Residential Solid Waste Hauler Reporfi
At the September 16, 2013 Public Works Commission meeting, the commission �oted ��2 to
respecffuliy reject th� s#aff recammendation (vote against expanding the number af residentiaf
waste haulers that the City currently licens�s) and recammend the �ouncil explore fihe
question of single hauler (Qrganized collection) or additional hauler not inconsistent with this
report and also encourage staff to generat� mare data so City Cauncif can make an informed
decision.
Staff's repor� focused on the original motion from City Council to consider expanding the
number of residential wasfie haulers that the Gity currently licenses.
A presentation will recap the report at the workshop. Staff is looking for direction from City
Gouncil on this topic. There is a legal proGedure that needs ta be followed if organized
collection is the decision of the City Council.
Attached is the residential solid waste hauler repork, a memo from the City attorney regarding
organized collecfiian and past Public Works and City Council minutes regarding solid waste
hauling.
Was�� Hauler Report
As a City, there are many different options that Can be discussed regarding the residential
waste hauling topic. As per City Councif, the reques'� was to lool< int� expanding the number of
residential solid was�e haulers, Curren�ly, the City ordinance only allows for 3 licensed
residentia( haufers. The fihree haulers are 7ennis Sanitation, Tennis Bro�hers Sanitatian and
Waste Management. Staff conducted research on the impact residential solid waste, yard
waste and recycling truCl<$ have on streets and surveyed haulers prices in the cities around
Cottage Grove. At the September �.6, 20�.3 Public Works Cammission meeting, the commission
voted 3-2 to respectfuily reject the staff recommenda�ion (vote agains� expanding the number
of residential waste haulers that the City currently licenses} and re�ommend the Co��ncil
explore the question of single hauler ar addi�ional hau(er, not inconsis�ent with this report. And
also encourage s�aff to generate more �ata so City Council can maf<e an informed decisian.
Impact on Roads
Cottage Grove has . a unique solid waste hauling system. While only aflawing 3 residential
haulers in town, the City is abfe to limit �he amount of trucics on the streets. With co(lection,
there are 3 trucl<s per hauler, one far recycling, one for garbage and ane for yard waste, A
benefit to having T�nnis Sanitation and Tennis Brothers Sani�ation in aur City is that the
companies do not averlap routes. �"hose two companies, combined, only put 3�rucl<s on a
single road in a weelc. With Waste Manag�m�nfi, Tennis Sanitation and Tennis Brothers
Sanitatian, onfy 6 r�siden�ia) hauling trucics drive on any given roadway in Cottage Grove.
Cdttage Grove residenrs may be saving money by not havir�g to pay increased road repair costs.
Woodbury, for instance, has 7 haufers. This equals � total af 2�. garbage, r�cycling and yard
was�e truc!<s traveling down a single road if there were 7 residents, each using a different
hauler. The Minnesota Department Qf Transpor�ation uses a formula stating one garbage trucl<
is equal to �.,000 car trips, Using that formula, Woodbury's roads experience an es�ima�ked
21,000 extra c�r trips compared to only 6,000 in Cottage Grove. This may have a positive impact
on our City's raads as stated later in this report.
The follawing information was obtained from a report fiitled, "Analysis of Waste Co[(ectian
Service Arrangemenfis." This documertt was prepared by �oth infrastructure & Environment for
the Minnesota Pollution Con�roi Agency in 2009,
Accarding ta i:he Minnesota Pollution Control Agency, a report completed in June of 2009,
"Anaiysis of Waste Collection Service Arrangemen�s," states �he road infrastructure does, in
fact, tal<e a be�ting from residentia[ garbage trucics. The term "�quivalenfi Single Axle Load" ar
(�SAf.) is used ta compare the raad impact of one type of vehicl� to anoth�r An ESAL factor of
1.0 is appli�d t� a trucic with 18,000 pounds per axle. A typical passenger car is report�d to have

an �S,WL factor of 0.0007 or 0.0008. A garbage truck can have art ESAL as high as 1.6 or 2,286
cars. Hawever, most references in different reports piace the car equivalents for garbage trucks
lower, at a range of 857 to �.,�29. The Minnesota Department of Transportatian uses a�Formula
providing one garbage trucl< is equal to 1,000 car trips.
