COUNCIL ACTION REQUEST
Consider authorizing issuances of licenses to the Church of St. Rita for the following 2014
events: April 30, 2014 Calendar Raffle (Single Occasion Gambling); August 9, 2014 Pig Roast
(Temporary Intoxicating Liquor); September 20 and 21, 2014 Fall Festival (Single Occasion
Gambling and Temporary Intoxicating Liquor).
STAFF RECOMMENDATION
Authorize issuance of the licenses. During the required background investigation, no facts
were found that would constitute a basis for denial of the applications.

Subject: TEMPORARY "ON SALE" LIQUOR,AND GAMBLING LICENSE
APPLICATION — SINGLE OCCASIONS
INTRODUCTION
All charitable organizations which are exempt from the requirements of the Minnesota Charitable
Gambling Control Board and who desire to conduct lawful gambling within the City of Cottage
Grove, must obtain a gambling permit.
The issuance of lawful gambling permits is subject to local approval by the City Council.
BACKGROUND .
Pursuant to City Ordinance, Richard Alan Banker, on behalf of the Church of St. Rita, located at
8694 80th Street, Cottage Grove, MN 55016, has submitted an application for a single occasion
gambling permit for the conduct of a raffle on April 30 2014 from 5:00 p.m. to 10:00 p.m., and for
a temporary "On Sale" liquor and single occasion gambling permit for the conduct of raffle, bingo
and pull tabs to be held at the Church of St. Rita, located at 8694 80th Street, on September 2p
2014 from 5:00 p.m. to 10:00 p.m. and September 21 2014 from 11:00 a.m. to 5:00 p.m. He also
submitted an application for a temporary "On Sale" liquor license for August 9 2014 to be held at
the same location noted above, from 11:00 a.m. to 5:00 p.m. The Department of Public Safety is
required to conduct a police investigation of the applicants.
DISCUSSION
The application as submitted is complete, in compliance with our ordinance and is exempt from the
licensing requirements of the Minnesota Charitable Gambling Control Board. We have
investigated the applicant and have not found any facts which would constitute a basis for denial of
this application, under the provisions of the City's Gambling Ordinance. ,
RECOMMENDATION
Recommend that the City Council approve the single occasion Gambling Permits and "On Sale"
temporary liquor applications for the Church of St. Rita. �
