Subject: Ordinance Amendment — Additional Youth Members Requested
Background/Discussion
In 2013, the Environmental Commission began showing interest in creating youth seats.
Due to recent openings on the Commission, two seats for youth from the community
can be added, which offers opportunity to include insight and ideas on environmental
goals and issues from a versatile group of community members. These seats will also
offer a connection to elementary, middle, and high schools in the community for
increased educational opportunities.
The Environmental Commission, at their meeting on February 12, 2014, unanimously
recommended amending the City Code to change the number of inembers on the
Environmental Commission to seven and adding two youth seats.
Recommendation
Recommend that the City Council approve the ordinance amendment changing the
number of inembers of the Environmental Commission to seven and adding two youth
seats.

ORDINANCE NO. XXX
AN ORDINANCE FOR THE CITY OF COTTAGE GROVE, MINNESOTA, AMENDING
TITLE 2 CHAPTER 1 OF THE COTTAGE GROVE CITY CODE RELATING TO
COMPOSITION OF BOARDS AND COMMISSIONS
The City Council of the City of Cottage Grove, Washington County, Minnesota, does
hereby ordain as follows:
SECTION 1. AMENDMENT. "The Code of the City of Cottage Grove, County of
Washington, State of Minnesota," shall be amended by amending Title 2-1-2 to read as
follows:
2-1-2: COMPOSITION; APPOINTMENTS; TERMS OF OFFICE; VACANCIES:
A. Composition; Appointments; Terms: Each commission shall consist of seven (7)
members, each appointed by the council for terms of two (2) years, except the
planning commission ���"�-�o;;a� n�;-�m�,-����. The planning commission
shall consist of nine (9) members, each appointed for terms of three (3) years. �e

�'" .,°°r +°rm�. Term years shall begin on March 1.
SECTION 2. AMENDMENT. "The Code of the City of Cottage Grove, County of
Washington, State of Minnesota," shall be amended by amending Title 2-1-3 to read as
follows:
2-1-3: ADDITIONAL YOUTH MEMBERS:
The environmental; human services/human riqhts; parks, recreation and natural
resources; public safetv, health and welfare; and public works commissions shall each
have two (2) additional seats reserved exclusivel�youths (aqes 18 or under) who
are residents of the communitv. The term of office for youth seats shall be one year
from the date of appointment, renewable for a second one year term bv action of the

SECTION 3. EFFECTIVE DATE. This ordinance shall be in full force and effect from
and after its passage and publication according to law.
