Commission Chair Jurgens indicated there was an item pulled from tonight's original
agenda: "Residential Waste Hauler Discussion". L.es Burshten stated, "Late fast week it
was discov�red through discussion with the Council Liaison and Staff, fh�re were some
County meetings �aking plac� that may or may nofi affect what we're talking about and
also some other informatian we are waitmg on, Sinc� we have a full agend�, we

decided to puli that until next manth. It's nofi going away, it's just being put aff for a
month. The first order of business was ta laok at wheth�r it would be a possibility of
adding anather hauler ta the existing fihree we have. There's a lot of information tha# has
to be compiled for this type of report whefher it be hauler rates or some of the laws and
some of the things that have changed from the Legislature. I#hought there might be a
possibi(ity of putting tagether a subcammittee from this group ta look at som� of the
issues that may come up and then to bring all fihis information back.°
Tony stated, "Alsa, from discussions yat► and l had, Les, 1 fihin[c f was fihe ane that asked
for comparison$: Vl/here do the rates we pay in Cottage Grov� compare with other
cities? it's not so easy to come up with that informatiion because th� haulers may
perhaps have introductory rates, they might charge different customers different rates
based on ...incentives, things like #hat, so it might not be as easy to compile fihat
information as 1 had hoped°.
Burshten responded, "I would agree with that and thafi's why when you put these
numbers tag�ther, you have to be very cautious that the numbers are correct. The best
way is to get it from a homeowner, but that's difficult if you are [ooking at ather
communities. Sometimes these numb�rs conflict with ane another and if we're not
putting fihe right numbers out there, that's a real concern of mine. You hav� to be very
cautious when you do that. JefF was on this before and laoked at these things but I will
do'v,rhateVer you are suggesting and also what Council Member O[sen may suggest."
Chair Jurgens asked, "Do you have anything fio add Council Member �Isen?" to which
Olsen responded, "Na." Jurgens further asked, "ls there any discussion from the ofiher
commissioners or task force or subcommittee?"
Commission Member Jeff Podoll said, "I was on the Soiid Wasfie Committee when it
was formed as a subcommitfiee of the Public 11Vorks Commission years aga. [ would be
more fihan Y�appy ta firy and do it again. The only other thing 1 would add as a caveat is
that .,.we have be�n tald before going to a single hauler typ� system, that th� peaple
bidding that would more�(ess undercut the other anes ta get the contract and once they
have the contracfi, fhey wo��ld start fo slowly inf(ate rates. So, with us hav�ng iwo
haulers, ifi keeps it in check where they have to be somewhat cost efFective with what
they do so that wauld be my only thought. Maybe we're nat ready for single hau( yet."
Vice Chair Michael Edman stated, "l would say w� tre�t this #he same way we did the
Pavement Management F�eview. We wauld have six, seven, eight, nine items that w�
feel are important and address each of those items at a separate meeting. I don't think a
subcommitfiee makes any sense. The issues aren't that complex as I understand them.
We already kin� of hit the highlights, the tab[e o� ce�n�enfs of the issues we've been
talking about. I think this body is perfectly capab[e to analyze whether ar not a dump
truck is a thousand or two thousand cars a day on the road and what afFect fhat wou[d