A study done by �the University of Michigan Transporfiatian Research Institute in �.992 is ci�Ced
routinely in several of the reports regarding impact of g�rb�ge trucl<s on roads, This report
stat�d, "Fati�ue Damage to Rigid and �lexibfe Pavements" is mos� directly de�ermined by
maximum axle loads anci pavem�nt thicl<ness. This report also shows tha� repeated s�arting and
stopping will increase the damage to streets by 50% to 100%, 7his, of course, all depends on
the speed of fihe trud< and the weight of �he load being carried. When garbage trucl<s have
fewer s�ops on a route, they tend to be going fastsr in between their stops, whereas a garbage
trucl< with a lot of stops creeps up ta �he next picl<-up, reducing the impact on the road.
The City of Falcon Heighfis comple�ted the study, "Organized Collection" in 200A�. The City
dev�loped estimates of the percentage of raad im�ac�s due to garbage �rucl<s versus typical car
traffic in a range of streets with different traffic frequencies. A heavily traveled area with vnly
one garbage trucl< provided only an estimated 7.79% of impact from a garbage trucl<. In a low
traffic afley, with five garbage trucks using the same alley, the perc�ntage of road impacts
attributable to garbage frucl<s was estimatecl as high as 85,96%. Furtherm4re, the streets and
alleys that receive the mos� dr�ma�ic impact are those that get the least amount of vehicle use
such as residential streets.
The City of Raseville completed research on the impact af road main�enance costs in 2002.
They estimated the cost to reconstruct one mile af a seven-ton street at appraximately
$500,000. The Raseville engineer believes �rhe roads in Rosevill� would last 5 ta 10 years longer
if garbage trucic traffic was limited from their current syst�m o�F eig�t haulers. Roseville sta�ed
the reduced road maintenance was estimated �o save the homeawner $20 to $40 p�r year.
This equates to a$188,000 to $376,000 savings per year for the City of Roseville, a city of 9,4Q0
singie family households.
According to th� "Analysi$ c�f Waste Collection Service Arrangements" report done in 2009, �he
City of Oa(cdale estimated that changing �From five haulers to one hauler would conservatively
represent a 4% annual s�reefi maintenance cost s�vings, with the City averaging $3 milli4n f4r
annual raad maintenance. The Ci�y of Oalcd�le estimates'�he savings at a minimum of $�.20,000
�o c�ver $�00,000, per year, in bng �erm maintenance costs,
Public Worl<s tool< 5 residential traf�ic counts in random locatic�ns within the City. This was to
obtain a better idea of how much garbage, recyc[i�ig and yard waste truc!<s impact the
residential roads in Co��age Grave. These coun�s were t�ken by staff in October of 2013. The

counts far one day ranged anywhere from 3Q2-229 vehicles. Staff then estimated the number
of vehicles down �hose roads in a given wee!<, Staffitook that number and added th� estimated
6,OQ0 car trips using the �. garbage trucl< equals �.,000 car trips �Formula fram MNDO7 for our
current hauling sysi:em. After analyzing these numbers, staff faund that on average, the
estimated percen� of impact on the raads from garbage, recycling and yard waste trud<s
equa�es to 85%. This number doesn't �al<e inro effect any bigger trucl<s or buses that would be
traveling ddwn the residential streets. StafF then added anather haufer to the weel<fy caunt. �n
average, tl�e estimated percent of impact due to 4 haulers eguat�s to 90%. Staff then compared
our curren� system of � haul�rs to the proposed 4 hauler system. On average, staff fo�and the
es�ima�ed p�rc�nt increase in impact on the roads if the City were to move from 3 haulers ta 4
wfluld be 4�%, Overall, adding another hauler is estimated to increase the impact on residentia!
roads by an average of 9-3%. Table 1 displays �his in�ormation.

