HomeMy WebLinkAbout2013-10-16 MINUTES COTTAGE GROVE CITY COUNCIL City of Cottage Grove, Minnesota Regular Meeting October 16, 2013 OPEN FORUM Mayor Myron Bailey opened Open Forum at 7:15 p.m. and stated that during Open Forum a person may address the City Council on subjects not a part of the regular meeting agenda, but must limit their remarks to three (3) minutes per person. The purpose of Open Forum is to give the public an opportunity to present information or to request action by the City Council. It may not be used to make personal attacks, to air personality grievances, to make political endorsements, or for political campaign purposes. Open Forum will adjourn to the regular meeting at 7:30 p.m. The following were present: Mayor Myron Bailey, Council Member Derrick Lehrke, Council Member Justin Olsen, Council Member Jen Peterson, and Council Member Dave Thiede. The following were absent: None. Also present were: Ryan Schroeder, City Administrator; Caron Stransky, City Clerk; Robin Roland, Finance Director; Korine Land, City Attorney-LeVander, Gillen & Miller, PA; Jennifer Levitt, City Engineer; Craig Woolery, Public Safety Director; and Les Burshten, Public Works Director. Mayor Bailey opened Open Forum at 7:15 p.m., and asked if anyone in the audience wished to address the City Council on any topic not on the agenda. There being none, Mayor Bailey closed Open Forum to the Regular Meeting. CALL TO ORDER – Regular Meeting The City Council of the City of Cottage Grove, Washington County, Minnesota, held a regular meeting on October 16, 2013 at the Cottage Grove City Hall, 12800 Ravine Parkway, Cottage Grove. Mayor Bailey called the regular meeting to order at 7:30 p.m. PLEDGE OF ALLEGIANCE The audience, staff and the Mayor and Council Members pledged allegiance to the flag of the United States of America. ROLL CALL Cottage Grove City Council 2 October 16, 2013 Regular Meeting The following were present: Mayor Myron Bailey, Council Member Derrick Lehrke, Council Member Justin Olsen, Council Member Jen Peterson, and Council Member Dave Thiede. PRESENTATIONS – None. 3. APPROVAL OF MINUTES – None. 4. CONSENT CALENDAR The City Council pulled and briefly discussed items B, C, D, E, F and G. MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER PETERSON, TO: A. ACCEPT AND PLACE ON FILE THE FOLLOWING MINUTES: i.PUBLIC SAFETY, HEALTH, AND WELFARE COMMISSION MEETING OF JULY 16, 2013. B. APPROVE THE APPOINTMENT OF AUDREY CLAUSEN AS A MEMBER OF THE HUMAN SERVICES/HUMAN RIGHTS COMMISSION. C. ACCEPT THE RESIGNATION OF BRIAN PETERSON FROM THE PLANNING COMMISSION AND TO DECLARE A VACANT SEAT. D. APPROVE THE APPOINTMENT OF JODY IMDIEKE TO FILL A VACANT TERM ON THE PLANNING COMMISSION ENDING FEBRUARY 28, 2015. E. ADOPT RESOLUTION NO. 2013-109, A RESOLUTION AUTHORIZING A JOINT POWERS AGREEMENT BETWEEN THE CITY OF COTTAGE GROVE AND THE SAINT PAUL PORT AUTHORITY TO FACILITATE THE FINANCING OF THE PACE PROGRAM IN COTTAGE GROVE. MOTION CARRIED. 5-0. 5. RESPONSE TO PREVIOUSLY RAISED OPEN FORUM ISSUES – None. 6. PUBLIC HEARINGS A.Hold the Public Hearing and Consider the Assessment for the Removal of Weeds on Private Property and Adopt a Resolution Adopting the Assessments. Mayor Bailey opened the public hearing to receive comments and/or objections from anyone in the audience. There being none, Mayor Bailey closed the public hearing. MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER THIEDE, TO ADOPT RESOLUTION NO. 2013-110, A RESOLUTION ADOPTING SERVICE CHARGES FOR THE REMOVAL OF WEEDS AND PLANTS FROM PRIVATE PROPERTY. MOTION CARRIED. 5-0. 7. BID AWARDS – None. 8. UNFINISHED AND NEW BUSINESS A.Provide Direction on Creation of an Arts Commission City Administrator Schroeder identified four options for Council consideration: 1.To acknowledge and support emotionally the efforts of those who are already in the community doing things that would include for instance locally grown theater or the arts connection which is Woodbury based but associated with the School District. 2.Move towards the creation of an Arts Commission and in order to do that there are some additional steps that would need to occur. 