have on pavement management. My understanding is we have three haulers, with only
two optians per homeowner and 90% af our homeowners are al) using the same haufer.
!t's not really our job to decide if if should be a single hauler or three or four haulers. lt
should be samebody's job to make sure there's some sort ofi. aversight to make sure vve
are getting good rates becaus� Pm firying not tc� read between the lines, Les, buf it
sounds like we cafled a bunch of other cities and gat repor�s about what fihey are
charging and they are nat what we were expecting and we're afraid of embarrassing
somebody. �ur job isn't to embarrass p�ople or to not embarrass people. Our job is to
ge� facts. lf [ call a garbage hauler and say, `what is the cost for a 13 gallon garbage
haul residential?' and they give me a quofie, that's public informatian. lf we say our
body is doing a comprehensive analysis of this program, we're goir►g to call you fio give
us a quafie what it will cost for a new h�meowner fo g�t their service, what it will cost for
an existing homeowner, etc. You know, you've gat to be open and honest abouf it and
we'll get the information and any kind of decision that we cbufd recommend #o #he
Council to think about doing and make a recommendation, but its ultimately Council
M�mber Olsen and his colleagues' decision to mal<e. . We can only give feedback, so 1
say give us the informafion, let us think about it and w�'11 tell you what we think and you
guys do what yo« need to do. ThaYs my two cents anyways".
Michael Smith stafi�d, "Mr. Chair, I would concur with the idea of having a separate
commission meeting jusfi to address this; not a subcommittee, just the Commissian itself
having a separate meeting. I think that would be efficient and effecfiive. Podoll added,
"I think 1 agree wifh them too that the first go round �ack then, we were reinvenfiing th�
whe�l and now we're just kind of tweaking it a bit. It shouldn't be that hard and we
shou[dn't have ta redo the whole fhing. L.i{ce I said, the main struc#ure o� the work was
done y�ars ago and now it's jusfi a matter of tweaking it and we'll do what's necessary°.
Bursl�ten s�ated "We have put togather a partial reporfi, we're not there yefi and we're not
trying to hoid anything back from the Commission. At the nexfi meeting we'll be able #o
bring �verything. A couple things did come up in the very late part of last week. As a
matter of fact, this Solid Waste Ordinanc� from the Legi$Iature was surprisitmg to me and
! tried fio explain that ta a coupie of folks and just so yaL� know, we are meefing with the
Caunty tomorrow and that may or may nofi have any impac# on this at alL I wanted ta
make sure before we brought anything forward that we heard from Washington
Counfy's representatives and how recycling affects us or probably won't affect us. We're
told tha# it shouldn't, but we just wanfied to verify fhings like that.°
Jurgens asked if there were any other comments. "if not, 1 guess we'il have a motion to
approve the agenda. Motion made by Commission Memb�r Podo(1, seconded by Vice
Chair Edman, to apprav� the agenda. Motion was unanimously carried and the agenda

A, �oNlaw up on Water Tower Rehabilitation Process — materlal to be
distributed at meeting
I�es s#ated there wasn't much material to distribute adding that staff has been
attempting to mesfi with the consultant for the last few wee�CS, however they were abl� to
set up a meeting for earlier today at 10:00 am. "The water tawer we decided to paint
will be the Meadaw Grass Water Tower, the water tower fihe Public Works Commission
fioured earlier this summer. In summary, a presentafiian was given by SEH on a
Design/Build process and they came forward wi#h some numbers and made a
recanmendation for Design/Build. A Design/Build is a nice way to painfi a water tower,
and we started investigating this thing very thoroughly and very few cities o�F any size,
have gone ta �his approach so we don't knaw if we're wiNing to recommend that just yet.
Whafi we're looking at is a variefy af other options and they do inc[ude a C�esignBuild
option and our RFP option in which confiractors come �ack to us wifih some
recommendations. We coul� do a Best Value, which is somewhaf appealing to us". "1
have no way of knowing those are good numbers because E h�ve nothing to cc�mpare
them to. Just abaut every city that [ knaw has just gone out and bid a wafier tower and
then taken the law bid, f'm nofi necessarily sure that this is the best way to go."
Burshten continued, "One option we are looking at is: Do we want to bid both water
tow�rs at the same time and do one water fower in the fal! and on� water fower that
next spring? We are looking at that and we found if we did samething fike that, th�re's
probably a savings of somewhere around $12,Q00, give or take. There's another option
we are looking af: Bid both water towers and do both the same year. After ta[king to
Finance and also fihe cansultanf, thafi's kind of a touchy deal because ofi weather
concerns. W�'re not suggesting this is �he b�st approach we shauIc� take. Rosevilie is
one of the first to attempt this, a design build. They w�re supposed to send me some
things this afternoan and they weren't on my �mail so 1 couldn't bring those tonight. I
will make a phon� call tomorrow and talk fo the Public Works Direc�or in Roseville fo
see what their process is."
Burshfien continu�d to say "On September 16 or 17th, Hopkins is going to sign the
papers to do twa water towers on a Design/Build process similar to what we're loaking
at. Their project is $1.$ millian and we wanted to look at fhat. �ur goal here is fio get the
besfi job we can and just have something that they'll stand behind. The other thing, Mr.
Edman at the last meeting suggested looking at some sort of a bid �rocess with a Jong-
fierm warranty.11Ve're also looking at those, but whaf we're seeing is the furfihest we can

