TYPICAL PAVEMENT MANAGEMENT CONSTRUCTION PROJECTS
RESIDENT COMMUNICATIONS:
1. Prepare and distribute the Resident Notice for:
a. the beginning of construction
b. pavement and concrete removal (full pavement removal only)
c. pavement milling and spot concrete removals (mill and overlay only)
d. temporary mailboxes (full pavement removal only)
e. gravel placement (full pavement removal only)
f. curb placement
g. concrete driveway placement
h. base course paving (full pavement removal only)
i. leveling course paving (mill and overlay only)
j. restoration
k. mail service resuming (full pavement removal only)
I. asphalt driveways

2. Include any notification to residents on uGOvia website.
3. Schedule and meet one on one with individual Residents or small groups of residents.
4. Respond to Resident concerns through the telephone calls to the "Project Hotline ".
5. Respond to Resident concerns through project email.
6. Meet with residents to explain right to enter agreements for construction activities outside of the City
Right of Way and obtain resident signature for the agreements.
7. Resident driveway changes /credit to assessments for replacing own driveway:
a. explain requirements to resident
b. review driveway permit
c. mark out any changes in width discussed with resident/ shown in permit
d. calculate driveway assessment credit
COORDINATION AND SCHEDULING:
1. Prepare for and conduct weekly construction meetings between City Staff, Contractors,
Subcontractors and utility companies to discuss and coordinate schedules, and project concerns and
corrective work needing immediate attention.
2. Send out weekly construction meeting notes to all attendees.
3. Email weekly schedule to City for website.
4. Coordinate construction schedule to school identifying potential impacts to bus routes and walking
routes.
5. Notify police & fire of any temporary road closures.
6. Meet with subcontractors to discuss project requirements specific to their work prior to them
starting.
7. Respond to specific request for information from the Contractors related to the project plans and
specifications.
8. Coordinate irrigation repair if specified for specific properties.
9. Coordinate overall project schedule and activities with adjacent County Construction projects.
10. Coordinate Contractors construction activities with ongoing City events within the Park areas.
11. Coordinate the location, and construction of the new concrete slab for the Central Box
Units /Mailboxes, and the re- installation of the existing mailbox units.
12. Coordinate Central Box Units /Mailboxes base unit replacements by post office to contractor.
13. Coordinate temporary mailbox locations and durations with post office.
14. Coordination of the relocation of underground Private Utility Lines that are in conflict with the
installation of the new sewer and storm sewer pipes.
15. Coordinate and observe the special excavation by the Contractor for locating private utility crossings
and conflicts with the specified construction.
16. Coordinate materials testing through MnDOT for concrete and bituminous plant inspections.
17. Coordinate the required testing to be performed by the City's independent testing firm, for
frequency and locations:
a. Concrete —curb, sidewalk, driveways, pedestrian ramps
i. Slump— sampled at placement
ii. Air content — sampled at placement
iii. Temperature — sampled at placement
iv. Compressive strength — sampled at placement; tested 7day, 28day
b. Gravel (Aggregate Base) —roadway, trail
L Gradation — sampled at placement
ii. Density - (DCP) for gravel base prior to paving
c. Bituminous— roadway, trail
i. Mix proportions — sampled at placement
ii. Density - core testing after placement

iii. Leak detection — Low pressure air testing
18. Coordinate with contractor's pavement core testing firm on schedule and test locations.
19. Work with City Forester related to boulevard trees and the impacts construction may have on them.
20. Coordinate the location and installation of landscaping and tree installations throughout the project.
21. If the resident chooses to replace their entire driveway privately, coordinate with the Resident and
their private Contactor.
23. Coordination with Street Lighting Contractor, and Public Works the street light and feed point
construction for the project.
24. Coordinate the final layout /location of trails to be constructed throughout the project with Parks
Department, particularly in areas where athletic field layouts can change.
25. On a daily basis meet with the Contractors foreman to review the work scheduled for the day.
26. Review the Contractor's overall project schedule verses actual daily schedule.
27. Review the removals marked in the field with the Contractor or Subcontractor. Confirm inspector
marked removals vs. additional marks the residents may have made.
28. Coordinate construction survey staking needs throughout the project based on Contractor's
schedule:
a. Storm sewer, sanitary sewer, water
b. Concrete curb
c. Playground border
d. Trails
e. Parking lot
29. Work with the Contractor and Resident if driveway removal and placement will affect access for
residents with special needs.
30. Coordinate any additional work or changes to the contract.
31. Review and transmit testing invoices to City from testing firm.

