RE: Workshop Session — Jamaica Avenue Reconstruction
Background/Discussion
The current Capital Improvements Program (CIP) has Jamaica Avenue from Military
Road to 70th Street proposed for reconstruction in 2015. Due to pending development,
it is proposed to move the project forward to 2014 to coincide with pending
development. The draft Feasibility Report, including project scope, financing and
schedule, will be reviewed during the workshop session.
Recommendation
Review the draft Feasibility Report for the Jamaica Avenue (70th Street to Military
Road) Street and Utility Improvements project.

PROJECT SUMMARY
INTRODUCTION
This report addresses the proposed reconstruction of Jamaica Avenue, from 70 Street South (C.S.A.H. 22) to
Military Road (C.S.A.H. 20). This segment of ]amaica Avenue is showing significant signs of surface
deterioration. Ciry Public Works stafF continues to patch and repair this road segment on a regular basis. The
preliminary plat for the proposed Wolterstorff/Ryland property has been submitted which will require
modifications to Jamaica Avenue at the proposed intersection of Ravine Parkway.
The proposed improvements include reconstruction of the existing street section, realignment of the Jamaica
Ave. / Military Road intersection, and installation of trunk storm sewer and trunk water main. The general
project location is shown below in Figure 1 below. It is anticipated that this project would be constructed
during the 2014 construction season.
PRO]ECT SCOPE
This project consists of street and utiliry improvements in the general location shown in Figure 1 below.

REQUIRED IMPROVEMENTS
The project includes the reconstruction of Jamaica Avenue between 70 Street and Military Road. Public
trails, street lighting, landscaping, trunk watermain and trunk storm sewer are included in the proposed
improvements to be constructed as part of this project. The proposed utility layouts are shown on Figure 3
in the appendix of this report.
STREET IMPROVEMENTS
This project includes the reconstruction of Jamaica Avenue from a 4-lane, divided roadway with no curb and
gutter, to a 4-lane, divided, urban roadway section, with turn lanes at 67 Street South and the future Ravine
Parkway. These road improvements will be designed to meet Municipal State Aid and Washington County
Standards. Upon completion of this project, Jamaica Avenue will be turned over to the County.
The intersection of Jamaica Avenue and Military Road currently exists as a"T" intersection. This intersection
will be realigned to provide a 50 mph curve transition from Jamaica Avenue to Military Road. The segment of
Military Road, east of the intersection of Jamaica Avenue, will be connected at a��T" intersection into Jamaica
Avenue/Military Road. The future extension of Pioneer Drive south from Woodbury will be connected at a
"T" intersection into Jamaica/Military.
With the completed project, access to Jamaica Avenue will be provided at two main intersections north of
70th Street. 67 Street South and Future Ravine Parkway will have full access with left and right turn lanes
provided. The Rose of Sharon Church access is currently being reviewed by the County.
The proposed street improvements are shown on Figure 2 in the appendix of this report. A cost estimate for
an alternate to construct a roundabout at the intersection of 70 Street and Jamaica has also been included
in the appendix of this report.
TRAIL IMPROVEMENTS
Eight-foot wide bituminous trails are proposed on both sides of Jamaica Avenue. These trails will be
constructed within the proposed Jamaica Avenue Right of Way.
STREET LIGHTING IMPROVEMENTS
Installation of street lighting is proposed at intersections only. Ravine style lighting would be installed at all
major intersections. A cost estimates for an alternate to provide lighting along the entire Jamaica Avenue
corridor has also been included in the appendix of this report. The alternate would incorporate installing
lighting on both side of Jamaica Avenue over the over the entire length from 70 Street to Military Road.
LANDSCAPING IMPROVEMENTS
The intent of this project is to provide a landscaped median and boulevard area to aesthetically compliment
adjacent developments. The landscaping will include hardwood trees with irrigated green space. Streetscape
features (rock features, shrubs, native plantings, etc.) are proposed to be constructed within the future
Ravine Parkway.
WATERMAIN IMPROVEMENTS
A 12-inch diameter trunk water main would be extended northerly along the east side of Jamaica Avenue,
from the existing 12-inch trunk main located at the intersection of 67 Street South and Jamaica Avenue to
the future Ravine Parkway. 12-inch stubs, east and west, would be provided at the Future Ravine Parkway
intersection. See figure 3 in the appendix of this report.