In consideration of all of the aforementioned information, it is perhaps safe �o say garbage,
recycling �nd yard waste trucl<s may, ln fact, have an impact an the road infirastructure. Adding
ahother hauler to the mix would Qnly increase the impacfi on Cottage Grove roads by an
estima�ed 43%. Although, adding another hauler may bring ►nore competition and se(ection for
residen�s, it may no� be worth the Eong-term main�enance costs that could be associated with
the addition. Using MnDOT's formufa stating one garbage truck equals �.,000 c�r trips, Gottage
Grove would be adding an approximate 3,000 car trips to their roads every weel< if another
hauler is added, Yes, garbage and recycling rates are fower in Woodbury, West St. Paul and
Eagan but they have either 6 or 7 haulers in town That does, in fac� have an impact on their
road infrastructure and is adding an approximate �8,000-2�.,000 extr� cartrips on their roads in
a given weel<. ff Cottage Grove were ta add another license, i� is possible �that mare than one
hauler wouid be interested in the license.

This shows the tota) active accounts for each hauler based on their 20�.3 license renewa[. Just
about 95 percen of the tatal active accounts are with Tennis Sanitation and Tennis Brothers
Sanitai:ion. 7he City curren�ly does not have a problem with an overv,rhelming amoun� of
haulers as the ardinance limits them �o three, Another benefi� ta our system is r�sidents stifl
have a choice in haulers if fihey are unhappy wifih one. Another positive is �he City does not
have to deal wi�h bifling issues, service cancellatian or unhappy custamers Las�ly the garbage,
recycling and yard waste trucics on any giuen street are already a iow number compared to
other cities around Cottage Grove. ft should be noted that Tennis Brothers Sanitation and
�
Tennis Sanitati�n do not averlap routes which also cuts the amount of garbage, recycling and
yard waste firucks on the road down from 9 to 6 per week.
Waste Hauler Rate Results
Was"#e Nauiers and ci�Cies were contacted regarding garbage and recycling rates. The rates were
split up into two categories: base rate and full rate. The base r�te does nat include taxes, fiees
or gas surcharges. The full rate is the total amount a resident pays. Alsa documented was the
number of haulers a Ci�y has and the �type of systerr►. �v�ry effort was made to obtain acci�rate
numbers. This was very difficult as many things vary when asl<ing waste haulers for their price.
Various special offers, contrac�s or introductory rates may have been used. For example, after
calling one hauler and get�ing their bas� rate it was different from the rate '�hat was written
down on their license'renewal, This is just one example of how rates can vary from resident ta
resident. Ano�her example can be lool<ing at differ�nt hauler's bills sent ta cus�omers. This was
cfone for a few haulers in other cities, 7he price the haulers gave the City of Gottage Grove was
i:he same for some haulers and for others it was different. This is another exam�le of
introductory offers and confiracts that can be offiered"�rvhich change the price. When perfarrning
this study, al[ ef�or�s wer� made to compare apples �o apples but there are a Io� of factors �hat
could have affected �khe numbers. The averages fnr citi�s around Cot�age Grave and cities with
a singie hauler can be s�en in Table #6 at the end of the report.
The average rate in Cottage Grove does not accurately reflect wha� residen�s are really paying,
Tenrtis Sanitation and Tennis Brothers Sanitation hold afm4s� 95 percent of the accounts in
town whil� Was�e Man�gement only has about 5 percenfi. Waste Management does have a
significanfily higher full rate price than Tennis Sanitation and Tennis Brothers Sanitation which in
turn increased the average rate for Cottage Grove on the spreadsheet, Since both Tennis
companies have the same price, staff toal< th�t full rate and multiplied it by the n�arnber of
accounts i1: halds for each type of gallon service and did the same with Waste Managen�ent,
StafF then toolc those numbers and adcf�d �them up and divided by the total numb�r of accounts
in Cottage Grove to ge� a more accurate average for Cott�ge Grove residents, The following
table represents the data,

With this data, staff suggesfis the commission vote against expanding the numiaer of residential
solid waste hauiers in the Gity. There is not much of a difference comparing our city average to
other cities. The ra�e Cottage Grove resideni:s are paying is campetitive. Allowing jus� one more
licensed residential waste hauler would add an approximate �,000 extra car trips to the road
every weel<, 7he reason why the ordinance was pu� into place was to limit the amount of trucl<s
c�n �he road.
