CALL TO ORDER — Mayor PLEDGE OF ALLEGIANCE ROLL CALL — City Clerk ADOPTION OF AGENDA 2. PRESENTATIONS *A. Agenda Item Removed. B. Presentation by Washington County on 70 Street striping and lane configuration. C. Presentation by SD833 Superintendent Jacobus. 3. APPROVAL OF MINUTES A. August 7, 2013 Special Meeting. 4. CONSENT CALENDAR A. Accept and Place on File the Following Minutes: i. Public Works Commission Meeting Minutes from August 19, 2013. ii. Planning Commission Meeting Minutes from August 26, 2013. OCTOBER 2, 2013 AGENDA Cottage Grove City Council B. Consider authorizing issuance of a temporary intoxicating liquor license to the Cottage Grove Lions for a fundraising event on October 20, 2013, at Hope Glen Farms, 10276 East Point Douglas Road, to benefit the Friends in Need Food Shelf. Staff Recommendation: Authorize issuance of the license. During the required background investigation, no facts were found that would constitute a basis for denial of the application. C. Consider authorizing issuance of a single occasion gambling permit to the Cottage Grove Crime Board to conduct a raffle at the Almar Business district, County Road 19 and 70th Street, on October 26, 2013. Staff Recommendation: Authorize issuance of the permit. During the required background investigation, no facts were found that would constitute a basis for denial of the application. D. Consider authorizing issuance of a single occasion gambling permit to Nuevas Fronteras Spanish Immersion Parent Teacher Student Organization to conduct bingo at 7830 80th Street South on November 15, 2013. Staff Recommendation: Authorize issuance of the permit. During the required background investigation, no facts were found that would constitute a basis for denial of the application. E. Consider authorizing issuance of a single occasion gambling permit to the East Ridge Athletic Association to conduct a raffle and bingo at River Oaks Golf Course, 11099 Highway 61, on November 16, 2013. Staff Recommendation: Authorize issuance of the permit. During the required background investigation, no facts were found that would constitute a basis for denial of the application. F. Consider passing an ordinance amending Title 6, Chapter 2, Section 1 of the Cottage Grove City Code relating to on-street parking, and consider adopting a resolution authorizing publication of the ordinance by title and summary. Staff Recommendation: Pass the ordinance and adopt the resolution. G. Consider awarding the contract for the Low Zone Booster Station Construction Project to Valley-Rich Company, Inc. in the amount of $94,900.00. Staff Recommendation: Adopt the resolution awarding the contract. Valley-Rich submitted the lowest of two quotes received. H. Consider approving the Assessment Appeal Waiver Agreement for Lots 24 and 25, Block 3, Homestead at Highland Hills Improvement Project between the City of Cottage Grove and Thomas and Nicolle Hren. Staff Recommendation: Approve the agreement. I. Consider approving requests for stop signs at 83 Street and Jergen Avenue and at Hillside Trail and Jenner Lane. Staff Recommendation: Adopt the resolution approving the requests. 5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES A. Receive response to previously raised Open Forum issues regarding VFW Charitable Gambling Contributions and City of Cottage Grove Gambling Fund Expenditures. Staff Recommendation: Receive response. 6. PUBLIC HEARINGS A. Hold the public hearing for the Hinton Avenue Reclamation Project, and consider adopting a resolution adopting assessments for the project. Staff Recommendation: Hold the public hearing and adopt the resolution. B. Hold the public hearing for the 2013 Pavement Management Project, and consider adopting a resolution adopting assessments for the project. Staff Recommendation: Hold the public hearing and adopt the resolution. OCTOBER 2, 2013 AGENDA Cottage Grove City Council 7. BID AWARDS 8. UNFINISHED AND NEW BUSINESS A. 1. Consider approving a variance to allow for a 1,080 square-foot detached accessory structure at 6192 65 Street as a conditional use. 2. Consider approving a conditional use permit allowing oversized accessory structures at 6192 65 Street, which is within the Metropolitan Urban Service Area (MUSA): Option #1: If Council denies the variance, consider approving the CUP to allow for a 520 square-foot accessory structure in addition to the existing 2,480 square-foot accessory structure. Option #2: If Council approves the variance, consider approving the CUP to allow for a 1,080 square-foot accessory structure in addition to the existing 2,480 square-foot accessory structure.