go out on a warranty is five years, nofi the fien year warranty that w� get with a Design/
Build. There are five or six options Iaid out there and we're frying to come up with
something fhat may be appropriate and we haven't reafly decided, We know we'r�
going to paint fhe West Draw tower, #he ane you toured. We sti11 want to bid the project
fhis year with work to be done next year to get a little bit better pricing. The only thing
we are reafly concerned with in fhafi regard is the antenna users. We want to give th�m
enough notice for thafi sa it doesn't came back to us. We find that most of our natice
requiremenfs are 90 days but we like to give almost a year if we could so w� don't have
any problems."
"Early on", stated Jurgens, "yau were talking abaut th� numbers fhat were in the
proposal and the numbers were a comparisan between their proposal, wh�ch is basically
a mainfienance contract, and what it will cost to just go oufi far bid for �he painting. Thafi's
the numb�r we don't knflw is aecurate or nofi unti[ we actually go out for bid. Thaf could
be way high or it could be way low and that itself cauld have a big impact an how
desirable this maintenance contract might be." Les responded, "That's true. I have
nothing ta compare that to other than the engineer's estimates and it d�pends on who is
interested in bidding. The main thing we want ta do is get a quality contractor at a
reasanable price and that's what our goal is,"
Edman asked, "Can you call St. Paul Park to see what fh�y're paying for tha#? I drive by
it �very day." L�s stated he didn'# know what the cost exac#fy is because that's a smaller
structure than Cot#age Grove Gro�e's,.. "Classic Coatings will be painting that wa#er
tower and we can fin� aut the cost informatian for you."
�ne commenfi for the record, stated Edman, "1 very much enjoyed the tour of the water
tower. [f was very informative, especially in talking about the wires and fihe 90 days
notice. As an attorn�y if you say, 90 days, 1 give them 90 days, but persanally having
seen fhis, it makes sense. Ther�'s a Ic�fi of moving parts and a lot of behind the scenes
stuff. 1 rea[ly appreciafied �hat tour and more type of tours we couid arrange fram time fio
time, the better."
7, PUBL[C UVORFCS UPDATE
A. Budgefi Pr�view — Equipment Replac�menf Discussion
Les reported there will be an All Commission IUt�efiing an Wedn�sday, August 21 at
City Half for a budget meeting that will be open for #he public as well. "We're giving a
little preview tonight, not nearly the depth of what you'I! hear on Wednesday, but will
give you somewhat of an idea of what we'll see an Wednesday pertainin� to requesfied
equipment purchases for 2014 and 2Q'I5."

Gary Orioff summarized the folfowing potential equipment purchase requests:
� 6�Foat Rofiary Mower: This mower is scheduled for r�placement in 2014. It
was ariginally purchased in 2005. Currenfily there is an estimat�d frade�-in
value af $2,000 and the purchase price for new is $29,OQ0.00. This mower is
used in mowing right-of-ways.
Mifce Edman asked if there was a market ofiher than trade in, to which Gary responded
th� equipment is sold an eBay.
Tony Jurgens asked if Public Wo'rks considers swapping equipment back and farkh with
the Golf Course, to which th� Public Works Staff all nodded — yes. Les explained they
work clasely with the Golf Course,