3. Review submittals
from contractor.
4. Review topsoil requirements with contractor for material to be placed on the project.
FIELD INSPECTIONS:
1. Evaluate existing concrete curb condition to determine segments to be removed and replaced (spot
removal).
2. Evaluate existing concrete sidewalk condition to determine segments to be removed and replaced
(spot removal)
3. Determine and establish the removal and construction limits for concrete pedestrian ramps to meet
ADA requirements.
4. Evaluate existing storm sewer, sanitary sewer, and water to determine segments of pipe or structures
to be replaced or repaired.
5. Identify tree removal and grubbing throughout the project.
6. Field identify and mark items or limits for removal as identified on the project plans, such as
pavement, curb, driveways, and trails.
7. Remark any additional removals required due to contractor damage. Keep these quantities separate
from measurements for items to be paid.
8. Field check curb and gutter grades after staked.
9. Mark driveway limits for driveways in which the homeowner has obtained a permit to widen their
driveway.
10. Review Contractor's string -line used for concrete curb installations.
11. If necessary, check the grade and forms set by the contractor for compliance.
12. Witness and document the concrete testing performed by the testing firm has been completed and
meets the specifications.
13. Confirm that the concrete placed was finished, cured, and protected properly.
14. Confirm the contractor installation of curb related to brush finishing and curing applications.
15. Following the curing process, confirm the contractor properly patches the existing street pavement
in front of the newly place concrete curb.
16. Evaluate existing pavement surface with Public Works for determining the need for full width, edge
mill, or no milling to occur.
17. Check milling depths as contractor mills. Direct additional milling for areas not initially milled to
correct depth.
18. Evaluate existing milled surface with Public Works for determining the need for joint repair, street
patching, or full width leveling course.
19. Confirm the contractor sweeps and cleans the existing pavement after completion of the milling
operations.
20. Mark the joint and street patch repair for the Contractor.
21. Perform grade check on subgrade excavation prior to placement of gravel base.
22. Tolerance and string -line the gravel base subgrade prior to paving the non -wear course bituminous.
23. Perform grade check on paved surface prior to wear course paving.
24. Evaluate and mark curb for damage due to construction prior to wear course paving.
25. Mark and layout pavement markings where required on the project
26. Field mark locations of bituminous cores to be taken for compaction /density purposes
27. Stake and locate the removal and replacement of traffic signage within the project limits.
28. Evaluate boulevard grades in areas new curb was placed to determine limits of restoration.
29. Review with the restoration Contractor the materials to be used for Seeding and Hydro Mulch work.
30. Resolve unforeseen change in conditions throughout the project, such as the conflict with cable
T.V. located 3" behind the existing curb and this line being cut multiple times during the excavation
process.
31. Monitor the project and Contractor's work for the installation of Erosion Control Devices (BMP's),
such as inlet protection.
32. Inspect work completed by the contractor and compile a "Punch List ".
33. Re- inspect and the final "Punch List" work completed by the Contractor.

DOCUMENTATION:

