City Support for Washington County's Request for Engineering and Traffic
Investigations on CSAH 22 and CSAH 19.
Backqround
Washington County is planning to request that Mn/Dot conduct engineering and traffic
investigations on CSAH 22 (70 Street) between TH 61 and TH 95 (Manning Ave.), and on
CSAH 19 (Keats Ave.), between Indian Blvd. and a point approximately 1000 feet north of
CSAH 20 (Military Road). The need for these investigations is being prompted by
residents' concerns of the road safety, the recent fatality incident on 70 Street, and
changes to the road from recent construction.
Discussion
Washington County contacted the City of Cottage Grove regarding their request to Mn/Dot
for engineering and traffic investigations on CSAH 22 and CSAH 19. They are requesting
that the City provide formal support for these investigations to be conducted. These
investigations will be used to determine an appropriate speed limit for both roads.
The most important factor of the engineering and traffic investigation is a speed study
which will determine the 85 percentile speeds. This speed study is completed in an off-
peak time, under ideal driving conditions. The 85 percentile speed reflects a safe speed
for existing conditions as perceived by the majority of motorists. This 85 percentile speed
is then used to set the speed limit on the road. Using this speed limit will reduce the
number of speed differentials among vehicles and, therefore, the number of vehicle
conflicts. Other characteristics that are evaluated as part of the investigation are roadway
characteristics and crash history.
A recommended speed limit will be provided based on the results of the investigations. As
part of this resolution, Washington County is also requesting that the City provide formal
support for these findings and implementation of the recommended speed limit.
Recommendation
It is recommended the City Council adopt a resolution supporting Washington County's
request to the Commissioner of Mn/Dot to perform engineering and traffic investigations on
CSAH 22 and CSAH 19, and to support the findings of the investigations.

RESOLUTION TO WASHINGTON COUNTY IN SUPPORT OF THE
AUTHORIZATION OF THE COMMISSIONER OF TRANSPORTATION TO
PERFORM AN ENGINEERING AND TRAFFIC INVESTIGATION TO
DETERMINE THE REASONABLE AND SAFE SPEED LIMIT AT THE
FOLLOWING LOCATIONS:
CITY OF COTTAGE GROVE
1. County State Aid Highway (CSAH) 22(70th Street S) between
Trunk Highway 61 and Trunk Highway 95 (Manning Avenue S)
2. CSAH 19 (Keats Avenue S) from Indian Blvd to a point
approximately 1000 feet north of CSAH 20 (Military Road)
WHEREAS, per MN Statute 169.14, the authority to determine the safe and
reasonable speed on a County Highway resides with the Commissioner of the
Minnesota Department of Transportation; and
WHEREAS, it is in the best interest of all parties to have reasonable and safe
speeds posted on County Highways; and
WHEREAS, the accepted method to determine the reasonable and safe speed is
through an engineering and traffic investigation;
NOW, THEREFORE, BE IT RESOLVED, that the City of Cottage Grove hereby
approves this resolution to Washington County in support of the authorization of
the Commissioner of the Minnesota Department of Transportation to perForm an
engineering and traffic investigation to determine the reasonable and safe speed
limit at the above referenced locations.
NOW, THEREFORE, BE IT FURTHER RESOLVED, that the City of Cottage
Grove agrees to support the conclusions of the study, and the implementation of
such conclusions.
