COUNCIL ACTION REQUEST:
Consider approving requests for stop signs at 83rd Street and Jergen Avenue and at Hillside
Trail and Jenner Lane.
STAFF RECOMMENDATION:
Adopt the resolution approving requests for installation of stop signs on 83rd Street at its
intersection with Jergen Avenue and for installation of a four-way stop at the intersection of
Hillside Trail and Jenner Lane.

Avenue and Hillside Trail & Jenner Lane
Backqround
The City of Cottage Grove has recently received stop sign requests for two intersections in
the neighborhood south of 80 Street and west of Keats Ave. The first request was for the
intersection of 83 Street and Jergen Avenue. This is a 4-leg intersection with no stop
control on either street. The request is for stop signs to be placed on either 83� Street or
Jergen Avenue. The second request was for the intersection of Hillside Trail & Jenner
Lane. This is a 4-leg intersection, with existing stop control on Jenner Lane. The request
for this intersection is for stop signs to be installed on Hillside Trail, making it a four way
stop.
Discussion
83 Street & Jergen Avenue
The City of Cottage Grove sign policy states that "It is difficult to clearly determine which
vehicles are required to yield at a 4-leg intersection. Therefore, all 4-leg intersections will
have stop control on the minor street. If the intersection is of two local roads,
determination of the road to stop will be made by reviewing the surrounding roadways".
Following the policy, stop signs should be placed on one of the streets in this intersection.
A 24 hour traffic count was taken for all 4 legs of the intersection starting on September 23,
2013. Analysis of the traffic count shows the majority of traffic flows from the western leg
of 83` Street onto either leg of Jergen Avenue, or the opposite, from either leg of Jergen
Avenue onto the western leg of 83� Street. Relatively few vehicles travel through the
intersection on 83� Street. This would indicate that stop signs should be placed on g3`
Street. If the stop signs are installed, "traffic control change ahead" signs will need to be
installed on all 4 legs of the intersection, along with flags on each of the new stop signs.
Barrels would also need to be set up in the center of the street with temporary stop signs.
Hillside Trail & Jensen Lane
This intersection currently has stop signs on Jensen Lane, which is the minor street, so the
sign policy is met. A field review was completed, which identified other physical
characteristics of the intersection that make consideration for a 4-way stop necessary. A
horizontal curve on the western approach, in conjuncture with a steep vertical curve on the
eastern approach of Hillside Trail limits the sight distance of vehicles. This creates a
hazard for traffic on Jenner Lane, as they cannot see traffic approaching from the east on
Hillside Trail. The higher traffic volumes on Hillside Trail only compound the problem,
making it very difficult for vehicles on Jenner Lane to proceed safely through the
intersection, or to turn onto Hillside Trail. Also, residents on the south side of Hillside Trail,
immediately west of the intersection, are not able to see traffic coming through the
intersection when leaving their driveways due to the horizontal curve in the road. Stop
signs on Hillside Trail would help mitigate this hazard as well. If the stop signs are
installed, "traffic control change ahead" signs will need to be installed on all 4 legs of the
intersection, along with flags on each of the new stop signs. Barrels will also be set up in
the center of the street with temporary stop signs. Stop bars and "stop ahead" signs
should also be installed on Hillside Trail, due to the higher traffic volumes.
Secondly, traffic on Hillside Trail was observed to drift towards the center of the street,
which creates a hazard when approaching the vertical curve & intersection. To help
resolve this issue, centerline double yellow striping should be installed on Hillside Trail,
approaching the intersection from both directions. The vertical curve and limited sight
distances can be seen in the attached photos, along with an intersection location map.
Traffic control changes are not typically made close to or during winter, due to the difficult
driving conditions and the barrels with temporary stop signs interFering with snow plowing.
If the stop signs are approved they would need to be installed promptly, giving motorists
enough time to adjust to the change before the winter begins.
Recommendation
83 Street and Jergen Avenue
It is recommended the City Council approve the placement of stop signs on 83� Street, at
the intersection of 83� Street and Jergen Avenue, along with the following traffic control
measures:
• Temporary "Traffic Control Change Ahead" signs on all four legs of the intersection
• Temporary Flags on the new stop signs on 83 Street
• Barrels in the center of the street with temporary stop signs
Hillside Trail and Jenner Lane
It is recommended the City Council approve the placement of stop signs on Hillside Trail,
at the intersection of Hillside Trail and Jenner Lane, along with the following traffic control
measures.
•"Stop Ahead" signs on both approaches of Hillside Trail
• Stop bars on Hillside Trail
• Centerline double yellow striping both directions on Hillside Trail
• Temporary "Traffic Control Change Ahead" signs on all four legs of the intersection
• Temporary flags on the new stop signs on Hillside Trail
• Barrels in the center of the street with temporary stop signs

RESOLUTION NO. 2013-XXX
A RESOLUTION APPROVING STOP SIGNS FOR THE INTERSECTION
OF 83RD STREET SOUTH AND JERGEN AVENUE SOUTH AND
THE INTERSECTION OF HILLSIDE TRAIL SOUTH AND JENNER LANE SOUTH
WHEREAS, the City of Cottage Grove received requests to install stop signs at the
intersection of 83rd Street South and Jergen Avenue South; and
WHEREAS, the City conducted a 24-hour traffic count on all four legs of the
intersection of 83rd Street South and Jergen Avenue South; and
WHEREAS, analysis of the traffic count indicated that stops signs should be placed on
83rd Street South at its intersection with Jergen Avenue South; and
WHEREAS, the City of Cottage Grove received requests to install stop signs at the
intersection of Hillside Trail South and Jenner Lane South; and
WHEREAS, a field review was completed on the intersection of Hillside Trail South and
Jenner Lane South, which identified physical characteristics of that intersection including a
horizontal curve on the western approach in conjunction with a steep vertical curve on the
eastern approach of Hillside Trail South that limits sight distance of vehicles and creates a
hazard for traffic on Jenner Lane South; and
WHEREAS, these conditions make consideration for a four-way stop at the intersection
of Hillside Trail South and Jenner Lane South necessary.
NOW THEREFORE BE IT RESOLVED, the City Council of the City of Cottage Grove,
County of Washington, State of Minnesota, approves the installation of stop signs on 83rd
Street South at its intersection with Jergen Avenue South.
BE IT FURTHER RESOLVED, the City Council of the City of Cottage Grove, County of
Washington, State of Minnesota approves the installation of a four-way stop at the intersection
of Hillside Trail South and Jenner Lane South.