Different Residential Urban 1Nas�Ce Wauling �ptians
There are i;hree main options for waste hauling; open, limifi�d and organized. Open collaction is
an apen system where there is no (imit on haulers throughout a City collecting waste. L.imified
colfection is aur curren�C system, where there is a limit tp residen�iai haulers that Gan collec�
waste throughout the City. Lastly, there is organized collection. This is when haulers can only
pic!< up fram certain parts of the City. Qrganizad collectian may also f�e a sin�Ie hauler. That is
when one haul�r fs contracted with the Cityfor a period of time and has all residential wasfie.
When wanting to consider moving from an open sysfiem t4 an organized system there are
procedures in place that need to be foflowed. The council mus� formally decide th�t if wants to
begin the process for investigating arganized col(ectian, There is a new process required when
�
moving from an open system ta an arganized system, The licensed haufers within the City have
the first chance to negotiate a contract to arganize witihin the Ci�y. lf there isr�'t an agreement,
a committee can be formed to create an agreement. There are many more legal req�.�irements
'�hat need to be made prior to maving to an organized system. A mema from the attorney is
atfiached stating what needs to be fflllowed,
Nearfy 3fl percenf of the communifiies in Minnesata have organized municipal solid waste and
recycling collection systems compared to 72 percent nationally according to the Mfnnesota
Pollution Contro! Agency. The City of Maplewood expects to save their residents an es�imated
�..1 million dallars according to the published rates and an esfiimated 1.6 milliat� dol(ars city
wide per year after their switch to an organized system,
Another aspect that needs to be considered is recycling in Washington County. The county is
currently in the process of char►ging the scorecard which affects how much maney the City
receives from the counfiy. The proposed changes are set to tal<e effect in 20�5 with funding
being based on 2014. The caunty is puttin� more emphasis on recyc�ing and trying to get more
accurate numbers from haulers. Nothing has been approved ye�, but the draft scor�card has �
options fior the City of Cotta�e Grave. The first option is to set specific requirements in the
hauler license such as: weel<ly recycfing collectidn, single sart recycling callection, callection of
standard list of recyclables and prnvide the recyciing cost �o residentia! customers once per
year. Option numb�r two is ta contract the recycling collec�ion. Optian number three is
organized solid waste and recycl[n� coflection. The county has stated that if both recycling and
solid waste ar� organized throughout a City, the City wili receive mare money �rom the county.
The amoun� of money �Chat Gottage Grove would rec�ive is still ta be defiermined bythe county.
On� of�hose aptions n�eds tfl be accomplished and even fihough it's mos�ly recyding, this has
an effect on residential solid waste as well,
Gonclusion
The addi�ion of ano�her hauler doesn't seem ta m�C<e sense. Adding anather hauler could oniy
increase the damage to our roads, increase emissions, decrease aesthetics and possibly create
more safety h�zards, Even �hough it might make competition lower and bring the price down a
little bit, the impact another three trucl<s could have on c�ur roads may cost more in the fong
run.
The curr�n� system has a littl� bit of organized collection to it wifihou� actualiy having the title.
Cottage Grove has set a limit to the number of residential haulers that can cal[ect in the Ci

trucics. The reasan the change was made to the ordinance allowing 3 haulers was to reduce the
impac� on �he roads, Adding another ha��ler would add an appr4ximate 3,000 extra car trips �o

the roads per wee!<. Another reason why the system worE<s is essentially there are only �
haulers. Tennis Sanitation and Tennis Brothers Sanitation do no�C overfap their routes which is
estimated to lead ta less road damage. However, i� may be hard to (<eep tracfc of which
residents have a licensed garbage hauler with our current sys�em. According ta staff figures,
roughly �.7% of the residential structures do not have a licensed garbage collec�or.
l.as�ly, Cottage Grove's rates aren't that much more when compared to the average of all other
cities. 5taff vvas able to get a more accurate average Icnowing exacCfy how ►'nany accoun�s each
haul�r h�d in tawn. The City is within 1 da{lar of th� average rates for 2 out of the 3 containers.
Adding another hauler fia the mix would nafi dramatically change these numbers and cvun�er
act �he impact the additional trud<s wauld have on th� roads. Wi�h fihe �raffic cou�its that were
perform�d. Staff was able �o estimate �hat with the addition of another hauler, the impact to
the roads would increase on average by ��%. With that, staff suggests the Council vote against
expa��ding the number of residential solid waste haulers in the City.

