Background
Interviews were conducted with regularly compared peer communities to understand methodol-
ogies used to calculate off-street parking spaces. The data collected during these interviews
was used to compare our parking requirements to other communities to understand if it would
be necessary to amend certain off-street parking requirements.
Discussion
Cottage Grove's restaurant parking requirement is calculated by dividing three seats into the
seating capacity design or gross floor area, whichever is greater. Using an example building of
6,550 square feet with a seating area capacity of 352, similar to a TGI Fridays or Buffalo Wild
Wings, a comparison was done with Cottage Grove and its peer communities. Required spaces
range from 176 to 88 spaces among peer communities. This range is due to the different size
multipliers each community uses while using the same calculation equation. As shown in the
graph, Cottage Grove's requirements for class one restaurants are just below the 125 space
average at 118 spaces. If the establishment requires a liquor license, required spaces in
Cottage Grove are 131, which would rank just above average.

Retail off-street parking is calculated using gross floor area. All communities interviewed use
this methodology to calculate their off-street parking for retailers. The variable fluctuates up and
down between our peer communities which, as shown in the graph below, create a wide range
of required parking for a 50,000 square foot retail building, which would compare to an average
size Best Buy store. This range is from 154 to 334 required spaces. Within our peer communi-
ties, there is a calculated average of 245 spaces and a mode of 250 spaces. Cottage Grove re-
quires 225 spaces, which is just below the average as well as just below the mode.

Senior housing off-street parking is calculated in Cottage Grove using 1.5 spaces per unit.
There are three communities who require one and one-half space per unit; the remaining com-
munities use a variable in the range from one-half parking stall per unit to one parking stall per
unit.
The example used shows Cottage Grove is one of three communities with the required parking
spaces over the average, although staff is not aware of any issues regarding parking excess for
senior housing developments. Planning Commission discussed lack of visitor parking at senior
housing developments during holidays and events. It was discussed that shared parking with
adjacent properties during holidays, special events, and peak parking demands is a positive
option.

Requiring senior housing facilities to have a percentage of their parking covered is also a vari-
able used by communities. Currently, we do not require a percentage of parking to be enclosed.
If a facility wanted to enclose a percentage of their parking, this would be included in the calcu-
lated amount of total parking required. During the project review, an evaluation will be done to
determine necessary outdoor parking for the facility if enclosed parking is proposed.
Recommendation
There are no recommendations to amend restaurant off-street parking requirements, as our
current calculation creates an average number of required parking when compared to our peer
communities.

sidering the increased amount of parking Cottage Grove requires staff recognizes that each
case will be evaluated individually depending on their unique situation. Planning Commission
acknowledges that the required 1.5 spaces per unit is an issue that should be addressed on a
case-by-case basis.
