottage Grove, MN 55016,
has submitted an application for a Temporary Single Occasion gambling permit, for the
conduct of raffles to be held at Cottage Grove Elementary School, located at 7447 65 St.
So., on October 4, 2013. The Department of Public Safety is required to conduct a police
investigation of the applicants.
DISCUSSION
The application as submitted is complete, in compliance with our ordinance and is exempt
from the licensing requirements of the Minnesota Charitable Gambling Control Board. We
have investigated the applicants and have not found any facts that would constitute a
basis for denial of this application, under the provisions of the City's Gambling Ordinance.
RECOMMENDATION
Recommend that the City Council approve the single occasion Gambling Permit
application for Cottage Grove Elementary School P.T.O.