Edman s�ated, "I would make a motion thafi we would not adopt staff recommendat[on
{vdte against expanding the number of residential wasfe haulers that the City currently
licenses) and that basically, we add a recommendation. f would recommend that the
sfaff continue to gather dafia. Based on some of the data commissioners have had
about specific wea� and t�ar on the raads and because [ think more da�a will make it
easier for IVIr. Thiede and his coll�agues to m�ke a good decision, but I would
recamm�nd they look at it. 1'm not reafly leaning one way or the other. I recommend
you da on� hauler. I think Cauncil n�eds to look a� it. These numbers are very
interesting, I'm inclined to lean single hauler actuaily, but I think there's more data that I
would like to know. Lang story shork, Mr. Chair, f would move that this Cammission
reject staff's recommendation and recammend this be moved on ta Council far furth�r
consideration consisfient with the repor�s and camrn�nfis made."
"Is ther� a secand?" asked Chair Tony Jurgens. The mation was seconded by
Commission Member Forshee.

Cammission Member Jeff Podo11 stated, "Michael, I tend to agree with you that a single
haul�r is whafi we'v� got now for all practical purposes, but the additianal cosfi wou[d be
barne by having a single hauler from what staff has tald us befor�. (f we ar� going to
take on the billing and all thafi would be more expense incurred by the City. Whaf fihat
magic number is, again I don't knaw if t�ey figure that infia Hastings or what a hauler is
hauling naw. Thafi's figured into the rate but 1'm guessing ifi probably isn't, it's what the
contract is fior. I think if we're going fio look afi something like fihat, we shauld, if ifi is
possible, find out what kind of cast is incurred by fihe City fnr implementing it and putting
it on your water bill every month, ifi that's a good deal or not".
Jurgens quesfioned, "Adam do you knaw in th� information you provided, the cities that
have single haulers, da these rates include ... or are th�re charges that the cifiy adds
onto the bill to couer fhose costs and are those reflected �n those numbers?." Adam
Mashier responded, "These numbers shown are the fina[ cost ta residents. From my
knowfedge, 1 do not believe that any of these cifies take on the billing themselves. 1
believe that they are al[ contracted through the hauler themselves. They (the cifiies)
don't want to deal with fihe billing so they contracted that in the price with the haulers."
Jurgens stafied, "So, we can'fi make a determination today. Th�t would be a decision
down the road that may or rnay nat include billing, Any other discussian? There's a
motion an the table then to reject the staff recommendation".
Edman stated, "I respectfully reject fihe staff recommendafion and recammend the
Council explore the question of single hauler or additional hauler, not incansistent with
th�s report. And 1 also encourage them to continue to have staff generate more data so
fihey can make an informed decision".
Council Member Thiede stated, "My comments are: first of all, 1 fike having a choice
even if it's a chaice betvueen two. On the oth�r hand, I don'f want 7 trucks, 7 different
haulers �atentially up to 3 firucks e�ch driving down my street at 6:00 in the morning
wh�n I have my windaw ap�n �rying to sleep. I don't know what the exact impact on fihe
r4ads is, but common sense t�lls me more trucks, more impacf, whatever that m�ght be.
[n also looking at the data, in order fia get the lowest rates, it appears you either need to
hav� the single haul or a lat of compefii�ion. So, those are my camments, thaf's my
feeling. My comment is thafi if somebody wan�s to hand me 6� dollars a year, i'll fiake it,
but I don't know how much time I'II worry about spending 5 bucks a month. Now, that's
just me and there a lot of citizens and you multiply that out, thaYs a lat of maney.
P�rsonally as a citizen, it's not a ton of rnoney. Agair�, Commissioner Edman, if you
want ta give me 60 bucks 1'll take it."
"[ have no way of knawing this", stated Edman, "but I suspect there's a percentage, a
large percentage of peaple without a hauler that are making decisions how to ge� rid of
the garbag� one way ar another."
Jurgens asked, "Any other discussion? A11 right, all in favor of #he motian say aye.