3.To either amend the mission of an existing Commission such as the Parks, Recreation and Natural Resources Commission as an example, or to direct that a Commission consider topics in this area. Cottage Grove City Council 4 October 16, 2013 Regular Meeting 4.To re-visit the City’s organizational mission strategy. The City Council discussed the proposal to create an Arts Commission, specifically the four options presented by the City Administrator. LaRae Mills, 7393 Isleton Avenue South, Cottage Grove, and Sean Foster, 8397 Foothill Road, Cottage Grove, voiced support for creating an Arts Commission and both commented that they were willing to provide support wherever needed. MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY MAYOR BAILEY, TO SELECT OPTION NUMBER TWO (TO MOVE TOWARDS THE CREATION OF AN ARTS COMMISSION AND IN ORDER TO DO THAT THERE ARE SOME ADDITIONAL STEPS THAT WOULD NEED TO OCCUR), WITH THE UNDERSTANDING THAT IT HAS TO TIE DIRECTLY INTO OPTION FOUR (TO RE-VISIT THE CITY’S ORGANIZATIONAL MISSION STRATEGY). COUNCIL MEMBER LEHRKE AMENDED THE MOTION TO STRIKE OPTION TWO AND TO ONLY SELECT OPTION FOUR. MOTION FAILED FOR LACK OF A SECOND. UPON VOTE BEING TAKEN ON THE ORIGINAL MOTION, MOTION CARRIED 3-2 WITH COUNCIL MEMBER LEHRKE AND COUNCIL MEMBER THIEDE VOTING NAY. B.Consider Adopting Resolutions Changing River Oaks Golf Course from an Enterprise Fund to a Special Revenue Fund and Forgiving/Restructuring Interfund Debt MOTION BY CUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER THIEDE, TO ADOPT RESOLUTION NO. 2013-111, A RESOLUTION AUTHORIZING ACCOUNTING CHANGE FROM AN ENTERPRISE (PROPRIETARY) FUND TO A SPECIAL REVENUE FUND FOR THE RIVER OAKS GOLF COURSE. MOTION CARRIED. 5-0. MOTION BY COUNCIL MEMBER OLSEN, SECONDED BY COUNCIL MEMBER THIEDE, TO ADOPT RESOLUTION NO. 2013-112, A RESOLUTION AUTHORIZING FORGIVENESS OF INTERFUND LOANS BETWEEN THE GOLF COURSE FUND (640) AND THE EDA FUND (285) AND RESTRUCTURE OF THE INTERFUND LOAN BETWEEN THE GOLF COURSE FUND (640) AND THE FUTURE ECONOMIC DEVELOPMENT FUND (286). MOTION CARRIED. 5-0. 9. RESPONSE TO PREVIOUSLY RAISED COUNCIL COMMENTS AND REQUESTS – None. 10. COUNCIL COMMENTS AND REQUESTS Council Member Olsen stated that he was still receiving emails and phone calls from people who were concerned about the improvements in the 2013 Pavement Cottage Grove City Council 5 October 16, 2013 Regular Meeting Management Project and he would like to find out if the Council could receive an update from staff on where things stand with respect to some of the punch list items that were discussed at the Assessment Hearing. Council Member Peterson stated that the Crime Board was holding a Halloween barbeque at Bonngards on October 26 after the Monster Bash Parade; Human Services/Human Rights Commission was holding a fall fundraiser on October 28 at Carbone’s; the League of Women Voters are holding a Candidates Forum on October 22; and the next Fare for All is November 7. Council Member Thiede stated that the Monster Bash Fun Night is on October 25 and the Halloween Parade is on October 26. Council Member Peterson stated that there will be a truck at the Halloween Parade accepting non-perishable food donations for the Friends-in-Need Food Shelf. Council Member Lehrke thanked Gary Bloedel for his past involvement with the Beyond the Yellow Ribbon. Mayor Bailey stated that a Fall Fest will be held at the River Oaks Golf Course on October 18; an Oktoberfest at Hope Glen on October 20; and the Canadian Pacific Holiday Train on December 14. 11. PAY BILLS MOTION BY COUNCIL MEMBER PETERSON, SECONDED BY COUNCIL MEMBER THIEDE, TO APPROVE PAYMENT OF CHECK NUMBERS 183319 to 183511 IN THE AMOUNT OF $1,017,916.12 AND EFT PAYMENT OF $307,327.48. (CHECK NUMBERS 183319 – 183352 IN THE AMOUNT OF $206,839.58 AND EFT PAYMENT OF $17,860.28 WERE ISSUED PRIOR TO COUNCIL APPROVAL). MOTION CARRIED. 5-0. 12. WORKSHOP SESSION – OPEN TO PUBLIC A. 2014 – 2018 Capital Improvement Plan The Council held a workshop session and discussed the 2014-2018 Capital Improvement Plan in the St. Croix Room, specifically the future pavement management projects covering the period 2014 through 2023 followed by other roadway projects, road/facility projects requiring third party participation, park improvement/park trust projects, other projects, and the public landscape initiative. 13.
