NHTSA funds the Data Driven Approach to Crime and Traffic Safety (DDACTS) grant which administered at a state level. The grant request is for the Purchase and implementation of BAIR Analytics Software, a license plate reader system, 100 hours of OT for target specific enforcement and travel and training for the required NHTSA grant implementation. Recently, an opportunity arose to apply for up to $50,000.00 in federal grant funding to purchase crime and traffic analytic software, a license plate reader, targeted enforcement overtime and training. Discussion Officer Matt Foucault is one of two designated traffic enforcement officers deployed this summer to target high traffic complaint areas. Officer Foucault was asked to research grant funding for a license plate reader (LPR) to assist in our traffic enforcement efforts. The traffic enforcement unit to date has been a success and we would like to take advantage of this grant funding opportunity to improve our ability to provide information to the public with crime mapping data and vastly improve our ability to provide accurate statistical data and summary reports and even provides predictive analysis to better target our efforts in crime reduction and traffic safety. Attached you will find Officer Foucault's memo explaining the intended use of the funds should council approve the application and use of the grant funds. Currently there a seventeen MN law enforcement agencies that utilize RAIDS online along with License Plate Readers. This same analytic mapping software is being used by Target Corporation and Wal-Mart's loss prevention divisions. The US Department of Defense utilizes the software for predictions on placement of IED's. It is estimated that continued support for the program would be $4500.00 after the 3 year grant period ends. Recommendation Authorize the application for a Data Driven Approach to Crime and Traffic Safety grant for up to $50,000.00 through the MN Department of Public Safety, Office of Traffic Safety to be utilized for the purchase and implementation of BAIR analytics software, a license plate reader system, 100 hours of overtime for target specific enforcement and travel and training for the required NHTSA grant implementation. �� ,� � . r� . This grant is funded through NHTSA and administered at the state level. The grant is funded to a maximum of $50,000 over an 18 month period. Grant proceeds are to be used for purchase and implementation of crime analysis software and overtime expenses for increased enforcement. The police department seeks approval to mal<e application for this grant process with the following goals in mind: • Purchase and implementation of BAIR Analytics Software-$15,200 • Purchase and implementation of a license plate reader system (patrol car mounted)-$23,050 • 150 hours of reimbursed overtime for target specific enforcement-$8,250 • Travel and training expenses as required by NHTSA for grant implementation-$3,500 BAIR ANALYTICS Upon approval and acceptance of this grant process, the police department would purchase and begin integration of our current records management system (RMS) with BAIR Analytics. When Tiburon is deployed as the new county RMS system, BAIR Analytics will be integrated automatically allowing for real time crime trending and mapping capabilities. As part of the grant process, we would identify "hot spots" within the city that consist of high call volume, either traffic or criminal in nature. This software uses a mathematical algorithm to adequately analyze past data and predict future crimes, the time frame and location. This will allow our specialty units to provide target specific enforcement to each particular area. This software includes a public component that would allow us to place drop down selection criteria on a website for residents to view in relation to their address or location of interest. This grant process would allow funding for the purchase of the initial software package, the ability to import past data (2006-present) as well as 3 years of fully funded maintenance and upgrades. The data is disp/ayed with 8 fields of limited offense information to protect victim privacy. This is a valuable too/ for law enforcement to communicate crime activity to their citizens and the media. LICENSE PLATE READER Through use of the grant proceeds we would also purchase a license plate reader system (LPR) deployable to one patrol car. This system captures license plates as they pass by the system camera and compare them to a stored hot list within the squad computer. When used in combination with the analytics software, we would be able to generate leads on vehicles observed in areas of reported crimes as well as provide instant data mining capabilities for later use. An estimation of return on investment is possible after a limited use time period. Grant funding would allow for full purchase and installation as well as 2 years of maintenance and upgrades. HOT SPOT IDENTIFICATION AND TARGET ENFORCEMENT The third and final portion of this grant is increased enforcement for the "hot spot" locations. Officers would be deployed for 150 hours of reimbursable overtime to offer target specific enforcement activities in an effort to lower crime rates for each particular area. Officers would be afforded the opportunity to use a patrol car, foot patrol, ATV, bicycle, plain clothes or any other means necessary in an attempt to interact with the public in these areas and appropriately effect crime rates. This overtime enforcement opportunity requires a department match at an hourly level but can be attained through straight duty time, By use of the traffic enforcement division and special investigation division, our match requirement would be met through normal duty use; therefore requiring no budget line increase. FINANCIAL IMPACT The DDACTS grant provides funding to a maximum of $50,000 to acquire software for mapping and crime trending analysis. Upon obtaining the necessary software we would be able to adequately map past crimes and utilize a predictability scale to deploy resources to specific areas. Through use of the license plate reader system, we will be able to generate map overlays of the city and correlate them to license plate reads that were obtained from the field.
