REGULAR MEETING 01.A. Call to Order: The October 15, meeting of the Cottage Grove Public Safety, Health and Welfare Commission was called to order at 7:00 pm. Members Present: Nick Maciejewski, Dave Barkow, Jodi Lewis, AJ Janssen, Kellie Eigenheer, Kent Griffith Members Absent: Lori Hedican Staff Present: Captain Pete Koerner, Fire Chief Rick Redenius, Council Liaison Derrick Lehrke 01 B. Approval of Minutes Commission Co-Chair Jodi Lewis presented the September 17, 2013 minutes of the Public Safety, Health and Welfare Commission minutes for review and approval. On a motion by Commission member Dave Barkow, seconded by Kellie Eigenheer, the September 17, 2013 minutes were accepted and approved by the Commission. Motion carries. 01 C. Approval of Aqenda Commission Co-Chair Jodi Lewis presented the October 15, 2013 agenda of the Public Safety, Health and Welfare Commission for review. On a motion by Commission member Kellie Eigenheer, seconded by AJ Janssen, the October 15, 2013 agenda was accepted and approved by the Commission. Motion carries. •' _ ► • : ►I Commission Co-Chair Jodi Lewis invited citizens present to address the Commission regarding any matters that were not on the approved agenda. There being no items, Commission Co-Chair Jodi Lewis closed the Open Forum segment of the meeting. 3. COMMUNITY DEVELOPMENT No items submitted. Page 2 PSHWC Minutes October 15, 2013 4. OLD BUSINESS None at this time 5. New Business 04.A Muffler Noise — Captain Pete Koerner Captain Koerner did a short presentation to the Commission which covered the ordinance. He went on to say that due to concerns raised in the last year by citizens regarding noise, unreasonable acceleration, but mostly the noise issue. He went on to say that staff is recommending that the various noise regulations referenced throughout the city code be combined into one section of the city code. He added that staff and the City Attorney are proposing to use more of a"reasonable person standard" in the -� assessment of a compliance standard or violation: This standard may help circumvent .. unreasonable complaints or expectations of enforcement. He showed them the many ordinance titles that pertained to noise and then the amended ordinance that had all noise issues under one title. He went on to say that staff is requesting input or feedback from the Commission that can be forwarded for review, to the Planning Commission at their October 2, 2013 meeting. Once all the comments are received, the City Attorney will review the draft ordinance amendment and the document will again be presented to the Public Safety, Health and Welfare Commission. After his presentation, he asked the Commission for any comments and/or discussion. Most of the comments were regarding how the officer makes a decision as to whether or not to issue a citation. Captain Koerner said most of the officers respond to citizen complaints on noise and have often followed the practice of the "reasonable standard" when responding. Most will advise that there has been a complaint — more like educating the public when enforcing the ordinance rather than issuing a citation. Mike DeMars, 7032 90 Street South, approached the Commission with background on the noise matter/traffic volume. He approached the Commission last year with this issue and met with the police Chief, Captain Koerner and the City Engineer. Captain Koerner added that the amended ordinance will help address the "behaviors" of drivers, ie. obnoxious behavior where the drivers rev the engines when stopped. By changing the ordinance, it will help with the enforcement of the ordinance. 6. RESPONSE TO PREVIOUSLY RAISED COMMENTS AND REQUESTS None at this time. 7. STAFF REPORTS Captain Koerner requested the POLICE staff reports be moved to after FIRE. 08.B Fire — Fire Chief Redenius informed the Commission of the following: Call reports for September we had 195 calls — Fire and EMS responses down from the previous 5 years which is a historical drop from August to September time frame, except for 2012 where we were almost up to 235 calls for that time frame. Fire Division is preparing.for the "Obama health care" which will reduce/limit our part time firefighters' day time hours. We are in the process of looking for day time personnel. Open House was Saturday, 10-12 at Fire Station 2. Had around 400-500 people attend. Very popular and new this year was "Whack a Car" which for $1 donation, participants could use a hammer or sledge hammer and "Whack a Car" which was later used in the extrication exhibit. He added that this will be included again next year at the open house. The Fire Department assisted Hennepin Technical College with a presentation at Grey Cloud Elementary to speak to third grade classes. A young third grader wrote a letter to the Hennepin Technical College Training Center wanting to know what education was needed to become a firefighter. Hennepin Technical College contacted the Chief and asked if we could assist them. It was a very enjoyable time for everyone involved. He noted that they were very well behaved third graders. 08.A Police — Captain Koerner informed the Commission of the following: With school back in session, we have been focusing our time getting drivers to slow down and targeting some of the construction areas. South Washington County Bulletin did an overview of a project on 70 Street with some re-striping that can be viewed. Reminder: last month we talked about changing the winter parking ordinance to November 1 until March 31. He stated he has been getting positive feedback. Page 4 PSHWC Minutes October 15, 2013 Friday, 10-18-13 at River Oaks having a Fall Festival with a band to benefit Friends in Need Foodshelf. Hope Glen Historic Church on Sunday to benefit Friends in Need Foodshelf. Monday, October 21, the Crime Board is having a family and youth night fund raiser at Carbone's and a portion of the proceeds goes to directly to sports and family and youth programs. 08.0 Council Recap - Council Liaison Lehrke advised there are two items: T�e parking ban ordinance — Council agreed to the amended language. . 70 street striping Advised the Commission to read the article in the paper which gives a better explanation behind the changes. It is a pilot project here and Forest Lake. He advised to pay attention to the striping changes in the city. Should help with the flow of traffic. 9. ADJOURN Motion to adjourn the meeting by Commission member Kent Griffith, seconded by Commission member Dave Barkow. Motion carried.