STORM SEWER IMPROVEMENTS
There is minimal existing storm sewer on Jamaica Avenue between 70�' Street South and Military Road.
Storm sewer is proposed to be installed to convey storm water runofF to the low point located approximately
�/z mile north of 70th Street, where it would discharge to a proposed sedimentation pond prior to entering the
existing wetland (Shepard's Pond located on the west side of Jamaica Avenue and south of the future Ravine
Parkway). A portion of the permanent trunk storm sewer outlet from Shepard's Pond would be constructed
on the west side of Jamaica to the intersection of future Ravine Parkway. The remaining outlet piping to the
South Washington Watershed (SWWD) Property will be installed when Ravine Parkway is constructed. See
figure 3 in the appendix of this report.
SANITARY SEWER
An 18-inch PVC sanitary sewer was installed under Jamaica Avenue, at the intersection of Future Ravine
Parkway, as part of the 2007 East Ravine Trunk Utility Improvement Project. This stub will be extended west
in the future as the Wolterstroff /Ryland Homes properly develops. See figure 3 in the appendix of this
report.
REQUIRED EASEMENTS
The existing Jamaica Avenue right-of-way is 100 feet wide. The proposed right-of-way width is 150 feet with
75 feet of buffer strip on each side for a total of 300 feet in width. The additional 50 feet of right-of-way
width would need to be obtained from the adjacent properties, either through purchase agreements or
development agreements. The buffer strip would be obtained at the time adjacent properties develop, and
would be dedicated to the City as part of future development agreements.
When the Preserve at Cottage Grove and The Water's of Michaels Pointe were constructed an additional
25' of right-of-way and a minimum 75' bufFer were obtained during the platting phase of the developments.
At the intersection of Military Road and Jamaica Avenue, where the 50 mph curve is proposed, the full
150 feet of right-of-way would need to be obtained. The road construction that occurs within the Woodbury
City Limits will be contained within Washington County's existing roadway easement. Any Right of Way
necessary to meet the City of Woodbury or Washington County's future needs will need to be acquired by
those entities at that time.
Temporary construction easements will also be required, the extent of which will be determined during the
detailed plan preparation.
REQUIRED PERMITS
This project requires the following permits:

ESTIMATED CONSTRUCTION COSTS
Detailed cost estimates for the reconstruction of Jamaica Avenue, from 70� Street South to Military Road,
have been prepared and are included in the Appendix. All costs are based on anticipated unit prices for the
2014 construction season, and they include an additional 30 percent for indirect costs associated with the
project. Costs for required right-of-way and temporary easements along Jamaica Avenue and Military Road �
are not included. An overall summary of the estimated cost is shown below:

FINANCING
The street and utility improvement costs for this project would be financed through the use of a number of
dedicated funds and special assessments. This roadway, which is part of the network of roads that were
addressed in the Major Roadway Special Assessment study, serves a large portion of the East Ravine
Neighborhood One development as a minor arterial. Consequentiy, a portion of the funds to reconstruct this
road would be obtained through special assessments to developments and properties within this area. This
project would also be financed through the use of trunk water main and trunk storm sewer funds. Finally,
Washington County would provide some State Aid funds, as they intend to take jurisdiction of this road from
the City as part of a jurisdictional transfer for Military Road.

RECOMMENDATIONS TO COUNCIL
The proposed improvements in this report are necessary, feasible and cost-effective related to general
engineering principles. The feasibility of this project as a whole is subject to the financial review. The
improvements are necessary to address continued maintenance issues and to serve future development
properties.
The following recommendations are made:
• Adopt this report as the guide for reconstruction of the streets and utilities described.
• The City conduct a legal and fiscal review of the proposed project.
• The City installs the improvements as described within this report, with construction being completed
in 2014.
• The below tentative schedule be implemented for the project.
