CITY OF COTTAGE GROVE
ADVISORY COMMITTEE ON HISTORIC PRESERVATION
Tuesday, January 8, 2013
Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic
Preservation was duly held at the Cottage Grove City Hall, 12800 Ravine Parkway South,
Cottage Grove, Minnesota, on the 8th day of January, 2013.
Chair Herb Japs called the meeting to order at 7:00 p.m.

APROVAL OF THE AGENDA
Burbank suggested changing Item VIII-B to Item VI-C on the Agenda. Spooner made a motion
to approve the amended agenda. Peterson seconded. The agenda was unanimously approved
(6-to-0 vote).

ACTION ITEMS
2013 Meeting schedule
Burbank covered the 2013 ACHP meeting schedule and asked if there were any changes. He
noted additionally that the June 11 alternate meeting may be called if event planning for Straw-
berry Festival is needed. Being no further discussion, the ACHP adopted the 2012 meeting
schedule.
Term Extensions
Burbank asked the ACHP members present if they wanted to continue to serve on the Commit-
tee. Ratzlaff indicated that she would be stepping down, but that she will attend as an observing
guest in the future. Burbank indicated that he would contact the Browns. No action was taken by
the ACHP.
Election of Officers
Burbank notified the ACHP that it was time for election of officers. Herb Japs asked for nomi-
nations for Chair. Peterson nominated Herb Jabs. Gross seconded the motion. Hearing no other

nominations, Herb Japs called for the vote and was elected as Chair of the ACHP for 2013.
Herb Japs agreed to serve as Chair.
Herb Japs asked for nominations for Vice Chair. Jan Japs nominated Judy Spooner. Gross
seconded the motion. Hearing no other nominations, Herb Japs called for the vote and Judy
Spooner was elected as the Vice Chair of the ACHP for 2013. Spooner agreed to serve as Vice
Chair.
Strawberry Festival 2013
Burbank notified the ACHP that the 2013 Strawberry Festival is scheduled for June 13-16 and
asked if the Committee wanted to be involved this year. The ACHP discussed the topic and indi-
cated that they would like to have the Phase II Historic Cards project completed for sale. Burbank
questioned if they would be interested in putting together a community cookbook for the event.
There was a general discussion on the topic. Burbank responded that he would place this item on
the March Agenda. No additional action was taken by the ACHP.
PROJECT UPDATES
Hope Glen Farm
Burbank gave the ACHP an update on the Historic Places Conditional Use Permit for Hope Glen
Farm and noted that the Council approved the request. A general discussion was held on the
planned use. No action was taken by the ACHP.
Historic Display Case Donation
Burbank reported that On January 2 the City Council approved a request to authorize the dona-
tion of the City's wooden historic display case to the Park Grove Library for the continued dis-
play of historic artifacts and information provided by the Washington County Historical Society.
He indicated further that he was coordinating the move of the case with all involved parties. A
general discussion was held on the display case relocation. No action was taken by the ACHP.
Bev's "Basket of History"
The ACHP reviewed the contents of a basket of articles, newspaper clippings, and other mis-
cellaneous historical information. A general discussion was held on the contents of the basket.
No action was taken by the ACHP.
Shepard's Woods
Burbank notified the ACHP that the Wilder Foundation is now in full possession of the
"Shepard's Woods" property, and was in the process of identifying what future actions they were
going to take with the site. A general discussion was held on the property. Burbank indicated
that he would keep the ACHP updated on the outcomes of Wilder's decision process. No action
was taken by the ACHP.
APROVAL OF MINUTES
Jan Japs made a motion to approve the minutes from September 11, 2012. Spooner seconded.
The minutes were unanimously approved as mailed.

Schoo/ District #3� School — Burbank identified that one of the items in Bev's "Basket of His-
tory" was a 1914 picture of school children from District 31 that was taken in 1914. He indicated
that he would share a copy of the photo with the Washington County Historical Society and with
the son of Hap Wolf, a former resident of Cottage Grove who is identified in the picture.
ADJOURNMENT
Spooner moved to adjourn the meeting. Gross seconded. The meeting adjourned at 8:17 p.m.,
and then the ACHP had an informal tour of the new Public Safety/City Hall facility.