This unit was purchased in 2004 with replacement suggested for 2015. Esfiimated frade-

the 140 ponds throughout the city so we keep it pretty busy." Estimated firade in

Michael Smith asl�ed aboufi the annual maintenance cost of the mowers and Orloff
responded fihis information will be avaiIable on Wednesday afi the �udget workshop.
Edman asked if it's been considered to lease the 4-whe�f drive utifity �ehic[e. Burshtien
responded that it's typicaliy been suggested to purchase rather than lease, however
rrientioned fihe City had, in fact, once ]eased skid s#eers. Edman also asked if the price
included alf the attachments and Qrloff responded #hat Yes, the price included all
attachmenfs mentioned (snow b[ower, V-Plow, mower and broom).

a Multi-Purpos� 4»Wheei Drive Trac#or with Snowplow and Snow Blower
Orlofif explained fihis unit is bi�directional which means you Gan �urn the whole sfieering
whe�i and consol� around so it can be driven from each end. The equipm�nt is very
versatile, with one of its uses c[earing the approximately 57 cul de sacs compared to a
pickup plow, which only cl�ars about 24. The unit is afso used for snow biawing on
Jamaica Avenue to laad snow onto trucks to b� hauled away. This equipment can also
be used to widen trails. Th� current uni# is 1A� years old and estimated trade�in va[ue is
$30,000. Cosf of a new uni# is $150,000.00". Pub[ic Works Supervisor Taylor added
#he unit is used for mawing rough cut areas such as under power lines and around
haiding ponds.
The purchase of a paver will be pushed �ut a few years. The pull--fype paver wi[I

On Wednesday, August 29 another pi�ce afi m�chinery will be reviewed thafi is not an
tonight's agenda. �urshten stated "We have a large vactor truck that we use for sewer
and storm sewer wark. It daes an off-road type of jetting in storm water structures and
pipes. The vactor we own is very (arge and can't fit down fhe number of the trails fihat
we have to get into and as Gary mentioned, we haue '[40 holding ponds that we ar�
required to clean ou# on a 5� year rotating basis and we're finding we can't get the pipes
and things cleaned. As an example, the other day we had a call from a resident who
had a structure in the backyard. These drainage areas have become increasing[y
difficul# for us to get into and cleaned out. Smal[er equipment is needed to get these
jobs done. Currently we try ta f(ush oufi these areas with fire hydrants, but somefimes
we just can't because the distance is too great and then the pressur� we have isn't
enough."

B. Trash Container Storage ��rdinance
Les stated #he only reason this item was included an the agenda was there were same
concerns about trash containers that are visible. "This is a code �nfarcement issue and
Emily keeps up on that the best she can. We just wanted to I�t you }cnow thafi �omeone
in th� City is looking at that."

C. Public Works Open House
Tony Jurgens asked what the date of the open house will be this year to which L,es
responded ifi will be held on Thursday, Sept�mber 19 from 3:OU-7.00 pm. He
enGOUraged anyone who hasn't attended to make sure to do so this year.
8. ENCIN�ER'S REPORT
Harry Taylor nated:
• Deuelopment is accurrmg in the 7p Street and County Road 19 area and the
roundabout is coming alang nicely. The contractor is inst�lling the water main
for the City and are hopefully going to work on the 72" storm sewer next
we�k.
o Woodridge Park lmprovemenfs are pretty much comp(eted.
• The 80 Street Box Culv�rt is about finish�d. Hope#ully fhe sid�walk wi[I be
opened soon. There have been some delays with the proiect with a punch list
that coulc�n't get compieted un�il this springlsummer. The rainy spring we�ther
did not help matters.
o There w�re some crack filling failures in the Pine Cliff 3` anct 4 Additions
that have now been #aken care af. We're looking at some manhole
adjustments far the wintertim� in the Pine Cliff � Addition where we had th�
wedge roadwork. We haven't got the final m�t, just the firsfi liffi and wedges.
� The Wozniak proper#y, narth of 70 is seeing a lot of actian. They've got
almosfi alI of the wafier, sev+rer and utilities in there and are now completing
grading worEc.
. The Everwood Developmenfi will be completing its final addition. This
development is located near the Whifie Pine Senior Hous�ng.

