RE: November 6 Open Forum Response
Dear Mr. Graf,
The City appreciates your concern for safety on the 70 Street corridor and your desire to see
improvements made with the roadway. As you know 70 Street is a county roadway, so Washington
County is the lead agency or road authority on any improvements and the ultimate financial supporter
of improvements.
Washington County has completed an extensive study for safety improvements in the short-term,
intermediate time frame and in its ultimate design build out. If you are interested in reviewing the
complete study you may go to www.cottae-rove.or/docs/CSAH-22-Corridor-Analysis.pdf. The
ultimate design does include a trail on the north side of 70 Street and a concrete sidewall< on the south
side of 70 Street. The County Capital Improvement Plan (CIP) 2014-2018, is proposing to make
additional roadway improvements in 2017. The project in 2017 would provide for turn lanes at various
intersections along the corridor. The ultimate design is not anticipated to be constructed for another
ten (plus) years.
The City Council on November 20 will consider supporting a speed study request to be conducted by
the Minnesota Department of Transportation (MnDOT). A speed study is necessary when road
improvements have been made, such as at 70 Street and County Road 19. Also residents have raised
concern over the speed of the roadway. It is anticipated that it will tal<e one year to complete the speed
study by MnDOT.
The City recognizes your concern with the expanded bil<e park at Meadow Grass Park and the draw that
it is to young people and children. The City will continue to worl< with the County for design solutions
for pedestrian crossing and intersection control at Meadow Grass Avenue.

The City's Public Safety Department is committed to safety and working to address the aggressive driver
behaviors that are occurring on the roadway. As a means to improve safety there will be additional
patrols and the use of the department's speed trailer to help bring about awareness of motorists' speed.
Once again, the City appreciates your concern for safety. Please feel free to contact me at 651-458-2890
if you have any questions, concerns or comments.
Sincerely,
Jennifer Levitt, PE