4. Measure and document the all bid items for the entire project for determining payment.
5. Throughout the project on a monthly basis prepare quantities for the required intermediate request
for payments.
6. Throughout the project complete the required written documentation for the work performed.
7. Prepare an Inspection Notice /Punch list for the work /project.
8. Document that the contractor has provided the traffic control for the work being performed.
9. Document existing conditions.
10. Document conditions of the City's infrastructure, such as sanitary sewer and storm sewer manholes,
and valves prior to construction.
Weekly Update June 20 2013
Zone 1: Area B is in the process of having curb placed. After the curb has had time to gain strength,
cement driveways will be placed approximately three days following placement, weather permitting.
Area A has had some cutting away of the grass to fix grade problems and to permit for topsoil to be
placed. Topsoil is scheduled to be placed June 1", weather permitting, with seeding scheduled to occur
one week later. This allows for irrigation systems to be placed before the topsoil is seeded. Area B is
scheduled to be graded June Vt and then a base coarse to be laid June 3r Area G is in the process of
getting asphalt driveways placed, and topsoil is scheduled to be placed July Vt with seeding following
approximately one week later.
Zone 2: The pavement in Area E has been removed, except for Jensen Ave., and a leveling course is to be
placed today. The wear course is scheduled to be placed July 8 weather permitting. Area F has had
curb repairs completed, and driveways have been re- filled. Milling and a leveling course are scheduled
to be done the week of July 8 weather permitting. Area H, full reclamation is schedule to start July 15
and the mill and overlay section is scheduled to start after the full reclamation area has a base course
laid.
Zone 3: Utility work has reached the intersection of Jocelyn Ave So. and toilet Ave So., and is scheduled
to be completed by July 3r Jocelyn is scheduled to be sub cut July 8 with curb placement starting July
15 weather permitting.

they repaired the damaged line using a coupler and a new section of pipe. This damage was located on the
line running north and south, east of SS 14.
Area H — Stapf placed curb on Indian Blvd. Miller removed curb and sidewalk on east half of Indian Blvd.
Area I/J — Hardrives removed excess material in yards from utility work.
Miller sent topsoil and compost through the screener.

PROJECT NOTICE - PHASE G RESTORATION
2013 PAVEMENT MANAGEMENT PROJECT
If the schedule changes for your area in the future, additional notices will be delivered to reflect the
revised dates.
Topsoil /Seed:
The contractor will begin placing topsoil in Phase G on Friday July 3 1 d. The topsoil being used consists of
a topsoil and compost mix. Based on past experience this mixture promotes better and quicker root
growth for the new grass. Once topsoil has been initially placed you will be able to install any irrigation,
landscaping, or dog -fence that was located within the disturbed area. The initial topsoil is rough graded
at the time of placement, the final shaping of the topsoil will be completed prior to seed placement. The
seeding will be completed approximately one week after the initial topsoil placement.
Seeding Maintenance:
Your help is needed to help ensure the seed successfully takes root and survives. Once the seed is placed
the contractor is responsible to keep it alive for 45 days. After the 45 day period passes, all
maintenance will be turned over to the property owner. Please understand that neither the City or
the contractor will replace seed areas that die or deteriorate after the initial 45 day period. The future
health of the seed is the homeowner's responsibility. The following are some tips that will help you
restore your lawn to its prior condition as quickly as possible.
• Mowing — Do not mow the new seed for three weeks. Seed needs time to establish root growth prior
to its first mowing, mowing the new grass to soon may result in pulling new seedlings out of the
ground. Once you begin mowing, set your mower deck at 4" high, or at the highest setting
for the first year. Do not cut off more than one -third of the plant at a time, and do not mow in hot
weather. Long grass is less susceptible to the effects of dry weather. Mowing too short can stress the
new seed and lead to sun scalding. It is better to have long green grass than short brown dirt.
Grass is a cool weather seed that grows best in cool damp weather. Most weeds are warm weather
plants that grow best in warm temperatures. Due to these facts, it is anticipated that some weed
growth may occur during the summer months. Please help control your weeds by mowing your new
grass routinely after the first three weeks as noted above.
Watering — The contractor will water the seed as needed for the first 45 days only! Additional
watering completed by the homeowner is encouraged. Even during the first 45 days, if you notice the
seedlings drying out, please water it accordingly. After 45 days, you are responsible for
watering and maintaining your seed. Homeowners with new seed will be able to water daily for
60 days after placement without obtaining a watering permit from the Public Works Department with
the City of Cottage Grove. Sufficient and timely watering is critical to new seed until its root structure
becomes fully established so it can withstand drought. Weather conditions will dictate the amount
and frequency or watering. Be certain that your new lawn has enough moisture to survive hot, dry,
or windy periods. In many instances new seed requires more watering than the rest of your yard for
up to three years. It may require as much as 2" of water per week in three or four applications to
fully establish the root system. To check if you are watering enough, place a shallow flat - bottomed
container near your sprinkler, turn on the water, and measure the water depth in the container. Early
morning watering is recommended.