Michael Smith inquired whefher the [eft hand turn from indian Bivd. to County Road 19
wiil be open before school starts. He's concerned about fhe busses that will be trying to
turn there. Harry Taylor responded Washington Gounty is �ware of this and wiEl likely
have this resolved. Council f1/lember Olsen add�d, "Molly from Washingtan County
sent an email to our staff �arlier today a�out that very issue because it is something we
have brought up and we`ve also had feedbac{c from same our Legislative contingent at
the State. The challenge with that projecfi in general is #hat it is not onfy a county
prajeat; it's alsa a 1/1/atershed District Project, and so they've been working closely
together trying ta coordinate�the wark schedul�s and ensure the project gets completed
in a rapid fashion but ye� gefis completed in a high quality fashion and #he County has
been willing fio work 24 hours if necessary fo get fihat done and there's a different
contractar that is working through the Watershed District but I do know the County and
Watershed were kind of comparing notes ta mak� sure that very issue gets rectified
because clearly fihere's just no way thaf wil( work for a school bus and with 2 schools
right there, it's a pretty scary situation_ Sa your concern has been heard and alsa
communicated pretty loudly and I think the County and Wafiershed are working hard fo
get it resolved."
9. CITY COUNCIL. UPDATE
Afmar Villaqe Businesses
Cauncil Member Olsen mentioned, "People are being encouraged to not farget about
the businasses at the intersection of 70 Street and Keats Avenue. They have
experienced a bit af a di� in their traffic because of the road project which of course th�y
expected, but the dip has been fair{y severe for some of them. The good news is
Carbone's, when 1 was there a couple weeks ago, has seen fiheir inside fraffic ciip a lot,
but they made up for that #a a iarge degree with their delivery traffia Some of the others
that are present there ir�cluding �onngards and the nail sa[on, Dennis Brothers Liquor
and the SA gas station -�hey wou[d certainly welcome yaur business if you could find
your way over ther�. I know personalfy [ have been making it a habit to do as much
commerce over #here as I possibly can. I've been encouraging people from my
neighborhood to da that as welL ]t's nat as difficult to get to as you mighf �hink it would
be, you just have to know how to do it. The truth is if you come at it from Indian ar $U
Street down Keats, you can mak� a left hand turn �nd you can be there. lt's that 74
Sfreet issue that has really hurt them."
Budgefi Open Hause
Olsen stated, "I�es mentioned earlier w� do have our Budget Open House an
Wednesday night and Tany reiterated that it starts at 6:OOpm at City Hall. We would
welcome any and all Commission members and the public to come and h�ar abou# th�
budget. Those of yau who have never experienced the budgef process in �erms of the
way that our City manages through a 2-year budget process, it's �robably fairly
enligh#ening. It's a reaf[y rigorous process, It's a lot of heavy lifting mentally, a lot of

long meetings. Our staff gets beat up pretty good because as Council mem�ers, w�'re
obviously trying to squeeze every dime out of them and a lot of the qu�stions yau asked
this ev�ning are questions that we have already ask�d them, so cerfainly they were
�re�ared with gaad answers. We're very fihorough, very strident abaut if this is where
w� want fio be and you need to help us find a way to get there and my hat go�s ofF to
staff ev�ry time we go through this bec�use it's rigorous, it really is."
Reiland Hames Developmenfi
Olsen wanted to touch base with res�ecfi to the Reiland Development that is slated to
take hold up th�re just norkh of MichaePs Point at the mtersection of Military RQad and
Jamaica. "The only thing that is delaying #hat righ# now is fihe contractor when they did
their soil borings didn' really find any issues but when the start�d to a�tually dig in the
ground they hit bedrock pretty quickly so they've got ta bring in some fill material fio
make sure they have a solid base for building and one of the things we talked about in
our budgef canversafion last week was the Jamaica Road Construction Praject fihat we
were waiting to do. Because we knew fihat development was going to occur and what
we'ue fearned is fha# it probably mak�s th� most sense to do that reconstruction projec�
in 2015 because not only will Reiland be working and doing fhe development on their
side of the road bufi ifi sounds as though fhere's a very interested development who is
close ta a deal on the other side of the road so we want to make sure w�'ve got a raad
they can utilize and beat up until they are kind of done with their major heavy work and

