Special Meeting
August 21, 2013
CALL TO ORDER – Special Meeting
The City Council of the City of Cottage Grove, Washington County, Minnesota, held a Special
meeting on August 21, 2013 at the Cottage Grove City Hall, 12800 Ravine Parkway. Mayor
Bailey called the meeting to order at 6:04 p.m.
ROLL CALL
The following were present: Mayor Myron Bailey, Council Member Derrick Lehrke, Council
Member Justin Olsen, Council Member Jen Peterson, and Council Member Dave Thiede.
Also present were: Ryan Schroeder, City Administrator; Robin Roland, Finance Director;
Jennifer Levitt, City Engineer; Craig Woolery, Public Safety Director; Les Burshten, Public
Works Director, Zac Dockter, Parks and Recreation Director, and numerous Commission
members.
Mayor Bailey presided over the meeting.
WORKSHOP SESSION – OPEN TO PUBLIC
Finance Director Roland presented a power point on the proposed 2014 budget and levy
after which the Mayor took questions from the audience. Those questions were:
1.Why did Ag values go up so much for pay 2014?
2.Do we have comparisons of commercial versus residential tax capacity values for the
group of cities to which we typically compare?
3.Does the City have a debt limit?
4.How have we included state provided property tax relief in our tax levy?
5.Won’t the water rates have to increase with the redirection of cell tower lease
revenue?
6.What do we have in fund reserves and how are those reserves restricted?
Finance Director Roland and Mayor Bailey provided responses to the questions.
Mayor Bailey reminded participants that after the meeting there would be break-out
sessions for which interested persons can talk directly to staff in Public Works, Parks and
Recreation, Public Safety, and General Government.
MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER OLSEN, TO
ADJOURN THE SPECIAL MEETING AT 6:43 P.M. MOTION CARRIED. 5-0.
