Subject: Request Authorization of Fund Transfer
Introduction
During the 2014 budgeting process the transition towards a fire based ems system entailed the
hiring of two firefighter paramedic positions in 2014. The final budget adopted identified the two
positions to be authorized January 1, 2014.
The purpose of this request is to request Council's authorization to continue in the process and
appropriate the funding from contingency funding.
Discussion
At the August 14, 2013 regular city council meeting council authorized the application to the
SAFER (Staffing for Adequate Fire and Emergency Response) grant. The grant has been
submitted and the final grant awards should occur no later than September 30, 2014. The
grant request if awarded would cover 100% of salary and benefits for two years. Three
positions were requested.
For the 2014 budget two firefighter positions were requested by Public Safety and contingency
funds were identified in the 2014 Budget in order to fill the positions on January 1, 2014.
Allocations were to $40,000 in the General Fund and $120,000 in the EMS fund. The
contingency amounts cover salary and benefits amounts for those positions and should be
shifted to the personnel line items in the respective funds.
The request from Public Safety would be to not delay the hiring of the two January 1, 2014
firefighter paramedic positions. Any delays would seriously impact the appropriate staffing and
delivery of emergency medical services.
Recommendation
Authorize the transfer of contingency funds to the appropriate personnel line items to hire two