Spooner made a motion to approve the agenda. Peterson seconded. The agenda was unanim-

ACTION ITEMS
Historic Places Conditional Use Permit — 7310 Lamar Avenue
Burbank identified that the owners of 7310 Lamar Avenue would be making application for a
Historic Places Conditional Use Permit (HPCUP) to allow for the ability to host weddings, re-
treats, and other similar events on the property. The ACHP held a general discussion about the
property. During the discussion it was noted that the Barn would need to be placed on the City's
Local Register of Historic Places and Landmarks in accordance with the ordinance criteria, as
the home is currently the only portion of the property currently registered. The ACHP noted that
the HPCUP application request should not include any exterior modifications to the Barn that
would detract from the historic nature of the structure. The final comment on the pending appli-
cation was that all health and safety requirements mandated by the City, County, or State would
need to be part of any approval process. There was no action taken by the ACHP. Burbank re-
ported that he would provide additional information when available.
Community Cookbook
Burbank reported that he was still receiving and accepting recipes for the Community Cookbook
and that he would be presenting them to the ACHP at their next regular meeting for sorting and
draft design discussions. There was no action taken by the ACHP.

Historic Playing Cards 2013
Burbank reported that if the Cookbook Project was not too complicated, he would attempt to
bring additional draft language for the Phase II Historic Playing Card project to the next regular
meeting for additional editing and design discussions. There was no action taken by the ACHP.
PROJECT UPDATES
Shepard's Woods
Burbank reported that there is a potential ownership change on the "Shepard's Woods" property
that is currently owned by the Wilder Foundation. The ACHP held a general discussion about the
property. Peterson made a motion to recommend that the City Council authorize staff to continue
the process of discussions on the fate of the property, and if requested, to prepare the preliminary
information necessary for the review and issuance of a certificate of appropriateness for any related
action to the adaptive re-use of the property as needed or warranted. Gross seconded the motion
and the motion passed unanimously. Burbank responded that he would share the recommendation
with the City Council and would provide additional information if the property's ownership and use
standings were to change. There was no further action by the ACHP.
Strawberry Festival 2013
Burbank identified that he would be arranging for a booth at the Strawberry Festival to market
the Community Cookbooks from 11:00 am to 3:00 pm on Saturday June 15. Several members of
the ACHP indicated that they would like to participate in sales at the event. Burbank responded
that he would contact them by e-mail to coordinate times in the booth. There was no further action
by the ACHP
Historic Display Cases
Burbank reported that the transfer of the historic display case from the old City Hall to Washing-
ton County was complete. The ACHP held a general discussion on the need to have the historic
display at the new City Hall finalized and completed. Burbank reported that he would continue to
work with the furnishings design committee. There was no further action by the ACHP.

Pursuant to due call and notice thereof, a regular meeting of the Advisory Committee on Historic
Preservation was duly held at the Cottage Grove City Hall, 12800 Ravine Parkway South,
Cottage Grove, Minnesota, on the 14th day of May, 2013.

Burbank noted that the Council had appointed Verlyn Lindemann to one of the vacant Commit-
tee seats. He reported that Lindeman sends his apologies for missing the first meeting as he
had a commitment from prior to his appointment. Burbank indicated that the one vacant
Committee seat would continue to be advertised.
APROVAL OF THE AGENDA
Spooner made a motion to approve the agenda. Jan Japs seconded. The agenda was unanim-
ously approved (5-to-0 vote).

ACTION ITEMS

rated that the HPCUP application request should not include any exterior modifications to the
Barn that would detract from the historic nature of the structure. The ACHP continued to express
that all health and safety requirements mandated by the City, County, or State would need to be

part of any approval process. Based on the City's previous research work qualifying the Barn as
eligible to be placed on the local Historic Register, the ACHP unanimously recommended that
the process for placing the barn on the register could be initiated (Motion by Spooner and
seconded by Jan Japs). Burbank indicated that he would assist the applicants with that action.
The ACHP identified that nonstructural/historical items related to use of the property was the
purview of the City Council, but that they thought more detailed information would need to be
presented prior to. any action being taken by the City. There was no additional action taken by
the ACHP. Burbank reported that he would provide additional information when available.
Community Cookbook
Burbank reported that he was still receiving and accepting recipes for the Community Cookbook
and that he would like the ACHP to assist in sorting the recipes received to date after the formal
business portion of the meeting. The ACHP concurred and there was consensus to complete
the sorting after the regular business meeting.
