agenda, but must limit remarks to three (3) minutes. Open forum will adjourn to the Regular
Meeting promptly at 7:30 p.m. Open Forum and a portion of the Regular Meeting are
televised LI VE, airing on Government Channel 16.

A. Accept and Place on File the Following Minutes:
i. Planning Commission Meeting Minutes from November 25, 2013
B. Consider designating the South Washington County Bulletin as the City's
Official Newspaper for 2014.
Staff Recommendation: Designate the official newspaper.
C. Consider scheduling local Open Book meetings and acknowledge other
regional meetings held in Washington County.
Staff Recommendation: Schedule an Open Book meeting at Cottage Grove City
Hall for April 3, 2014 from 5 to 7 p. m., and acknowledge the three regional
meetings held in the County: Oakda/e, April 9, 2014, 5 to 7 p.m.; Woodbury,
April 17, 2014 5 to 7 p.m.; Stillwater, April 23, 2014, 2 to 7 p.m.

D. Consider adopting a resolution designating depositories for City funds and
authorizing the investment of surplus funds for 2014.
Staff Recommendation: Adopt the resolution.
E. Consider passing an ordinance amending Title 4-2-6, Subsection G, of the
Cottage Grove City Code relating to Solid Waste Hauler Licensing.
Staff Recommendation: Pass the ordinance.
F. Consider adopting a resolution approving the 2014 Fire Department Paid-on-
call Pay Plan.
Staff Recommendation: Adopt the resolution.
G. Consider adopting a resolution recognizing donations received in the fourth
quarter of 2013.
Staff Recommendation: Adopt the resolution.
H. Consider appointing Brandon Smith to an unexpired term on the Environmental
Commission ending February 28, 2014.
Staff Recommendation: Approve the appointment.
*I. Consider adopting a resolution supporting the Ramsey County Regional
Railroad Authority's request for funding to support rail improvements between
downtown St. Paul and Hastings.
Staff Recommendation: Adopt the resolution.
5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES
6. PUBLIC HEARINGS
A. 1. Hold the public hearing for the 2014 Pavement Management Project, Districts
F1 and F4. 2. Consider ordering the project. 3. Consider authorizing the
preparation of plans and specifications.
Staff Recommendation: Hold the public hearing and adopt the resolution
ordering the project and authorizing the preparation of plans and specifications.

A. 1. Consider appointing David Thiede as Mayor Pro Tem for 2014. 2. Consider
ratifying Mayor Bailey's appointments of representatives or liaisons to various
commissions and committees for 2014.
Staff Recommendation: 1. Appoint the Mayor Pro Tem. 2. Ratify the
appointments.
B. Consider approving the conditional use permit for an on-sale liquor license in
the north and south tenant spaces of the existing building at 7180 East Point
Douglas Road South.
Staff Recommendation: Adopt the resolution approving the conditional use
permit.