Motion was carried 3 to 2. Jurgens clarified, "Was that the recommendation or will you
make any other r�comm�ndations �For th� Cauncil to consider?" Edman responded this
seemed pr�tfy clear, however, add�d, "St. Paul Park has two haulers and they �re
lower. Everyane else has five or six. ! would nafi make a motion Mr. Chair, bufi for #he
recard state, it's not my intent or objection to r�opan fhis sucker up to like half dozen or
fien haulers. I don't think thafi's necessary. I just .,.something fia move us from the
outside highest number would be fine and dandy. Ev�n if you add one, what is the
process far doing that? That's Mr. Thi�de's job. Both ways, what we could say is
once the CounGil has kind af got th�ir head around it, bring it back to us for some
feedback an fhe two different option� that they come up with. An affordable option fhey
come up with mor� defined agenda and role in process and we could give them our
opinion an that. I know a lot more about garbage hauling today than l did an Thursday."
Jurgens asked, "Council Member Thiede, da you have any questions, do you have
anything you want to ask or any comments or opinions?"
Thiede responded, "1 guess there ar� twa things going and obviously whether w� have
exact specifics, we know when we reduce the amount of trucks on fihe road, fihe b�tter,
so that would actually suggest the fewer haulers we go with, the better, but then at th�
same time, the competifion, is on the ofiher par�s of the axis -- we definitely want ta �e
able to get th� best value for the residants and usually a higher leve( of competition
do�s allow that. What we do need to find aut is where is that point where it does, in fact,
r�present the bes# valu� ta the residents both in avoidan�e of cost that we migh# have in
fierms af fhe ro�ds and diff�rent things, but obviausly there is a cost there, fiheir monfhly
budget and so forkh, so yeah, 1 think ifi's somefihing that we can talk about, we can take
a look at it and try fio maybe take some of the data away and kind of massage it a little
bit and see if we can come up with some sort of value measuremenfi fihat tries to take in
all fihose different factars. Bufi I think you've had some pretty good discussions".
Tony asked, "l.es, do you have anything you want to add?°
Les Burshten responded, "No I don't. We'II take your suggestion and present it ta the
City Council in probably, I would imagine, a warkshap session and let them decide as fio
what direction, what they would (ike us fio do or what they wanfi the Commission to look
at." Jurgens added, "Counc�i Member Thied� mentioned cam�etition, par� of ifi is
campetition, buf more so, it's just choice. I've had the same hauler for almost 21 years
but I know if �hey didn't provide #he service 1 wanfied, at least I have a choi�e, I could go
samewhere else. That's fh� fihing wifih the single hau[, it might be cheaper, but that
choiGe is taken away. Adam, do you have anything else you want to add or any�hing
else?" to which Adam stated, "1 think I presented it a[I." Adam was fihanked for th� time
he put into the presentat�an and for attending tanight's meefing.
Michael Edman added, "1 would like to somehow get mare data on the roads, more
traffic at one point, if there's science involv�d ther�, get som� engineer's specs if
possible and finally, I have Tennis Brothers Sanitation 1 think fhey've done a great job,
f'm not complaining. 1 am not pissed off because 1 am paying fioo much. They pick up
my garbage on tim�, reliably, so I think it's fair ta fihe largest hauler in town, who fooks
like they are presen� based on fiheir orange shirts. If we do mov� ta single hauler, I
hope they wau[d be a strong candidate for it and 1 think it's only fair to say fhat there's
not a lack of pleasure in the service, it's just fihe alarming nature of fihe numbers. Buf
personally f don't have any problern wEth my garbag� provider. Like yau say Tony, 50
cents a month isn't going to mov� the dial �nd having a choice for 21 years, that kind of
speaks ta #he s�rvice, it's fair to have fihat on the record ! think"
Podoll stated, "l think one of fihe things that would help �s, Commissianer Edman
borught up before is ta get some kind of bases, like on � normal block, how many car
trips a day there ar�; if there's 30q, the �arbage truck is pu#ting �,000, thafi's you know,
four times as many as you normal gafi fihere. So I think that wauld probably have some
bearing too". Burshfien st�ted, "We have a lot of that data available. V11e're jusfi doing
traffic counts right now as a matter of fact: roads, collector streets, art�rial str�ets, we
will laok at that. We don't have a]ot af data an just residential. We can find that out."
