Subject: Facility Use Updates for 2014
INTRODUCTION/BACKGROUND
This memo is to seek approval from the Parks, Recreation, and Natural Resources
Commission to update the Facility Reservation Fees for 2014. Those changes include:
1. Including local non-profit organizations to the Class 3 Fee Schedule
2. Changing the field and court light fees from a nightly charge to an hourly rate
3. Updating portable restroom and dumpster service fees.
Staff has received an increasing number of requests to host fundraising events at our local
park facilities including 5K races, disc golf tournaments, and concerts among others. A portion
of these groups are non-profit organizations and are coordinating their events on minimal
budgets. Considering the large volume of requests received each year for reduced fees from
these groups, staff is suggesting consideration of a “discount” to Cottage Grove based
organizations that can provide proof of non-profit status at the time of reservation. Those
groups would be charged at the Class 3 rate, while all other groups, including outside non-
profits, would be charged at the Class 4 or 5 rates..

In regards to field and court lighting, staff is proposing to implement an hourly rate of $20 per
hour in place of the current rate of $72 per night. We are proposing this change because we
have found that for a majority of our scheduled events the lights are not needed for an entire
night, especially in the summer months. With this approach we’ll be charging groups for what
they’re actually using.
For our portable restroom services, after receiving multiple quotes, we have renewed our
contract with Jimmy’s Johnny’s. With this renewal a price increase was incurred and as usual
will be passed on to our customers. Our dumpster service will continue to be provided by
Tennis Sanitation and those fees will also be changing for the 2014 season based on our
incurred expenses.

STAFF RECOMMENDATION
Consider amending the Recreation Facility Rental fees to include local non-profit
organizations in the Class 3 fee schedule for facility use reservations starting in 2014 and to
also approve the hourly charge for field and court lighting.