"The last thing I want to tr�ention", stated Olsen, "is thafi the EDA recently had their golf
fournament at River Oaks, including peopie who are looking at the Ci#y as a pofential
place to settle in for business purposes and fhey had a wonderful t�rrnout this year_
There was a great dinner afterwards. Feedback was that it was the b�st run
tournament they had ever attended. l want to thank our EDA stafF, Danette Parr and
her assisfiant, Mace and Robin Roland and the rest of the staff who rea(ly put fiheir besfi
foof forward ta make this a really neat event. The reason I bring it up is because there
is a dotted line impact on you because as we encourage th�se people to come �ha town
and participate in this tournam�nt, a lafi af busin�ss gets done and a lot af interested
parties who are looking at Cottage Grove as plac� for hame development or business
growfih come to this tournament and they meet the statf. My suspicion is you are gaing
to hear a lot more from some of thes� folks ouer fihe next �2 manths ar so because the
market has heated up far us quite a bit."

Jeff Podoll sta#�d, "It seems to me li[te 10-15 years ago, the 70 Street realignment i�vas
being talked about and at that time, fihe County was inferested in taking over norfih
Jamaica. ]s that still in the works?" Les gurshfien responded that this is going to occur,
however some things must be updafied before the County will take it.
Chair Tony Jurg�ns stafed, "Last month when we voted on the Winter Parking Ban, I
don't remember seeing that on the Council Agenda." Olsen responded that #he item
will go first to the Public Safety Commission and then will be given to the Council for
consideration,
Podoll commented he noticed on th� Council Agenda fihere were same potential
improvemenfs to �e done to the Public Works Facility and he was wondering whafi that
was about. Harry Taylor respond�d thafi this had td da with the NPDES and upgrading
the drainage from the PW facilify.

ls there a reason why these are hand delivered versus mailed? Les Burshten
responded �hat the packets are �inalized on the Thursday prior to the meeting and we
like to ge# the information to members in a tim�ly manner. Justin Olsen stated, "One of
fihe things we are trying to do as a City is trying to be mare environmentalEy conscious
and also cc�nscious with r�spec� to paper so 1 wasn't awar� you were sfii(1 getting #hase
at your house. I fihoughf you just got them via emai[. The intent was to read the packet
afi your home online and when you arrive at City Hall, fihere is an iPad that ean be
utilized. No paper needs �o be shu�Fled. Some people prefer pap�r and that's OK too.

stopped on the way in by a citizen who asked if fhere was an open forum par� of our
m�efiing and I said, No, no one has acfivally showed up that wanfed to talk to us, My
question is, is thaf something we should add fio our agenda to give the public an
opportunity to talk? If so, how do we want to handle that?"
Edman stated, °We were joined in a meeting with the fMTF Pavement Management
people I believe, and we had a gentleman come to one of those meetings. Can'fi
remember his name, H� had pictures of an aspha[t probfem to talk abou#. I think we
didn't give him a chance to talk but we did make note. I thin[c if we move forward with
fihe garbage topic that might get some people interested and we should have the ability
to lef people talk or make submissions. 1 don't know if we need to go thraugh the
motions, an agenda item for an empty room. lf someone is here, we shouid allow them
to falk."
